Fleenor, Road-Engineer: uti PIGEONS,. - COURT HOUSE a Upon motion of Grover Teets and seconded by B. 0, Brumback, Earl Cather, Game 19arden was given permission to have erected on the Court House a slanting tin rail to pre- vent pigeons roosting on the front of the Court House. SECONDARY ROAD BUDGET • Upon motion of Grover Teets and seconded by B. 0. Brumback the 1 953 -195 Secondary Road Budget was approved as presented by the Department of Highways. R EQUESTS FOR SECONDARY ROADS. Upon motion duly seconded the Clerk is ordered to have published in the Winchester Evening Star the following notice: In accordance Tith the law, the Frederick County Board of Supervisors will hold their regular meeting on requests for Secondary Road improvements and additions on Monday, February 9 1953 at 10:00 o'clock A.M. BOUTITY ON FOXES Upon motion duly seconded the Board decided to continue the Bounty on Foxes at the rate of Three Dollars for each fox killed. SECONDARY ROADS Upon motion the Chiarman is ordered to write a letter to Hon. James A. Anderson, State Highway Commissioner, requesting that the Secondary Resident Road Engineer be relieved of as much work as possible on the Primary Roads so that they can complete the projects on the Secondary Roads as have been set up by the Road Engineer. PUBLIC HEALTH Dr. A. L. Lindall, County Health Officer of Frederick County, appeared before the Board and requested the Board to pass an ordinance for compulsory inoculation for rabies of all dogs:�in Frederick County. This request was tabled until mext meeting in order that the general public may have an opportunity to express their sentiments to the Board Members. DOG FUND Upon motion duly seconded the Treasurer is ordered to transfer One Thou- sand Dollars from the Dog Fund to the General County Fund. BILLS PAYABLE Accounts totaling $$4197.15 were approved and ordered to be paid from the General County Fund by Warrants numbers 14290 to 14339 inclusive and livestock, fowl claims ;and Earl Cather's salary totaling $289.00 were approved and ordered to be paid from the Dog Fund by Warrants numbers 1305 to 1308 inclusive. McGuire of the Winchester Common Council appeared before the Board and requested the Board for its approval of the petition of the Common Council of the City of Winchester, Virginia, for a By -pass around the city of Winchester; and upon motion by Grover Teets and seconded by B. 0. Brumback, the following resolution was unanimously passed: A RESOLUTION Whereas, motor vehicular traffic in the City of Winchester, Virginia, has increased to such an extent in the past five years that congestion in the city is a hindrance to persons carrying out normal pursuits of business, and Whereas, the Common Council of the City of Winchester, Virginia, has petitioned the State Highway Commission for relief in the form of a by -pass for through traffic, now, therefore, - Be it Resolved that the Board of Supervisors of Frederick County, Virginia, does hereby express its approval of the petition of the Common Council of the City of Winchester, Virginia to the State Highway Commission, for a by- passsaround Winchester, Virginia, providing it is placed in the primary road system. ��, '!i ORDINANCE - VACCINATION OF DOGS FOR RABIES Upon motion of Paul Luttrell and seconded by Grover Teets the fol- lowing ordinance was duly passed: 1. That all dogs in Frederick County be vaccinated for rabies by a duly licensed veterinarian on or before the 1st day of April, 1953, and that all other dogs be vaccinated for rabies on or before becoming Six months of age after April 1, 1953• 2. Each veterinarian to give a certificate to the owner of each dog; setting forth the date of vaccination, description of the dog',, and the number of the rabies vaccination tag issued to each owner. 3. Any person who violates any be punished by a fine of not less than Five Dollars ($5.00) and upon conviction thereof the court must then order the of said dog, or dogs, vaccinated immediately. 4. DOGS - RABIES Upon motion of Byron Brumback and seconded by C. E. Garber, the following resolution was duly passed: Be it resolved that the Board of Supervisors notify the citizens of Frederick County concerning a clinic for the vaccination for rabies of all dogs in Frederick I County, and be it further resolved that the Board of Supervisors urge the Game Warden of r reder ick County to continue to diligently carry out the provisions of Section 29 -199 of the Code of Virginia for 1950 by killing all dogs of unknown ownership for which the license has not paid. � This resolution be urged and passed because of the presence of a N,� �rti:Qil considerable amount of rabies in Frederick County. ' SCHOOL BOARD The Frederick County School Board and also R. E..Aylor, Superintendent of Schools, appeared before the Board, and a general discussion in school matters was had. No action was taken. WELFARE R"..C�• The Superintendent and the Board of Public Welfare of Frederick County appeared before the Board and presented their tentative budget for the year ending on the) 30th, day of June, 1954.
