WELFARE 2I
Upon motion, duly made and seconded, it is ordered that an additional 100D
appropriation be transferred by the Treasurer from the General County Fund to the Frederick
Public
County /Welfare Fund.
PETITION - ROAD NO. 694
The following petition, signed by a number of citizens living on or
owning land on Road No. 694, was presented: We the undersigned residents of Frederick Coi4ty
Virginia, living along the secondary road No. 694 and users of Road No. 694 leading from U. S.
Highway No. 522, do hereby petition the Board of Supervisors of Frederick County and the Virginia
Department of Highways to properly grade and black top said road.
PLAT - REARDON'S SUBDIVISION
Lee A. Ebert presented the Reardon Subdivision Plat and requested that
it be tentatively approved; and, upon motion duly made and seconded, said plat was tentatively
approved.

PLAT - GLAIZE AND BROTHERS NEAR COUNTRY CLUB
Lee A. Ebert presented the Glaize and Brother near Country Club plat
and requested that it be tentatively approved;and upon motion duly made and seconded, said plat
was tentatively approved.
ROUTE NUMBER 45 - TRANSFER FROM SECONDARY SYSTEM TO PRIMARY SYSTEM
Upon motion of L. R. Omps and seconded by Charles E. Garber, the fol-
lowing resolution was adopted : RESOLVED that this Board unanimously recommend to the Virginia
Department of Highways that Route No. 698 from the West Virginia line at its intersection with
Route No. 45 and connecting Route No. 522, be transferred from the Secondary Road System to the
Primary System to be reconstructed with Primary Funds to a standard comparable with the con-
struction that West Virginia has underway on Route 45. Further, it is the opinion of this Board
that if the construction of the present Route No. 698 were to be attempted to be constructed
County;
with Secondary Federal Aid Road runds allocated to Frederick /, it would exhaust these funds for a
great many years.

Upon motion of G. G. Teets, and seconded by L. R. Omps the following
resolution was unanimously passed: RESOLVED, That the Frederick County Board of Supervisors,
upon request by the Frederick County School Board, hereby recommend a deferment in payment of
Bond No. 9 on the James Wood High School Literary Fund Loan from December 15, 1959, to December
15 1960; and of Bond No. 10 from December 15, 1960 to December 15, 1961.

presented to the Board the following Alternative School Budget for the year 1959 and 1960:

ABANDONMENT OF FOOTBRIDGE OVER OPEQUON CREEK

Upon motion, duly made and seconded, the following notice was ordered
to be published: TO WHOM IT MAY CONCERN, There being evidence that the footbridge over Opequon
Creek at the Frederick - Clarke County Line near the open ford on Rt. 660 no longer renders a public
service, it is proposed by the Frederick County Board of Supervisors that this footbridge be
abandoned from the Secondary Road System of Frederick County in accordance with Paragraph 33T76.8
of the Code of Virginia.
Anyone who has valid evidence that the above proposal is contrary to
the benefit of the general public is invited to appear at the regular meeting of the Board of
Supervisors at the Courthouse in Winchester, Virginia at 2 P.M., Monday June 8, 1959, at which
time such evidence will be heard.

C. H. Coffman, Resident Engineer, presented to -the Board trvo copies
of revised maps showing the Secondary System of Highways of which one was filed in the Clerk's
office and the other was posted at the Court House.
BILLS PAYABLE '
Accounts totaling $6610.17 were approved and ordered to be paid from �
the General County Fund by warrants numbers 19034 to 19078 inclusive; and livestock claims,
fowl claims and Earl Cather's salary totaling $325.00 were approved and ordered to be paid from
the Dog Fund by warrants numbers 1839 to 1843 inclusive.

The Board, on motion of C. E. Garber and seconded by Grover Teets,
voted unanimously to rescind its action of March 17, 1959, setting the County Leby at $2.80 with

Building Fund.
The board next, on motion of Grover Teets and seconded by Byron
Brumback, voted unanimously to set a County Unit Levy of $2.20 and a Special School Building
Fund Levy of $0.60 for the fiscal year beginning July 1, 1959
At the same time, I the Board decided to hold a public hearing on the
budget for the coming year and on the increased levy on June 2 3, 1959; and directed the Clerk of
the Board to advertise the hearing in accordance with the law.

BRUCCOLLOSSIS INOCULATION
Dr. Duvall and John Wolfe appeared before the Board and explained
the program on Bangs Disease in cattle. And on motion of G. G. Teets and seconded by B. 0.
Brumback, the following resolution was unanimously adopted: RESOLVED, That Bruccullossis Inocula-
tion Program leading to modified certified classification of the cattle in Frederick County
beginning on the 1st day of July, 1959, which said program is sponsored by the State and Federal
Government.
WELFARE DEPARTMENT - ALLOC.ATION OF FUNDS
Upon motion, duly made and seconded, the Board agreed unanimously to
allocate an additional sum of $1534.00 to be transferred from the General County Fund to the
Frederick County Welfare Fund.
FOOT BRIDGES - OPEQUON CREEK

this notice was published in two (2) issues of the Winchester Evening Star.,. and posted at the
Court House in l"linchester, the State Highway CoTr ission having been notified through the local
Resident Engineer that it is the intent of this Board to abandon this footbridge, and a hearing
held at which no objection to this proposed abandonment was offered; BE IT RESOLVED, That this
footbridge be abandoned from the Secondary System of Highways in accordance with Paragraph
33 -76.8 of the 1950 Code of Virginia, as amended, since this footbridge no longer renders a regular
public service.
It is the understanding of this Board that the Clarke County Board
of Supervisors adopted a resolution at their regular meeting on Monday, June 1, 1959, concurring'
in tLis abandonment.
VIL'VIN'S SUBDIVISION
. Upon motion, duly made and seconded, the final eg?roval of the 4lilkini's
Subdivision was passed subject to deed of dedication.

1 HENKEL LAMP PLAT - SECTI ONE
Upon motion, duly made and seconded, the Henkel Land Subdivision, Section One,
1passed its final approval subject however, to bond being posted and the recordation of a Deed of
Dedication. It is ordered that lot number 10 be held for a period of ten years for building a
street if'the same should be needed.
BILLS PAYABLE
Accounts totaling $5768.10 were approved and ordered to be paid from the General
County Fund by warrants numbers 19079 to 19126 inclusive; and livestock claims, fowl claims and
Earl Cather's salary totaling $261.50 wereapproved and ordered to be paid from the Dog Fund by
Iwarrants numbers 1844 to 1849 inclusive.

I BORRO'A YONEv FOR CONSTRUCTION OF THE GIBSONS CHOOL
motion of Grover Teets and seconded by B. 0. Brumback, the following reso-
lution was unanimously passed: RESOLVED: That the Board of Supervisors authorize the Frederick
County School Board to borrow a sum of money not exceeding $30,000.00 for construction of the
Gibson School; the same being not more than one fourth of the building fund levy.
LEVY
Upon motion of Grover Teets, and seconded by B. 0. Brumback, t he following
resolution was unanimously passed: RESOLVED,That the total Frederick County Levy be set at a
total of $2.80 on each $100.00 valuation as follows:
General County Levy on each $100.00 valuation (220) cents
Special School Levy for school buildings on each $100.00 valuation (60) cents
APPROPRIATIONS
Upon motion, duly made and seconded the following resolution was passed:
BE IT RESOLVED by the Board of Supervisors of the County of Frederick, Virginia
that the following appropriations be, and the same hereby are made for the first quarter of the
fiscal year beginning on the first day of July, 1959, from the funds and functions or purposes
indicated:

For the operation of the Department of Welfare to be transferred

1959, a public hearing was held on the Budget for the fiscal year beginning on the lst day of
July, 1959, and ending on the 30th day of June, 1960.
TRANSFER MONEY - APPROPRIATION FOR FIRST QUARTER
Upon motion of B. 0. Brumback and seconded by C. E. Garber, the following
resolution was passed: BE IT RESOLVED, That the Uounty Treasurer is directed to transfer money
to each of the itemized accounts in the appropriation for the 1st quarter of the fiscal year
1959 -1960 as the funds are available.
