The minutes of the last meeting held on the 8th'day of February, 1960,
and the Special Meeting held on the 22nd day of February, 1960, were read and approved.

Agent; Agnes Shirley, Home Demonstration Agent; and Claude Coffman, Road Engineer; were read
and approved.
VARIANCE - WINCHESTER C PRODUCTS INC.
On motion of Grover Teets and seconded by W. Hurl Himelright, the following
petition of the Finchester Concrete Products, Incorporated for a variance was referred to the
Frederick County Planning Commission:
The undersigned, Winchester Concrete Products, Incorporated, respectfully
petitions the Frederick County Board of Supervisors and Frederick County Planning Commission
for a variance from existing zoning regulations for the purpose of erecting an office building i

on the land of said corporation situate on the Southwest side of the Welltown Pike, the Approxi-
mate location of said office building as shown on the attached plat.
The contemplated office building would be of split rock and concrete
block construction of the general style shown on the attached picture, the building being a one -
story structure with a floor area of approximately 1,000 square feet; the building will be
erected upon the land of the corporation contiguous to the land on which is now situated the
corporation's plant for the manufacture of concrete products; as shown on the attached plat, the
portion of the building nearest to U. S. Highway No. 11 will be approximately 350 feet distant
therefrom.
VARIANCE - MYERS STEAK HOUSE - ZONED AREA A
The following is the report of the Frederick County Planning Commission
for a variance in Zoned Area A, on the property known as Myers Steak House:
The Planning Commission of Frederick County, Virginia, after due notide
to the public, published in the Winchester Evening Star for two successive weeks, had a meeting
on March 3, 1960, for the purpose of examining the petition of Dr. i'!. D. Myers for a variance in
Zoned Area A for the purpose or remodeling that certain building commonly known as the Steak
House into a multiple dwelling building.

Absenb: Grover Teets and James Golladay.
Also Present was E. A. Kelsoe
After a general discussion concerning the petition, on motion made by
Franks and seconded by Heishman, the following resolution was unanimously passed:
Be It Resolved, that variance be granted to Dr. W. D. Myers, owner of
that certain building commonly known as the Steak House, located on the northeastern corner of
the intersection of Myers Avenue and Route 50, in Zoned Area A, for the purpose of changing said
building into a multiple dwelling building with an addition to be built thereon if desirable,
according to specifications filed herewith.

Upon motion, duly made and seconded, the plat of Echo Village, Section (1) was

MERRIMANS' ESTATES - SUBDIVISION

Upon motion duly made and seconded, the plat Merrimans' Estates was approved /by
the Department of Highw Bond for the construction of streets if fixed at $12,000.00
FAIRWAY ESTATES - SUBDIVISION PLAT
Upon motion duly made and seconded, the plat Fairway Estates No. 1 was approved
by the Board subject, however, to its being signed by the Department of Highways and the Chair-
man of the Board of Supervisors. Exception to the County Ordinance as to intersection of streetsi
is granted due to drainage and surplus water.
VARIANCE - MYERS STEAK HOUSE
On motion duly made and seconded, the following resolution was adopted on first
and second readings:'
BE IT RESOLVED, That the Board of Supervisors approve the petition for variance
in Zoned Area "A ", by Walter D. Myers to convert the building on the Northeast corner of the
intersection of U. S. Highway 50 and Myers Avenue known as the "Steak House" into a multiple
dwelling building according to plans and specifications filed therewith.
Be it further resolved that a public hearing of this matter be held in the room
of the Board of Supervisors in the County Office Building on April 11, 1960 at 11:00 A.M.; and
that the Clerk duly advertise said hearing.
BILL PAYABLE
Accounts totaling $5309.95 were approved and ordered to be paid from the General
County Fund by warrants numbert 19751 to 19798 inclusive; and livestock, fowl claims and Henry
S. Bursey's salary totaling x$441.00 were approved and ordered to be paid from the Dog Fund by
warrants numbers 1895 to 1897 inclusive.
