PUBLIC WELFARE - BUDGET
Upon motion of C. E. Garber and seconded by W. Hurl Himelright, the
1960 and 1961 budget of the Board of Public Welfare wa3 approved as presented with the exception
of local fund, which are approved in the amount of $30

ROADS - RECOLiMENDATION
Upon motion duly made and 3econded, the following resolution ,was
adopted: BE IT RESOLVED, that effective January 1, 19A, this Board will not recommend addition

Upon motion, duly made and seconded, the following resolution was
adopted:

Upon motion duly made and seconded, the following resolution was adooted:
BE IT RESOLVED: That Board recommends addition of the section of road
serving the Kuritan Trash Disposal Dump and others near Gainesboro beginning at a point on Route
600, a distance of .12 mile north of Route 522 a distance of .22 mile; provided the proper deed
to the County of Frederick for the necessary rights of way and drainage easements.
And further, the requests for addition of roads by C. E. Dusing and one
by W. M. Reuter, since said roads serve as more or less of a private nature; and the service
rendered would not justify the expenditure of road funds to improve these roads.
BOARD OF PUBLIC WELFARE - TRANSFER OF FUNDS
.Upon motion, duly made and secondedy it'is ordered that an additional
appropriation of $1845.00 be transferred by the Treasurer from the General County Fund to the
Frederick County Board of Public Welfare.

Upon motion, duly made and seconded, the following resolution was adopte
r / BE IT RESOLVED, That whereas the Virginia Department of Highways is re-
quiring a minimum 40' right of way on secondary roads before new suiTace treatment is applied, i �
is the sense and' recommendation of this Board, that the following policy, in regard to the adjust
ment of fences, should be adopted by the Highway Department, in Frederick County.
1. Where the property owners are only willing to provide a minimum right)
of way width of 30' that no improvements be attempted, unless the property owners or other inter-
ment of Highways.
2. Where a 30' clear right of way has already been provided by the pro-
perty owners. and further improvements requiring a minimum 40' right of way are contemplated, that
the present fences be set back by the Highway Department with the - property owner furnishing any
new materials needed or desired.

4. Due to the difficulty in getting citizens to understand different
policies in regard to the adjustr:ent of fences on Federal Aid Secondary Projects and and con-
struction with regular State funds allocated to the County, it is the recommendation of this Board
that the fencing policy be the same for all types of secondary construction, where a right of way'
width of 40' or more is necessary.
HOSPITAL CONTRACT - WINCHESTER MEMORIAL HOSPITAL
Upon motion, duly made and seconded, the Board approved and entered into
a contract for the hospitalization of indigent persons with the Winchester kemorial Hospital for '
the term beginning on the 1 day of July, 1960 and expiring on the 30th day of June,.1961, at
the rate of $17.00 per day.
HOSPITAL CONTRACT - MEDICAL COLLEGE OF VIRGINIA
Upon motion, duly made and seconded, the Board approved and entered into
a contract for the hospitalization of indigent persons with the Medical College of Virginia, for
the term beginning on the 1st day of July, 1960, and expiring on the 30th day of June, 1961, at
the following rates: First 14 days, $19.50 per day; each additional day up to 28 days,-$18.50;
each additional day over 28 days, $17.50 per day.

DEPUTY SHERIFF - SALARY
Upon motion of Paul L. Luttrell and seconded by C. E. Garber, the

following resolution was passed: nE IT RESOLVED, That the Board of Supervisors instructs the
Commonwealth's Attorney to oppose the allowance allowed by the Compenaation Board for the salary
of an additional deputy sheriff on the grounds that it was done without the recommendation of the
Board. C. E. Garber, Paul Luttrell and W. Hurl Himelright voted for the resolution and Grover
Teets voted against it.
RABIES
Dr. Nottingham of the Frederick County Health Unit appeared before the
Board and presented a number of petitions reques that the Board of Supervisors enact an ordi-
nance requiring that all dogs in Frederick County over the age of four months, be vaccinated
against rabies. A general discussion of the matter was had and on motion duly made and seconded,l
the request was rejected. 1 i
BOUNTY ON FOXES i
Upon motion duly made /and seconded, It is ordered that beginning on the'
lst. day of July, 1960, that the ears and tails of each fox be eh' •hibited before the agent desig-
nated by the Board who will issue an order -for the payment of said bounty.
DISPLAY OF FIREWORKS
Upon motion duly made and seconded, the following resolution was passed:
WHEREAS, William Dalke, Jr., owner and operator of the Family Drive -In
NOW THEREFORE, BE IT RESOLVED:
Theatre in Frederick County, Virginia has petitioned the Board of Supervisors for a permit as
provided for in Section 59 -215 of the Code of Virginia for 1950 for a display of fireworks at
this theatre on the evening of July 4th, 1960, under his discretion and supervision and by his
employees only;
That William Dalke, Jr., be, and he is hereby granted permission for a
display of fireworks at the Family Drive -In Theatre in Opequon District,,Frederick County, Virginia

on the evening of July 4th, 1960, under his control and direction and by his employees only, and
provided further that -his customers and guests be not closer than 200 feet to said display of
fireworks. \ T

And be it further resolved by the Chairman of the Board of Super-
' visors by signing a copy of this resolution may grant the required permit.
And be it further resolved that should rain interfere with said dis-
play of fireworks the same shall be continued until the evening of July 5th, 1960, under the
same conditions.
MONEY - NEW SCHOOL
' Upon motion of W. Hurl Himelright and seconded by C. E. Garber the
following permit was granted:
Charles E. Bass, Chairman; Huyett G. Light, Clyde Logan and Eliza
L. Sheetz, Clerk of the Board; along with Robert E. Aylor, Superintendent of Schools; all repre-
senting the Frederick County School Board, appeared before the Board of Supervisors. Robert E.
Aylor, speaking for the School Board, stated that enrollments in the Frederick County Schools
have reached a point which makes it necessary to consider construction of a new school, as soon
as money can be obtained. He stated that the School Board has received word from the State
Board of Education that no money will be available from the Literary Loan Fund until 1961 and
that counties in the. greatest need will be cared for first during 1961. This means that it is
very uncertain just when Frederick County will be able to receive the money from the Literary
Loan Fund. He stated that plans for a new school have been completed and approved and that con-
struction can begin whenever money is available. Mr. Aylor stated further that he had checked
the possibility of borrowing from the Virginia Supplemental Retirement System and that he had
been advised that money is available from the Virginia Supplemental Retirement System under pro-
vision of Title 15, Chapter 9.2 of the Code of Virginia. Therefore, the School Board is anxious LL
to explore the passibility of securing money from the Retirement System in the form of a loan.
To do this, it will be necessary for the county to employ a bond attorney, to have the county
rated through an investment service and the rate of interest on such a loan established. In the
final analysis, the decision as to whether or not to borrow will have to be made by the Board of
Supervisors, after the rate of interest on such a loan has been set.
REED BOOKS - RESTORATION
Upon motion of Grover Teets and seconded by W. Hurl Himelright, the
Clerk is ordered to have Deed Books Nos. 18 and 75 repaired by W. J. Borrow, Document Restorer,
State Library Building, Richmond, Virginia. The estimated cost to be approximately $400.00.
BILLS PAYABLE
Accounts totaling $7966.80 were approved and ordered to be paid from
the General County Fund by warrants numbers 19904 to 19966 inclusive; and live stock, fowl claims'
and Henry S. Bursey's salary were approved and ordered to be paid from the Dog Fund totaling
$293.00 by warrants numbers 1908 to 1911 inclusive.
UPON MOTION DULY MADE AND SECONDED, IT IS ORDERED THAT THE BOARD DO
