1998-1999 SECONDARY ROAD IMPROVEMENT PLAN
WHEREAS, the Transportation Committee and Frederick County planning staff
reviewed the proposed 1998-1999 Secondary Road Improvement Plan for Frederick County: and,
WHEREAS, the Transportation Committee recommended unanimous approval of this
plan on November 3, 1997; and,
WHEREAS, the Frederick County Planning Commission recommended unanimous
approval of this plan at their regular meeting on November 19, 1997; and,
WHEREAS, the Frederick County Board of Supervisors considered this plan with
addendums to the Major Road Improvement Project section to include improvements to Shawnee
Drive (Route 652) and Warrior Drive and addendums to the Incidental Construction Project
section to include additional improvements to Welltown Road (Route 661) and signalization at the
intersection of Aylor Road and Tasker Road, during their regular meeting on December 10, 1997.
NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board
of Supervisors as follows:
The Frederick County Board of Supervisors hereby approves the 1998-1999 Secondary
Road Improvement Plan of Frederick County, Virginia.

Recently, staff met with Mr. Jerry A. Copp, VDOT Resident Engineer, to discuss issues
pertaining to the referenced plan. Mr. Copp advised staff that it would be prudent to amend the
Major Road Improvement Projects and Incidental Construction Projects section of the plan to add
two projects and modify the description for one project. The proposed project addendums are as
follows:
MAJOR ROAD IMPROVEMENT PROJECTS (page -1-)
· Warrior Drive from Route 277 to Route 642; 1.55 miles; Opequon District;
Unscheduled
(It is recommended that this project be ranked #5,following the four projects that have
proposed advertisement dates.)
INCIDENTAL CONSTRUCTION PROJECTS (page -6-)
· Project #10 Route 661
(It is recommended that the description of this project be modified to include: new turn
lane; widening of railroad crossing,' and enhance signalization.)
· New Signalization at Route 642 (Tasker Road) and Route 647 (Aylor Road)
intersection; Opequon and Shawnee Districts; Fiscal Year 1998/1999.
(It is recommended that this project be ranked #10 to attempt and accomplish this
enhancement during the upcoming fiscal year.)
Staff recommends that the Board endorse the 1998-1999 Secondary Road Improvement Plan with
the inclusion of these projects. Staff will forward the approved plan to VDOT for funding
allocations.

MAJOR ROAD IMPROVEMENT PROJECTS
Major road improvement projects command the reconstruction of hard surfaced roads to enhance
public safety. Improvements required for road width, road alignment, road strength, and road
gradient are considered major road improvement projects.

Hardsurface road improvement projects provide impervious resurfacing and reconstruction of non-
hardsurfaced secondary roads. Hardsurface improvements are considered primarily by the average
daily traffic count for these secondary roads.

INCIDENTAL CONSTRUCTION
Incidental construction projects are defined as minor construction projects that cost less than
$100,000. Examples involve drainage improvements, site distance improvements, spot widening,
replacing overflow pipes with box culverts, and the application of cold mix on existing road
surfaces. The Virginia Department of Transportation determines if a proposed projects qualifies
for Incidental Construction based on the overall scope of the improvement.
