014-97 RESOLUTION OF SUPPORT BY THE BOARD OF SUPERVISORS, COUNTY OF FREDERICK FOR THE ASSOCIATION FOR THE PRESERVATION OF CIVIL WAR SITES, INC. THIRD WINCHESTER BATTLEFIELD ACQUISmON - CIVIL WAR BATTLEFIELD TOUR NETWORK ENHANCEMENT PROJECT WHEREAS, in accordance with Commonwealth Transportation Board construction allocation procedures, it is necessary that a request by resolution be received from the local government in order that the Virginia Department of Transportation program an enhancement project in the County of Frederick; and, WHEREAS, the acquisition of scenic or historic sites is an eligible transportation enhancement activity, as defined by Federal legislation; and, WHEREAS, the acquisition of the Third Winchester Battlefield is consistent with the goals, strategies and action program of the Battlefield Network Plan Frederick County- Winchester V A., and is a critical component of the Civil War Battlefield Tour Network; and, WHEREAS, a public hearing was held by the Frederick County Board of Supervisors on January 22, 1997; and, WHEREAS, the Association for the Preservation of Civil War Sites, Inc., hereby agrees to pay 20 percent of the total cost for land acquisition of this project, and that if the Association for the Preservation of Civil War Sites, Inc. subsequently elects to cancel this project, the Association for the Preservation of Civil War Sites, Inc. hereby agrees to reimburse the Virginia Department of Transportation for the total amount expended by the Department through the date the Department is notified of such cancellation, NOW, THEREFORE, BE IT RESOL YED, that the Frederick County Board of Supervisors hereby requests that the Commonwealth Transportation Board establish an enhancement program project for the Association of the Preservation of Civil War Sites, Inc., to acquire the Third Winchester Battlefield.
