March 10, 1977 to March 16, 1977An adjourned Meeting of the Frederick County Board of Supervisors was held on March 10, 1977, at 12:30 P.M. in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester, Virginia. Dr. Raymond L. Fish; Will L. Owings; and R. Thomas Malcolm. PRESENT: S. Roger Koontz, Chairman; Thomas B. Rosenberger, Vice Chairman; ABSENT: Dennis T. Cole. The Chairman called the meeting to order. INTEREST RATE OF 5.158 FOR SALE OF SCHOOL BONDS - ACCEPTED It was reported to the meeting that the best bid received by the Virginia • Public School Authority for the purchase of its School Financing Bonds, Series of 1977A, called for a new interest cost of 5.0563 8 and that the Authority has offered to purchase at a price of par and accrued interest the $1,000,000 School Bonds, Series of 1977A, of Frederick County at an interest rate of 5.15 8 per year, payable on each June 15 and December 15. Upon motion made by Thomas B. Rosenberger and seconded by Will L. Owings. • BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF FREDERICK COUNTY, VIRGINIA, that the $1,000,000 School Bonds, Series of 1977A, of Frederick County, heretofore authorized by resolution adopted by'this Board on March 9, 1977, be and the same are hereby sold to the Virginia Public School Authority at a price of par and accrued interest from the date of the bonds to the date of delivery and shall bear interest'at the rate of 5.15 8 per year. Rosenberger, WHEREAS, The Frederick County Board of Supervisors is of the opinion that I� L_J the enactment of Senate Bill 735, which imposes a ten (10) year moratorium on annexation in Virginia, would be the best interim solution for the annexation problem until all aspects of annexation can be studied in detail; NOW, THEREFORE BE IT RESOLVED, By the Frederick County Board of Supervisors that this Board does urge the Governor of Virginia to sign Senate Bill 735 which imposes a ten (10) year moratorium on annexation in Virginia. ESTABLISHMENT OF SALES TAX FUND - APPROVED Upon motion made by will L. Owings and seconded by R. Thomas Malcolm, BE IT RESOLVED, By the Board of Supervisors of Frederick County, Virginia, that the Director of Accounting and Treasurer of Frederick County are hereby authorized to establish a Sales Tax Fund for the purpose of accounting for and transmitting State Sales Tax collected by the County; and, 1 a BE IT FURTHER RESOLVED, That the Treasurer of Frederick County is hereby authorized to disburse proceeds from this fund each month in order that the County's obligations to the State may be met. BUDGET ADJUSTMENT - REGIONAL JAIL PROJECT - APPROVED Upon motion made by Will L. Owings and seconded by Dr. Raymond L. Fish, BE IT RESOLVED, By the Board of Supervisors of Frederick County, Virginia, that the Division of Justice and Crime Prevention grant in the amount of $46,558.00 to the Counties of Clarke, Warren and Frederick and the City of Winchester is hereby acknowledged; and, BE IT FURTHER RESOLVED, That the County of Frederick, Virginia, being the applicant and fiscal agent for the Regional Jail Project, the Director idf Accounting of the County and Program Finance officer is hereby authorized to ad- just the budgets of Frederick County for the l 9 ife of the project, not to exceed one year, to reflect the $47,558.00 grant and $2,442.00 local match funds to be received; and, BE IT FURTHER RESOLVED, That said funds in the amount of $50,000 are hereby appropriated for use as directed by the grant stipulations and the Program Ad- ministrator is hereby granted authority to make changes, as necessary, to the Project budget as long as no additional local funds are required. Mr. Owings moved to approve an 88 pay increase for County employees, except school employees. Mr. Malcolm seconded this motion! The motion was defeated by the following recorded vote: Aye - S. Fish, BE IT RESOLVED, By the Board of Supervisors of Frederick County, Virginia.... that a donation to the Parks and Recreation Department in_the amount of $1,188.50 from Shenandoah Region Antique Automobile Club of America is hereby acknowledged; arid, BE IT FURTHER RESOLVED, That the purpose of this donation being to erect a shelter at Clearbrook Park the following 1976 -77 budget adjustment is hereby approved: Increase General Revenue Recrea Increase General Operating Fund Appropriation .19- 18F5 -601A Picnic Shelters $1,188.50 1,188.50 The above resolution was passed by the following recorded vote: Aye - S.
