A Special Meeting of the Frederick County Board of Supervisors was held on
March 28, 1977 in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester,
Virginia.
PRESENT: S. Roger Koontz, Chairman; Thomas B. Rosenberger, Vice Chairman;
Dr. Raymond L. Fish; Will L. Owings; R. Thomas Malcolm; and Dennis T. Cole.
The Chairman called the meeting to order.
WAIVER'OF NOTICE OF SPECIAL MEETING
We, the undersigned Members o•f'•the Board of Supervisors of Frederick County,
•
Virginia, the Commonwealth Attorney and Clerk of the Board, do hereby waive
Notice of Special Meeting to be held on the 28th day of March, 1977 at 8:00 P.M.
in the Frederick County Board of Supervisors' Meeting Room, 9 Court Square, -
Winchester, Virginia, for the following purposes:
1. Budget discussions
2. Such other business as may come before the Board.

BUDGET DISCUSSION
The Board reviewed the recommended budget reductions as recommended by the
County Administrator, as set forth below, totaling $192,500:

The Board then reviewed the budgets of the Constitutional Officers.
Upon motion made by Will L. Owings, seconded by Dennis T. Cole and passed
unanimously;. the Board approved the budgets of the Constitutional Officers as
adjusted.
Thereupon Mr..Rosenberger moved to do away with the mechanical inspector's
position and this motion was seconded by Mr Cole and defeated by the following
recorded vote: - Aye - Thomas B. Rosenberger, Dr. Raymond L. Fish, and Dennis
T. Cole. Nay -'S. Roger Koontz, R. Thomas Malcolm, and Will.L. Owings.
The following additional reductions were made:
Sheriff's Department $15,000
Increase revenue projection .
for building inspectors office 13,275
Parks & Recreation reduction 25,000
Reduction of reserve for jail
construction 50,000
Reduction of proposed amount
for construction of additional
Circuit Court Clerk office
facilities 75,000
Total $178,275
With the above reductions to offset the deficit set forth as of the be-
ginning of the meeting, the proposed budget for 1977 -78 was balanced and app-
roved for printing and advertising for public hearing, with a proposed tax rate
of $4.00 per $100 of assessed valuation on personal property and $2.70 per $100
of assessed valuation for real estate.
Chairman Koontz proposed reducing the personal property increase and
increasing the county tax to $15.00 per vehicle. This proposal was discussed
and it was decided not to increase the county tag at this time.
BOARD RETIRES INTO EXECUTIVE SESSION
Upon motion made by Dennis T. Cole, seconded by R. Thomas Malcolm,'and
passed unanimously, the Board retired into Executive Session in accordance with
Section 2.1- 344(a)2 of the Code of Virginia, 1950 as amended to discuss the
possible acquisition of real estate.
BOARD WITHDRAWS FROM EXECUTIVE SESSION
Upon motion made by Dennis T. Cole and seconded by R. Thomas Malcolm, and
passed unanimously, the Board withdrew from Executive Session.
BOARD RECONVENES INTO REGULAR SESSION
Upon motion made by Dennis T. Cole, seconded by Dr. Raymond L. Fish and
passed unanimously the Board reconvened into Regular Session.
BOARD MAKES TENTATIVE OFFER FOR PURCHASE OF POST OFFICE FACILITY
Cpon motion made by Dennis T. Cole and seconded by Will L. Owings,
BE IT RESOLVED, That the Board of Supervisors of the County of Frederick,
Virginia, does herein direct that it be made official that the Board has made a
tentative offer to the U. S. Postal Service for the purchase of the local post
office facility on Piccadilly Street.
