APPLE BLOSSOM COMMITTEE
Upon request of J. Pinckney Arthur, of the Winchester Apple i

Blossom Committee, that they be given permission to use the Plaza for Amusements for Wednesday
through Thursday and Friday, April 29, 30, and May 1, 1953. All equipment to be removed by
early Saturday morning.
Upon motion it was unanimously decided to grant the above
requested permission, subject however, to the following restrictions, to wit: That no bricks

be damaged, all damage to meters to be paid, no stakes be driven, no wires to be used and further
not to be used for living quarters, and also to post bond if declared necessary by said Board.
MATRON. AT LADIES REST ROOM
Upon the request of Agnes Shirley, Home Demonstration Agent,
it is ordered that Ruth Jennings at the Ladies Room, be paid five dollars for each night of
April 30, and May 1, which is a total of $10.00, for operating the said Room at night on the
above named dates.
ROAD VIEWERS
Upon motion duly seconded, it is ordered that A. F. Lillard,
Carroll Solenberger, J. L. Jolliffe, J. L. Heishman and Sloan Wolfe, be, and are hereby appointed
Road Viewers, and it is further ordered that said viewers meet in the County Clerk's Office on

the 20th day of April 1953 at 9:00 A. M. and be qualified, and view certain roads.
SCHOOLS �
R. E. Aylor, Superintendent of Public Schools, appeared before

the Board and presented the School Boards Budget for the year beginning on the first day of July

1953 and ending on the 30th day of June 1954, and upon motion duly seconded it was approved.
ORDINANCE Junk Dealers, Community sale operators,Pawn brokers etc weekly j
report to Sheriff.
Upon motion of B. 0. Brumback and seconded by C. E. Garber
the following ordinance passed its first and second reading, and it is ordered to be advertised
in the Winchester Evening Star for two successive weeks. A Public hearing will be held on the
11th day of May 1953 to propose the same for its third and final reading and passage.

All dealers in second hand articles (except�egularly licensed dealers in motor
vehicles), junk dealers, community auction sale operators and pawnbrokers shall make a report to
the Sheriff of the County of Frederick, Virginia, on blanks to be furnished by him, covering
transactions of the previous calendar week, on•or before Wednesday of each week, showing a list
or description of all second hand articles bought, or on which money or other thing of value is
loaned, and description of the person from whom received, whether white or colored, his or her
place of residence, and license number of vehicle. If there be no such property received, he
shall report that fact, and the word "none" shall be sufficient for that purpose. Any such pur-
chaser or dealer who shall fail to comply with the provisions of this ordinance shall be fined
not less than Ten Dollars ($10.00) nor more than Fifty Dollars ($50.00).
This ordinance shall not in any manner be deemed or construed to alter or
abrogate any law or laws of the Commonwealth of Virginia applicable to the subject matter hereof.
HITCHING LOT - WALL
It was unanimously agreed that C. M. Rosenberger and Charles E. Garber !
are given permission and ordered to have a "wall built on the Northeast side of Town Run on the
County Hitching lot for the protection of the General Public.
ROADS
Upon motion of C. E. Garber and seconded by Paul Luttrell, the following
resolution was possed:
Be it resolved that section of Route 600 between the ShenandoahxFreder
ick County line, and approximately 2.5 miles North, be set up as the 1954 and 1955 F•A.S, project
in Frederick County.
Upon motion of Paul Luttrell and seconded by Grover Teets the follow-
ing resolution was passed: Be it resolved that Route 600 and Route 692 between Siler and inter-
section of Route 522 near Reynolds Store, a distance of approximately five miles,lbe the next
F.A.S. project to be constructed in Frederick County after Route 600 near the Shenandoah County
line is completed.
BILLS PAYABLE
Accounts totaling $5,319.63 were approved and ordered to be paid from the
General County Fund by Warrants 14426 to 14479 inclusive and Livestock, Fowl Claims and Earl
Cather's salary totaling $258.36 were approved and ordered to be paid from the Dog Fund by
Warrants numbers 1319 to 1322 inclusive.
Upon motion duly seconded it is ordered that the Board do now adjourn.

Upon motion of B. 0. Brumback and seconded by Grover Teets, this
Board endorses the appointment of John &9olfe as County Agent for Frederick County, instead of

Earl S. Bailey, Commissioner of the Revenue; presented the
mineral land assessment for Frederick County for the tax year beginning on the first day of Jan- ,
uary, 1953, and upon motion it was unanimously approved.
ORDINANCE - JUNK DEALERS ETC.
The Ordinance requiring Junk Dealers, Community Sales Operators,
Pawn Brokers, etc. to make a weekly report to the Sheriff of Frederick County; having passed its

cessive weeks, a public hearing was had and upon motion duly seconded was adopted.

ROADS - ADDITION
Upon motion duly seconded the following resolution was passed:
Be it Resolved, that the road beginning at Route 522 0.3 mile west ofi
Route 654 and running north for a distance of 0.5 mile be added to the Secondary System. A thirt
foot unrestricted right -of -way is guaranteed.
ROADS - ADDITION
Upon motion duly seconded, the following resolution was passed: I
Be it Resolved, that road beginning aidead end of Route 613 and run-
ning in a northernly direction for a distance of 1.0 mile be added to the Secondary System. A
thirty foot unrestricted right -of -way is guaranteed.
SCHOOLS - CONSTRUCTION FUNDS
Vihereas, '.The School Board for the County of.Freder.ick,.on "the 11th :'
day of hay, 1953, presented to this Board or Council, an application addressed to the State Boardl
of Education of Virginia for the purpose of securing State Gchool Construction Funds in the amount
of $6,250.00 for the new school building (or for adding to or improving the present school building)
at Route 2, Winchester, Va.
Resolved, that the application of the County School Board to the State
Board of Education of Virginia for $6,250.00 from the School Construction Fund is hereby approved ,
The Board of Supervisors for said County has, or will provide suffi-
cient funds through cash appropriations and /or levy, to complete this project. If the School
Board has sufficient funds on hand to complete the project, permission is hereby granted for the
use of said funds, for the purpose designated in the application.
ACCOUNTS PAYABLE
Accounts totaling $4957.85 were approved and ordered to be paid from .
the General County Fund by Warrants numbers 14480 to 14527 inclusive and Livestock Fowl Claims and
Earl Cather's Salary totaling $263 .86 were approved and ordered to be paid from the Dog Fund by
Warrants numbers 1323 to 1327 inclusive.
