BUILDING PERMIT - EVA 0. BROOKS
Upon motion duly seconded the Commissioner of Revenue is granted
permission to grant Eva 0. Brooks a building permit for a concrete Block dwelling house 2Rxkf$x
28 2/3 X 32 feet Semi Bungalo - total 853 square feet. Said lot is located one mile W.
Winchester about 500 feet North of the Northwestern Grade.
APPLE BLOSSOM FESTIVAL
John Anderson appeared before the Board in behalf of the
Commercial and Industrial Committee for the Apple Blossom Festival and requested that the above;
Committee be given permission to use the County Parking lot on Cameron Street for exhibits.
The request was granted.
AN ORDINANCE AND AMENDEENT:
An Amendment and Ordinance establishing Zoned Area A wherein the
area for dwellings be reduced from 900 square feet to 800 square feet and that the area Zone
be increased to include the blest side of Merrimen's Lane to division fence approxmitely 300
feet West from said lane at the Railroad tracts Northwest to U. S. # 50 and all the land east-
ward from Merriman'S Lane to the City limits and North of the Winchester and Western Railroad

and Limestone Lane leading West from U. S. Highway #11 at the Southern boundary of the City of
Winchester, Passed its first and second reading. The Clerk is ordered to have notice of said
Ordinance published one time on two successive weeks in the Winchester Evening Star and that it
is the intention of the Board of Supervisors to propose the same for its third and final
reading and passage on the 10th day of March, 1952.
ROUTE # 50 WEST OF WINCHESTER
The poor condition of Route 50 west of Winchester makes it impera-
tive that the work of reconstruction of this highway be accomplished as soon as possible.
Route 50 west of Winchester is a main route from West to East and
this road is very heavy with thru traffic traveling in both directions and particularly heavy
in the winter time with trucks hauling coal East.
The new James wood High School, situated 1/8 mile west-of the city
limits on Route 50 west, has an enrollment of 1,200 children and all the school buses, as well
as individual cars, must use this highway.
One of the largest Livestock Markets in Northern Virginia is located
on Route 50, 3/4 of a mile west of Tinchester, and this means that a heavy traffic is caused
by the patrons off' this market, as well as the movement of the livestock which moves by truck
and truck only.
In addition to the above, there is heavy traffic on this highway because
there has been a very marked increase in the number of residences on this highway, and these
1people use highway to commute to Winchester.
There are no houses or other buildings located on the South Side of Route
150 Ylest of 'Finchester for a distance of one (1) mile west of Winchester that would interfere
with the widening of this highway to a four (4) Lane Highway and if possible a sidewalk should
be constructed from the city limits to the F;estern end of the James Wood High School.
Therefore the Board of Supervisors of Frederick County in meeting on the

11th. day of February, 1952, requests that the State Highway Department immediately plan to get
this reconstruction done so that this Highway can be made to take care of the traffic and condi-
tions that exist.
A copy of this request is to be forwarded to General J. A. Anderson, Commissipn
.er of Highways, to Honorable Burgess E. Nelson and to our representative in the State Legislature,
Mr. H. F. Byrd Jr. and Mr. E. B. Moore.
DEP,4RTIMENT OF hLEAL
Upon motion duly seconded the following resolution was passed.
BE IT HEREBY RESOLVED that upon recommendation of the County Welfare Board,
the Welfare Departments of Frederick County and the City of Winchester, that the administration
be combined and operated as such for a trial period through June 30, 1953.
SOCIAL SECURITY - SCHOOL BOARD
Upon motion duly seconded the following resolution was unanimously adopted:
Resolved:
The County Board of Supervisors of Frederick County at its regular February
meeting held on February 11, 1952, passed the following resolution: The County Board of Super-
visors of Frederick County hereby grants permission for the County School Board of Frederick
County to pay the employer's share of Social Security contributions on local school board
employees .(excluding teachers) for the period beginning January 1, 1951, through June 30, 1952,
provided the Act so dictates. The amount for this purpose is to be taken from the balance
brought forward as of July 1, 1951•
SUBDIVISIONS

An Ordinance to adopt the Statutory provision of the Act of the General
Assembly of Virginia known as the "Virginia Land Subdivision Act,being incorporated in the
Code of Virginia as Title 15 Chapter 23, Article 2 9. beginning at Section 15 -779 and through
Section 15- 794 -3, together with certain regulations to be made and adopted by the Board of
Supervisors in connection therewith and penalty for violation thereof, passed its first and
second reading. The Clerk is ordered to have notice of said Ordinance published one time ontwo
successive weeks in the Winchester Evening Star that it is the intentions of the said Board of
Supervisors to propose the same for its third and final reading and passage on the 10th day
of March, 1952.
