P- R- E- S- E -N -T: C. M. Rosenberger, Chairman; Paul Luttrell, B. 0. Brumback, C. E. Garber, and Grover Teets. REPORTS: Earl Cather, Pansy Wright, Earl S. Bailey, Harry L. McCann, Robert L. DeHaven, Joseph'A. Massie, Jr., and John T. Wolfe. Reports of Earl Cather, Game Warden; Pansy Wright, Tuberculosis Association; 0 Earl S. Commissioner of the Revenue; Harry L,, McCann, Treasurer; Robert L. DeHaven, Sheriff; Joseph A. Massie, Commonwealths Attorney; and John T. Wolfe, County Agent; were read and approved. ROADS - ABANDONED Upon motion of Grover Teets and seconded by Paul Luttrell, the following old resolution was passed: Be it Resolved, that Section 1, Section 4, and Section 6 of the /location shown on sketch of Route 522, Project 2634 -02, lying outside of the right of way of the new lo- cation be discontinued. ROADS - ADDITION SECONDARY FEDERAL AID ROAD Upon motion of Grover Teets and seconded by Paul Luttrell, the following resolution was passed: Be it Resolved, that the section of Route 600 in Frederick County between intersection of Route 602 and the Shenandoah County line be made a part of the Secondary Federal Aid Highway System. The length of this section is 2.5 miles. SCHOOL FUND Upon motion of Grover Teets and seconded by B. 0. Brumback, it is ordered that the School Fund and the School Building Fund shall receive during the current year the full amount of the School Levy. This will be accomplished by paying from the General County Fund to the School Fund the amount of the School Levy and placing the total tax income to the credit of the General Fund; and the County Treasurer is ordered to transfer these funds as the money becomes available. 110 a IUMA The County Treasurer, Harry L. McCann, presented to the Board the list of delinquent personal property tax for the year of 1952 as of.June 30, 1953, in the amount of i $3725.67; and also the delinquent real estate tax for the tax year of 1952 as of June 30th, 1 953, in the amount of $7815.64, the total being $11541.31 which upon motion duly seconded was unani- mously approved. MOTION TO BORROW MONEY Upon motion of Grover Teets and seconded by B. 0. Brumback, which was unanimously passed: It is Resolved that the County through this Board borrow the sum of Seven Thousand Dollars ($7000.00) with interest at the rate of four per cent (4,%) per annum, from the Middletown State Bank to be used to\meet current expenses and borrowed in anticipation of cur- rent revenue to be paid in forty- fiv\ Said sum,does not exceed 25% of the anticipated income from the Gener County Levy; and power and authority is granted to C. M. Rosenberger as Chairman of this Board and Lee N. Whitacre, its Clerk to execute a note of the Board evidencing the above obligation. SCHOOL BOARD APPROPRATION Upon motion duly seconded it is ordered that the Treasurer transfer ;$71,189.00 from the General County Fund to the School Fund as the money becomes available. I SCALES - Upon motion duly seconded the Chairman is ordered and given power to execute contracts with the Division of Markets, Virginia Department of Agriculture to provide for the testing and inspection of the weighing and measuring devices in Frederick County.l ORDINANCE AMENDED LAND SUBDIVISIONS (' Upon motion of Grover Teets and seconded by B. 0. Brumback, and having passe "its third and final reading the following amended Land Sub - Division Ordinance �. was adopted: That Section 5 in Article 2 of the Subdivision Ordinance duly enacted on the 6th. day of May, 1952 and recorded in Supervisors Minute Book No. 9 at page 40 be amended to read as follows: Section 5A. The owner or proprietor of any tract of land which is being subdivided shall provide in the plat the necessary easement or rights of way on, over and under for utility poles, the rear of all lots or in the front of said lots inside the property lines /carrying electric and telephone wires and said easement or rights of way shall be clearly marker on said plats, before final approval of said plats by the Board of Supervisors. No utility poles shall be placed in any area designated in said plat as a street. The deed of dedication must provide ingress to and egress from said easements or rights of way. BILLS PAYABLE ' I Accounts totaling $4244.33 were approved and ordered to be paid from the General County Fund by Warrants numbers 14620 to 14739 inclusive and Livestock, i Fowl Claims and Earl Cather's Salary totaling $137.14 were approved and ordered to be paid from the Dog Fund by Warrants numbers 1339 to 1342 inclusive. Upon motion duly seconded it is ordered that the Board do now adjourn. Reports of Earl Cather, Game Warden; Mrs. A. W. Tright,Tuber- culosis Association; Earl Bailey, Commissioner of the Revenue; Howard Grove, Superintendent of. Roads; Agnes Shirley, Home Demonstration Agent; Harry L. McCann, Treasurer; Robert L. DeHaven, Sheriff; Joseph A. Massie, Commonwealth's Attorney; Dr. A. L. Lindall, Health Officer; and John! Wolfe, County Agent, were read and approved. PLAT - VAL VISTA HEIGHTS Upon motion duly seconded, the plat, Val Vista Heights, was i presented by Mr. Howard Grove and was approved by the Board. 71 R. E. Aylor, Superintendent of.Schools; C. E. Bass, Fred A. Whitacre and N. A. Cather, Trustees, requested the following resolution, whihh upon motion duly seconded was passed: RESOLVED, that the application of the County'School Board to the State for additions to Czainesboro School Board -of Education of Virginia for $35,000.00 /from the School Construction Fund is hereby approved. The Board of Supervisors for said County, has, or will provide sufficient funds through cash appropriations and /or levy, to complete this project. If the School Board has sufficient funds on hand to complete the project, permission is hereby granted for the use of said funds, for the purpose designated in the application. R. E. Aylor, Superintendent of Schools; C. E. Bass,'Fred A. "hitacre and N. A. Cather, Trustees; requested the following resolution, which upon motion duly seconded was passed: RESOLVED, that the application of the-County School Board to the State for additions to Clearbrook School Board of Education of Virginia for $35,000.00 /from the School Construction Fund is hereby approved. The Board of Supervisors for said County, has, or will provide sufficient funds through cash appropriations and /or levy, to complete this project. If the School Board has sufficient funds on hand to complete the project, permission is hereby granted for the use of said funds, for the purpose designated in the application. WELFARE Tentative Budget for the year ending June 30, 1955 and for the year ending, June 30, 1956, was presented by the Frederick County Welfare Board for the approval of the Board of Supervisors. Upon motion of Grover Teets and seconded by Paul Luttr @11, it was unanimously rejected. Upon motion duly seconded it is ordered that the note of $7000.00 and the one for $2000.00 due the Middletown State Bank be paid by Warrant. #14779. ROADS BE IT RESOLVED, that theesection of the Val Vista Heights Sub - Division that has been brought up to the standards of the Highway Department be added to the secondary system, and which is as follows: West View Lane beginning at the Int. of Route 628 and running in an easterly direction to the Int. of Blue Ridge Terrace, a distance of 0.05 mile. This street carries a right of way width of 45 feet. ^ l BE IT FURTHER RESOLVED, that a section of Blue Ridge Terrace running in a northerly direction from West View Lane, a distance of 0.06 mile, also extending in a southerly direction from West View Lane a distance of 0.08 Mi. This street carries a width of 50 feet. BE IT RESOLVED, that the above described sections of Blue Ridge Terrace be added to the secondary system, it having been brought up to the requirements of the Highway r Department. ACCOUNTS PAYABLE Accounts totaling $14,176.41 were approved and ordered to be paid from the General County Fund by Warrants numbers 14740 to 14781 inclusive; and Livestock, Fowl Claims and Earl Cather's salary totaling $161.27 were approved and ordered to be paid from the Dog Fund by Afabrants numbers 1343 to 1346 inclusive.
