The evening was spent in the preparation of the Supervisors' Budget for the' year beginning on the first day of July, 1956, and ending on the 30th. day of June, 1957. No further business was transacted. UPON MOTION, DULY SECONDED, IT IS ORDERED THAT THE BOARD DO NOW ADJOURN. The minutes of the last meeting held on the 13th day of February, 1956, and i the Special Meetings held on the 2nd. day of March and the 5th. day of March, 1956, were read and approved. REPORTS Earl Cather, Harry L. McCann, Earl S. Bailey, Robert L. De Haven, John Wolfe,. Joseph A. Massie, Jr., Annie Sue St. Clair, and Paul Coffman. Reports of Earl Cather, Game Warden; Harry L. McCann, Treasurer; Robert L. DeHaven, Sheriff; Earl S. Bailey, Commissioner of the Revenue; John Wolfe, County Agent; Joseph A. Massie, Jr., Commonwealth's Attorney; Annie Sue St. Clair, Superintendent of Welfare; Paul Coffman, Road Engineer; were read and approved. I ROADS - IMPROVEMENTS AND ADDITIONS As advertised, this was the day set to hear requests for improvements and additions of roads. A number of delegations, some with petitions:, appeared before the Board and' made requests for improvements and additions to the following secondary roads: (1) Addition off Rt. 655 to the property of Mr. John Echard and others. I (2) Addition off Rt. 11 south of Stephens City to the property of Mr. j Robert Stickely and others. (3) Addition off Rt. 659 (Anderson Ave.) Mr. R. S. Armel and others. i (4) Addition of road from Rt. 600 to the end of maintenance on Rt. 613 - Mr. Kumsa and others. (5) Addition off Rt. 639 - David Headley and others (6) Addition off Rt. 718 to the property line of Ashworth Inc. - F.W. Hale & others. (7) Addition from Rt. 50 to the end of maintenance on Rt. 763 - C. E. Garber, Superv. The following improvements were requested: b (1) From Rt. 656 to Rt. 7 - grade, drain, stabilize and surface treat - requested by Mrs. Charles Cole and others. (2) Rt. 654 from Rt. 671 to West Virginia Line - grade, drain and stabilize requested by D. W. Harrison and others. I (3) Rt. 732 from Rt. 622 to Rt. 628 - grade, drain and stabilize - requested by Henry Brumback and others. (4) Rt. 734 from Rt. 698 to Rt. 694 - straighten curves - requested by R.E. Patterson and others. (5) Rt. 608 from Rt. 50 to Rt. 709 - complete widening - requested by J. L. Courtney and others. (6) Rt. 657 from the ECL Winchester to Rt. 656 - daylight a curve - requested by Mr. W. W. Edmondson. (7) Rt. 639 from the Warren County Line to Rt. 640 - Surface treat - requested by C. D. SCHOOL BUDGET (8) Rt. 651 from Rt 649 to Rt. 652 - surface treat - requested by Robert The School Board having presented their amended budget for the year beginning on the.lst. day of July, 1956, and ending on the 30th, day of June, 1957,; on motion duly seconded, it was unanimously tentatively approved as presented. LEVY ~ Upon motion, duly seconded, the tentative levy for the year 1956 and 1957 was unanimously, tentatively set as follows: .General County Levy on each $100.00 valuation County School Levy on each $100.00 valuation (15) cents (180) cents Special Levy for school building fund on each $100.00 valuation _ 1 (60) cents �LV4 2Sb� Total Levy on each $100.00 Two hundred 7r q (249' cents BUDGET Upon motion, duly seconded, the tentative budget as prepared for the fiscal year beginning on the 1st. day of July, 1956, and ending on the 30th. day of June, 1957, was unanimously approved; and the Clerk of this Board is ordered and authorized to have the same published in the Winchester Evening Star. APPLE BLOSSOM CM MITTEE Upon request of J. P. Arthur, of the Winchester Apple Blossom Committee, that they be given permission to use the Plaza for amusement for Wednesday through'Thursday and Friday, April 25, 26, and 27, 1956 (all equipment to be removed by early Saturday morning): Upon motion, duly seconded it was unanimously decided to grant the above requested permission, subject however, to the following restrictions, to -wit: That no bricks be damaged, all damage to meters to be paid, no stakes be driven, no wires to be used and further not to be used for living quartersi and also to post bond if declared necessary by said Board. ROADS Upon motion, duly seconded, the following resolution was adopted: BE IT RESOLVED, that Lee Street leading from Route 11 to the property line of the Miller Chemical Corporation be added to the Seconday Highway System for maintenance. This street has been improved by the property owners to a maintainable standard and no construct- ion expenditure is necessary. Lee Street extends from a point on Route 11, 0.45 mile north of NCL Winchester, in a westernly direction to the property line of Miller Chemical Corporation, a distance of 0.17 mile. It is a street in an old sub - division established prior to 1949, serves 8 houses and 1 industrial plant. _.132 The right of way width is 40 feet and the.property owners have graded this street 32 feet wide and surfaced it with 5 inches of crushed stone, 20 feet in width. This Board feels that since the property owners have cooperated to this extent that the Highway Department should add this street to Secondary Road System of Frederick County. I ZONING ORDINANCE - SENSENEY ROAD - ROUTE 657 - Petitions signed by a number of citizens residing on the Senseney between the city limits of Frederick County and the intersection of Route 656 requesting that the following oridnance be adopted: "Ordinance for zoning for residential purposes only in Area and Section of Frederick County along Sen'seny Road commencing at the intersection of the Senseny Road with the East Corporate Limits of the City of Winchester, Virginia, and extending eastward along Senseny Road to the intersection of State Route 656, and having a width of one Thousand (1000) feet on each side of the Senseny Road. " And further, the Clerk is ordered to. deliver copies to the Planning Commission. aumix9masm ROAD SIGN - ZONED AREA ROUTE 11 NORTH OF WINCHESTER Upon motion of Grover Teets and sec -)nded by Byron 0. Brumback, the fol- lowing resolution was passed: WHEREAS, the Stonewall District Ruritan Club of Frederick County, Virginia desires to erect and maintain a sign on the Charles McCann land on the east side of U. S. Route 11 approximately four (4) miles north of Winchester in Frederick County, Virginia, and; I Whereas, Charles McCann has granted authority to said Stonewall District I Ruritan Club to erect said sign upon his land adjoining to the east side of U.S. Route 11 as set, forth and; Whereas, the said area has been zoned against commercial advertisement I by the Board of Supervisors of Frederick County, and; i Whereas, it is the opinion of the Board of Supervisors of Frederick County that the sign is not in the category of commercial advertisement and the same would not be in the same of said ordinance but to dispell any ambiguity of the statute or question con- cerning the purpose of said sign; Therefore be it resolved that, the Board of Supervisors of Frederick County do hereby say that said sign is not in violation of the said ordinance of zoning and that permission if hereby granted to the Stonewall District Ruritan Club to erect and maintain a sign as set forth« above with the name of said club thereon and other data pertinent thereto. BILLS PAYABLE Accounts totaling $5174.82 were approved and ordered to be paid from the, General County Levy by warrants numbers 16713 to 16889 inclusive; and live stock, fowl claims and Earl Cather's salary totaling 270.75 were approved and ordered to be paid from the Dog Fund by warrants numbers 1583 to 1586 inclusive.
