At a Special fleeting of the Board of Supervisors of Frederick County, Virginia, held
in the Supervisors Room, over the Clerk's Office on the 22nd day of February, 1961.

BUDGET
The Board prepared, tentatively their budget for the year beginning on the 1st day of
July, 1961 and ending on the 30th day of June, 1962.
LEVY
Upon motion made by Grover Teets and seconded by Paul Luttrell, the following Resolu-
tion passed: Resolved that the total county levy be and hereby is fixed at a total of
280 on each $100.00 valuation for the fiscal year ending on the 30th day of June, 1962.

Upon motion duly made and seconded the budget of the Frederick County School Board

DUMP
Upon motion, duly made and seconded, the following agreement was
approved by the Board of Supervisors subject, however, to the approval by the Board of Super-
' visors of Clarke County, Virginia. A copy was mailed to the Clarke County Board of Supervisor:
on the 13th day of March, 1961.
This agreement made and entered into this day of
1961, by and between the Frederick uounty Board of Supervisors, parties of tt.e first part and
the Clarke County Board of Supervisors, parties of the second part.
1. WITNESSES - for and in consideration of the Mutual Covenants
hereina� ter set forth, the parties of the first part do hereby agreeto purchase approximately
one acre of land adjoining the Frederick County Dump on the Sulphur Spring Road, which land
now belones to Philip Williams.
2. The Frederick County Bo of Supervisors further a gree to
permit the citizens of Clarke County to use said dump a ccording to the pules and Regulations
, prescribed for its use by the Frederick County Board of Supervisors.
3. The Clarke Cou.ity Board of Supervisors agrees to prepare
the land for strip dumping and the covering I the same from time to time as the need arises
and in accordance with the rules and regulations of the Frederick County Health Department and
State regulations, and to prepare any other land in said Dump for Strip Dumping.

4. After the land has been purchased and prepared, the said
two Boards of Supervisors are thereafter to share equally in the maintenance 6E said dump.

5. Default by the Clarke County Board of Supervisors in any of
the terms hereof, shall at the option of the Frederick Cou:ity Board of Supervisors - prohibit
the further use of said dump by the Citizens of Clarke County.
ROADS - ABANDONITNT - ROUTE 665
Upon motion, duly made andseconded, it is ordered that the fol-
lo ng notice be advertised one time for two successive weeks:
7 Upon the request of interested citizens owning property adjacent
to Route 665, that the section of this route extending from the intersection of Route 749 to
1.03 miles north, a distance of 1.03 miles, be abandoned, this Board hereby indicates its

as amended.

Upon motion, duly m and seconded, the following resolution was
p BE IT RESOLVED, that this Board having been requested by the landowners owning the
land on both sides of Route 665, from the intersection of Route 749 to 1.03 miles north, a
distances of 1.03 miles, that this section of secondary road be abandoned, this Board hereby
indicates its intent to grant this request in accordance with Paragraph 33.76:8 of the 1950
Code of Virginia, as amended. After the posting of a notice at least three (3) placed on and

Verlus Sirbaur of the Recreation Committee appearedbefore the

Harold Patton of the Apple Blossom Committee, called the Clerk and
requested the Board to allow the Committee to construct bleachers in front of the County Court,
House. The request w granted to be about the same amount of bleachers as last year.

cul -de -sac.

An unrestricted right of way of 50' and 10' width drainage easements are guaranteed. This right
of way was recorded on July 29, 1959 in the Clerk's Office of the County of Frederick in Deed
Book No. 258, Page 476 and plat in Deed book No. 258, Page 478, and drainage e recorded on
March 3, 1961, in Deed book No. 269, Page 452. This street has been constructed by the sub-
divider in accordance with the County Ordinance and the Highway Department Policy for
division streets. It has been graded 26 feet wide exclusive of side ditches and has been surfaced!
with at least 5 inches of- crushed stone and surface treated 20 feet wide. '

WHEREAS, Several persons in Frederick County have asked the Board
of Supervisors ofFrederick County to reconsider their position as to adoption of Daylight
Saving Time or "fast time:" in Frederick County, and,
WHEREAS, The Board of Supervisors has reconsidered this matter and
after looking into the statute they find that Eastern Standard Time is the legal time in Virginia
and the exception in the statute f or counties does not' permit Frederick County to change the
clock, and
WHEREAS, The people of the County may individually decide• whether
they go to work an hour earlier and quit work an hour earlier in the County or City,
Now therefore, be it resolved that the Board of Supervisors refrain
from any action w} would have the effect of changing the time of clocks in Frederick County
for the year 1961.

Upon motion duly madeand seconded, the following resolution was
passed:
WHEREAS, His Excellency, Governor J. Lindsay 'Almond, Jr., did on
April 19, 1961 declare the week of May 21 a s Highway Week in Virginia for the purpose of
publicizing the highway building program of the Commonwealth of Virginia and thereby advance
public awareness and understanding of thisprogram and its objectives, and

WHEREAS, this highway program has reached record proportions aid
is deemed necessary to provide Virginia citizens and visitors the safest and best transportation
available, and
WHEREAS, the need for such a program of construction, improvements
and maintenance has not received the public attention it deserves and requires if citizen support
of the Department's goals is to be achieved and sustained, and
WHEREAS, observance of Highway Pieek in Virginia during May 21 -27
affords an opportunity to coincide activity with National Highway Week, with the support of the

Congress of the United States and the President.
NOW THEREFORE, BE IT RESOLVED, that this Frederick County Board
of Supervisors fully endorses the action of the governor and urges personnel of the Highway i
Department and all Virginia citizens to observe and recognize Highway "leek in Virginia, May 21-
27, throueh appropriate proceedings and ceremonies.

On motion duly madeand seconded the Board of Supervisors hereby
request the residents of the Ford & Margaret Luttrell Subdivision to report to the Commonwealth's
Attorney any violation of the County Subdivision ordinance within the p twelve months.
And,be it further resolved that if the said residents will construct
the roads and streets and dedicate the same including drainage easements in said subdivision in
a ccordance with the requirements of the Department of Hi,hwa.ys, then the Board will immediately
recommend to the said Department that said roads and streets be taken into the Highway System.
PLEASS VALLEY SUBDIVISION
Upon motion duly made a nds- condedthe following resolution was passed:
BE IT RESOLVED: That Sections 2 and 3 of the Pleasant Valley Road,l
in the Pleasant Valley Sub - Division, beadded to the secondary system of Frederick 1, ounty, as
follows;
Pleasant Valley Road: Extension of Route 787, from end of present
maintenance at 0.12 mile south of Rt. 644 to end of cul -de -sac. Length 0.12 mile.
An unrestricted right of way of 56 feet in width is guaranteed. This right of way is recorded
in the Clerk's Office of the County of Frederick in Deed lBook 269, pages 571, 572 and 573 on
April 18, 1961, and Deed Book 255, pages 286, 287, and 288 recorded September 30, 1958.
This street hasbeen constructed by the subdivider in accordance wit]
the county ordinance and the Highway Department Policy for subdivision streets. It has been
graded 28 feet roadway, exclusive of ditches, and hassbeen surfaced with 5" of crushed stone
and surfaced treated 20 feet in width.

Upon motion, duly made and seconded, the variance a s requested
by the Junior Chamber of Commerce or permission to erect a sign listing civic clubs, orF•ani-

WHEREAS, notice having been posted at three places for thirty
days on and along the section of houte 665, extending from the'Intersection of Route 749 to
1'.03 Mi. North, a distance of 1.03 Mi.,. and this notice also having been published in two
issues of the Winchester - Eveninp Star, and the State Hic-hway Commission havincz -•been
notified through the Resident Engineer, that it is the intent of this Board to abandon this
section of road, and hearing having been held at which no objection to this proposed abandonment
was offered, NOW, BE IT RESOLVED, That this section of road be abandoned from the Secondary
System of Highways in Frederick County, in accordance with Paragraph 33 -76.8 of the 1950 bode
of Virginia, as amended, since this road no longer renders a public service.

ation of Consent Deeds, the following requested additions ..re approved for addition to the
Secondary System:

1. Road leading from a point on Route 655, anproximately o.5 mile north
of the Intersection of Rt. 50 andextending in an .easternly direction a distance of approximately
0.10 mile to the property line of the public dump, owned and maintained by the County of Frederick.
2. A section of private ro ad that intersects Route 681, at a point 1.3

miles north of the intersection of Rt. 522 and Rt. 681, and extending in an easternly direction
a distance of approximately 0.70 mile.
The following requested additions are not recommended for addition to
the State Secondary System:
1. A section of private road, beginning at a point on Route 629, approxil
mately 0.6(.mile west of the intersection of Route 622 and Rt. 629 and extending in a northerly
direction a distance of approximately one (1) mile.
It is the sense of this Board that the service tris road renders, is of
a private nature and does not justify addition to the State Secondary System.
2. A section of private road, beginning at a point on Route 636,

approximately 0.55 mile south of the intersection of Route 636 and Route 633, a nd extending in an!
easternly direction a distance of approximately one (1) mile.

It is the sense of this Board that the service this road renders, does
not justify the cost of constructing it to a maintainable standard and addition to the State
Secondary System.
3. A section of private road, beginning at a point on Route 671, approxi,,
mately 1.1 mile west of Route 11, and extending in a northernly direction a distance of 0.45
mile to tte William Reuter entrance..
It is the sense of this Board that this road does not render sufficient
public service to justify the expenditure of the estimated $4500.00, it would cost to put it in I

a maintainable condition, when this requested addition is weighed against other needs on secondary
roads already in the State Highway System in Frederick County.
