Frederick County is requested to supervise the County Parking Meters, on and after the 1st. day of

ROADS
Upon motion duly seconded, the following resolution was unanimously passed:
Be it Resolved, that section of road leading off of Route 693 at a point
2.27 miles north of Route 522 and running in an easterly direction for a distance'of 0.4 miles
be added to the Secondary System. A thirty foot right -of -way is guaranteed.
ROADS
The report of the road viewers who were appointed on the 16th. day of June,
1952, made the following report: That a section of road leading off' of Route 693 at a point
2.27 miles north of Route 522 and running in an easterly direction for a distance of 0.4 miles
be improved and added to the Secondary Road System was approved.
ROADS - ABANDONED
Upon motion duly seconded the Clerk is ordered to post on the front of the
Frederick County Court House the following notice:
To Whom it may Concern:- The section of Route 665 between Route 666, a dis-
tance of approximately 0.7 miles through the properties of bars. Hodgson and Rowe is requested to
be abandoned in the near future, unless sufficient reason is presented to show why the said road
should not be closed.
This hearing willibe held in the Supervisors' Room over the Clerk's Office
at 10:00 A.M. on the 11th. day of August, 1952.

1952 was approved as presented by Earl S. Bailey, Commissioner of the Revenue.

Upon motion duly seconded the following application was approved:
WHEREAS, The School Board for the County of Frederick, on the 14th. day
of July, 1952, presented to this Board il, an application addressed to the State Board of
Education of Virginia for the purpose of securing State School Construction Funds in the amount
of $12,500.00 for the new school building (or for adding to or improving the present school builds
ing) at Route 2, Winchester, Va.
RESOLVED, that the application of the County Board to they
State Board of Education of Virginia for $12,500.00 from the School Construction Fund is hereby
approved.
The Board of Supervisors for said County has, or will provide sufficient.
funds through cash appropriations and /or levy, to complete this project. If the School Board has
sufficient funds on hand to complete the project, permission is hereby granted for the use of
said funds, for the purpose designated in the application.

W ELFARE BOARD - BUDGET
Upon motii� of C. E. Garber and seconded by Paul Luttrell, the following
resolution was unanimously passed:
WHEREAS, In January, 1952, the Board of Supervisors requested the Wel-
fare Board of Frederick County to submit as soon as possible a budget for the Year 1952 -53.
WEERLAS, for five successive months the Board of Supervisors continued
to make the above described request, to no avail,
WHEREAS, the statutes of Virginia require the Board of Supervisors to
publish a proposed budget thirty days prior to the time the annual tax levy is made, the said
levy having been made at the regular meeting of the Board of Supervisors on the 14th. day of
April, 1952,
YIHEREAS, the Welfare Board did not submit a complete budget as requested),
but after the Fiscal Year 1952 -53 had commenced, submitted a partial budget consisting only of
the Frederick County portion of the budget, which action prevents the Board of Supervisors from
complying wit t 'provisions of the Statutes of Virginia, requiring it to publish an itemized
budget

NOVI THEREFORE, be it resolved, That the Welfare Board of Frederick County submit to
the Board of Supervisors 'on or before the 11th. day of August, 1952, a complete budget for that
department consisting of a list of estimated receipts and disbursements of all anticipated funds
from the county, state and federal governments, based on a county appropriation of $14
otherwise the Treasurer of Frederick County is hereby ordered to refrain from the transfer of
any funds in his possission to the said Welfare Department of Frederick County from said 11th. day
of August, 1952, until the further order of the Board of Supervisors of Frederick County.
The Clerk of this Board is ordered to transmit a copy to the Frederick County Welfare
Board and to the Department of Public Welfare, Richmond, Virginia
Upon motion it is ordered that the Board do now adjourn.

W ELFARE BUD
For good cause shown and upon the motion of B. 0. Brumback, and seconded
by Grover Teets, it is ordered that the minutes on the Welfare Budget as recorded in Supervisors
Book number 9, on page 46 and 47, be, and hereby is rescinded.
HOSPITAL
Upon motion of B. 0. Brumback and seconded by Grover Teets the Chairman
is ordered to execute the contract with the Winchester Memorial Hospital for the year beginning
on the 1st. day of July, 1952, at the rate of $15,42 per day.
MOTION TO BORROW MONEY
Upon motion of B. 0. Brumback and Seconded by Grover Teets which was unani-
mously passed, it is resolved that the County through this Board borrow the sum of Six Thousand
($$6000.00) Dollars, at interest at the rate of four (4) per cent per annum, from the Middletown
State Bank to be used to meet current expenses and borrowed in anticipation of current revenue to
be paid in thirty days. Said sum does not exceed 25% of the anticipated income from the General
County Levy., and power and authority is granted to C. I.. Rosenberger, as chairman of this Board
and Lee N. Whitacre, its Clerk to execute a note of the Board evidencing the above obligation.
DELINQUENT TAX
The County Treasurer, Harry L. McCann, presented to the Board the list of
delinguent personal property tax for the year of 1951 as of June 30, 1952 in the amount of
$2910.28 and also the delinquent Real Estate tax for the tax year of 1951 as of June of _
30 1952 in the amount of $7096.01, the total being $16,00629 which upon motion duly seconded
was unanimously approved.
SCHOOL $$1EIM APPROPRIATION
Upon motion duly seconded it is ordered that the Treasurer transfer
$70,189.51 from the General County Fund to the School Fund as the money becomes available.
SCHOOL FUND
Upon motion of Grover Teets and seconded by Paul Luttrell, it is
ordered that the School Fund and School Building Fund, shall receive during the current year the
full amount of the School Levy. This will be accomplished by paying from the General County
Fund to the School Fund the amount of the School Levy and placing the total tax income to the i
credit of the General Fund and the County Treasurer is ordered to transfer these funds as the
money becomes available.
PUBLIC WELFAR
Moved by Paul Luttrell and seconded by Grover Teets that the Budge
of the Department of Public Welfare submitted to the Board of Supervisors this 11th day of August,
1952 calling for County appropriation of $14,268.00 and a total amount of $66,279.00 be returned
to the Department of Public Welfare to be amended to be their budget for 52 weeks "instead of 41
weeks, and upon the said budget being changed by the said Department of Public Welfare and re-
turned to the Clerk of the Board of Supervisors with this said change, the said budget shall be
considered as adopted by the Board of Supervisors and the Clerk is ordered publish the entire
County Budget.

O RDINANCE AMENDMENT - LAND SUBDIVISIONS
Upon motion of Grover Teets and seconded by B. 0. Brumback and passed
on first and second reading, it was duly resolved that Sections 2, 11, 13 and 16 of Article II of
the Subdivision Ordinance duly enacted on the 6th, day of May, 1952 and recorded -in Supervisors
Minute Book No. 9 at Page 40 be amended to read as follows:
Section 2. All unimproved streets in subdivisions platted and re-
corded in the Clerk's Office of the Circuit Court of Frederick County, Virginia, prior to the
final adoption of this ordinance will not be recommended to be taken into the Secondary Highway
System of the State of Virginia by the Board of Supervisors until the owners and proprietors of
said lots, improved or unimproved, have so constructed and improved said streets and obtained
acknowledged certificates of approval of the same from the Resident Engin
ment of Highways for Frederick County.
(\ Section 11. The word Subdivision shall mean
piece of land into three or more parcels of land of not more than 3 acres
of 18 months; or the changing in any manner any other subdivision or plat
recorded, either or both. Upon said subdivision of land or change in any

record, a new plat together with a deed of dedication as provided by-Statute and this ordinance

Section 13. No building permits shall be granted in new subdivisions, -
created after the final adoption and enactment of this Ordinance by the Commissioner of the Revenue
until the Board of Supervisors have granted final approval of the plat and the same is recorded
in the Clerk's office of the Circuit Court of Frederick County, Virginia.

Section 16. Penalties for the violation of the Statutes of Virginia
pertaining hereto and the regulations and requirements stated herein, is provided for in Section
15 -794.1 of the Code of Virginia for 1950, and the building — permit ordinance of tie County of
Frederick adopted on the 6th day of May, 1952•
J ENTATIVE BUDGET
Upon motion duly seconded, the tentative Budget as prepared was unani-
mously approved and the Clerk of.this Board is ordered and authorized to have tie same published
in the Winchester Evening Star as required by law and the public hearing thereof shall be held
on the 8th. day of September, 1952.
BILLS PAYABLE
Accounts totaling $5560.41 were approved and ordered to be paid from the
General County Fund by Warrants numbers 13845 to 13980 inclusive and livestock, fowl claims and
Earl Cather's salary totaling $195.60 were approved and ordered to be paid from the Dog Fund by
Warrants numbers 1276 to 1280 inclusive.
Upon motion it is ordered that the Board do now adjourn.

TENTATIVE BUDGET
According to an advertisement published in the Winchester Evening Star
on the 23rd, and 30th. days of August, 1952 for a public hearing as t) the levy as set for the
fiscal year beginning on the 1st. day of July, 1952, and ending on the 30th, day of June, 1952,
inclusive. There being no taxpayers appearing before the Board relative to the levy as set by
the Board, the Board hereby confirms said levy as set, which is as follows:

ROADS - DEPARTMENT OF HIGHWAYS
WHEREAS, the Commonwealth of Virginia through the Department of
Highways has prepared and submitted plans to the Board for the construction or improvement of a
section of Route 600 of the State Secondary System, Project 1334- 03 -04, in Frederick County., Prom,
4.197 M1. S. Int. Rt. 613 (S. of Rt. 50) to Int. Rt. 608 (Mountain Falls), approved July ,31,
1952; and
WHEREAS, it is proposed to finance the cost of construction fifty
percent from Federal ,Aid Secondary funds and fifty percent from State funds allocated to Frederickl

County; and ,
WHEREAS, it the desire of this Board that said road be improved inl
accordance with said plans.
NOW, THEREFORE., BE IT RESOLVED: That this Board hereby approves
the plans amd requests the Department of Highways to proceed with construction in accordance with
these plans, and this Board hereby agrees to and does guarantee a 40 foot unrestricted right of
- way as indicated or noted on said plans, together with the right and easement to use the addition
al areas shown as being required for the proper execution and maintenance of the work as indicated
on plans, it being understood that incidental costs such as moving and resetting existing fences,

houses, structures, utilities, or other obstructions of such nature, are to be paid from SGcon-
dary Funds allocated or to be allocated to Frederick County. - 2.:. -

It is further understood and agreed that in the event one or more
, property owners refuse to execute a deed covering land required from their properties for right
of way purposes, this Board hereby authorizes. the Commonwealth of Virginia, Department mf High -
-i -ways, to institute condemnation proceedings and agrees to pay from funds allocated or to be
allocated to Frederick County all costs in connection therewith including awards of commissioners'

Upon motion of B. O. Brumback and seconded by Grover Teets that I
Land Subdivision Ordinance amendments to Section 2, 11 13, and 16 be approved on the third and
final reading, and that copies of the said Ordinance duly approved be transmitted by the Clerk
to the Council of the City of Winchester, the town Council of the Town of Middletown and the
Town Council of the Town of Stephens City, Frederick County, Virginia.
