1999-2000 SECONDARY ROAD IMPROVEMENT PLAN
WHEREAS, the Transportation Committee and Frederick County planning staff reviewed
the proposed 1999-2000 Secondary Road Improvement Plan for Frederick County: and,
WHEREAS, the Transportation Committee held a public hearing and recommended
unanimous approval of this plan on September 1, 1998; and,
WHEREAS, the Frederick County Planning Commission held a public hearing and
recommended unanimous approval of this plan at their regular meeting on October 7, 1998; and,
WHEREAS, the Frederick County Board of Supervisors had previously agreed to assist
in the preparation of this plan in accordance with the Virginia Department of Transportation policies
and procedures and participated in a public hearing on the proposed plan, as well as the Construction
Priority List on October 26, 1998, after duly advertised so that all citizens of the County had the
opportunity to participate in said hearing and to make comments and recommendations concerning
the proposed plan and priority list; and,
WHEREAS, the Frederick County Board of Supervisors considered this plan with
addendums to the Major Road Improvement Section to include the Jubal Early Drive Extension
Project; and,
WHEREAS, Mr. Jerry Copp, Residency Engineer, Virginia Department ofTransportation,
appeared before the Board and recommended approval of the Six- Year Plan for Secondary Roads
(for 1999-2000 through 2004-2005) and the Construction Priority List for 1999-2000 for Frederick
County.
NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of
Supervisors as follows:
The 1999-2000 Secondary Road Improvement Plan appears to be in the best interest of the
Secondary Roads System in Frederick County and of the citizens residing on the Secondary
System; said Six- Year Plan and Construction Priority List are hereby approved as presented
at the public hearing, as amended.

MAJOR ROAD IMPROVEMENT PROJECTS
Major road improvement projects command the reconstruction of hard surfaced roads to enhance
public safety. Improvements required for road width, road alignment, road strength, and road
gradient are considered major road improvement projects.

HARDSURFACE ROAD IMPROVEMENT PROJECTS
Hardsurface road improvement projects provide impervious resurfacing and reconstruction of non-
hardsurfaced secondary roads. Hardsurface improvements are considered by the Road Rating System
adopted by Frederick County on October 7, 1997.

INCIDENTAL CONSTRUCTION
Incidental construction projects are defined as minor construction projects that cost less than
$100,000. Examples involve drainage improvements, site distance improvements, spot widening,
repIacing overflow pipes with box culverts, and the application of cold mix on existing road surfaces.
The Virginia Department of Transportation determines if a proposed projects qualifies for Incidental
Construction based on the overall scope of the improvement.
