The estimated price quoted to the Board is approximately $305.00. ORDINANCE TO AMEND THE LAND SUBDIVISION ORDINANCE OF FREDERICK COUNTY BY INSERTING THE FOLLOWING PROPOSED SECTIONS The ordinance.as recorded - on page 144 in this book adding additional sections to the Subdivision Act which passed its first and second reading on the 10th day of September, 1956 having been duly advertised in two successive weeks for a_public hearing on the 8th day of October, 1956 for its third and final reading and adoption. No action was taken. BORROW MONEY'- FREDERI COUNTY SCHOOL BOARD The Frederick County School Board requested the Board of Supervisors to permit the School Board to borrow additional funds to construct two extra rooms at the Robinson 146 - r- Memorial School building in order to make it a 14- classroom building. The School Board seemed . to feel that these two extra rooms could be constructed for approximately $25,000.00. The Frederick County Board of Supervisors on motion of Mr. Byron 0. Brumback and seconded by Mr. G. I Grover Teets unanimously approved the request, thereby authorizing the Frederick County School Board to borrow additional funds, up to $25,000.00, in order that the two extra rooms can be placed at'the Robinson Memorial School while the building is in the process of being constructed) BORROW MONEY - FREDERICK COUNTY SCHOOL BOARD - ROBINSON MEMORIAL SCHOOL Upon motion of Grover Teets and seconded by C. E. Garber, the following request was granted: WHEREAS, The School Board for the County of Frederick, on the i 24th day of October, 1956, presented to this Board 9Xx8'ffimnw11- an application addressed to the State Board of Education of Virginia for the purpose of borrowing from the Literary Fund $50,000.00 for the new school building at Winchester, Va. to be paid in 5 annual installments, and the interest thereon at 2 -3 per cent paid annually, provided there are sufficient funds in i the Literary Fund at the time the money is called for by the School Board. If, in the discretion of the State Board of Education, it appears advisable to provide money for this loan through assignment to the Virginia Retirement System, the rate of interest on this loan will be not less than two nor more than four per cent per annum. I RESOLVED, That the application of the County School Board to the State Board of Education of Virginia for a loan of $50,000.00 from the Literary Fund is hereby ! approved, and authority is hereby granted the said County School Board to borrow the said amount) for the purpose set out in said application. The Board of Supervisors for said County will each year during the life of this loan, at the time they fix the regular levies, fix a rate of levy for schools or make a cash appropriation sufficient for operation expenses and to pay this loan in annual in- stallments and the interest thereon, as required by law regulating loans from the Literary Fund. ROADS - DISCONTINUED r Upon motion, duly seconded, the following resolution was adopted: BE IT RESOLVED, that notice having been posted, a hearing held at the Court House at 2 :00 P.M., September 10, 1956, at which no one offered objections, that the section of Route 739 extending from Route 753 to Dead End, a distance of 0.15 miles, be discontinued in accordance with Section 33 -76.7 of the Code of Virginia. CARETAKER - FREDERICK COUNTY GARBAGE DUMP Upon motion, duly seconded, it is ordered that the salary of Andrew Whales, caretaker of the Frederick County Garbage Dump, be and hereby is fixed at Fifteen Dollars per calendar month for the term beginning on the first day of October, 1956. Garber, the following request was.approved: The Frederick County Board of Supervisors wishes to go on record as requesting the State Board of Education to change the repayment period on the '$1100,000.00 Literary Loan approved by the State Board of Education on September 22, 1955, for the construction of the Robinson Memorial Elementary School in Frederick County from two years to five years. The application submitted from Frederick County in August, 1955, included a two year repayment period'. PLANNING COMMISSION - ZONING ON BUFFALO LICK ROAD The Planning Commission unanimously recommends that the petition of Ray Rosenberger and others requesting that the following territory located in Shawnee District, Frederick County, Virginia be zoned to wit: For new houses to-be built on Bufflick Road from Route 522 to Buffalolick run and at a distance of 1000 feet on the North and South side of said Road and that new houses to cost not less than Eight Thousand Dollars and a minimum of 800 square footage on the first or ground floor. PLANNING COMMISSION - ZONING - ADDITION TO AREA "A" The Planning Commission submitted the following report: With reference to the petition by lur. J. Kenneth Robinson, the Planning Commission unanimously refused to recommend that the area requested in said petition be zoned. As an alternative, the Planning Commission unanimously recommends the following area be added to zoned area " A " and to have same restrictions as present Zone Area "A" as follows: From the present South boundary line of zoned area "A in the center of Merriman's Lane, thence continuing Southwardly in the center of Merriman's Lane to the right of way_of the Winchester and Western Railroad Tract, at its intersection with Merriman's Lane; thence perpen- dicular to Merriman's Lane Eastwardly for a distance of 2000 feet; then paralleling Merriman's Lane Northwardly to the present boundary of zoned area "A ". Commencing at the center of the intersection of U. S. Highway 50 and Merriman's Lane, thence Westwardly along the center of U. S. No action was taken. .} The Frederick County School Board appeared before the Board of Super- I visors and presented their tentative school budget for the year beginning on the first day of July, 1957 and ending on the 30th day of June, 1958. Upon motion, duly seconded, it is ordered that a special meeting to prepare the County Budget for the year of 1957 and 1958, be held on the 22nd day of February, i 1957 at 1:00 P.M. ROADS Upon motion of B. 0. Brumback and seconded by L.R. Omps, the following resolution was uananimously passed: 152 WHEREAS, the Commonwealth of Virginia, through the Department of High ways, has prepared and submitted plans to,the Board for the constructt�n or improvement of a section of Route 600 of the State Secondary System Project 1334 -08, in Frederick County, from Int. Rt 55 (E . of Star Tannery) to Int. Rt. 608 (At Mt. Falls), approved January 9, 1957; and WHEREAS, it is the desire of this Board that said road be improved in accordance with said plans. NOW, THEREFORE, BE IT RESOLVED: That this Board hereby approves the plans and requests the Department of Highways to proceed with construction in accordance there- with, and this Board hereby agrees to assist and cooperate in the acquisition of the right of way shown on plans as being required, it being understood that costs for such right of way are to be paid from Secondary funds allocated or to be allocated-to Frederick County. It is further understood and agreed that in the event one or more property owners refuse to execute a deed covering land required from their properties for right of way purposes that.the Commonwealth of Virginia, Department of Highways., will institute and conclude condemnation proceedings and that all costs are to be paid from Secondary funds allocates or to be allocated to Frederick County.
