RESOLUTION OF SUPPORT
"REVENUE SHARING PROGRAM" FOR WARRIOR DRIVE
WHEREAS, the County of Frederick desires to submit an application for an additional
allocation of funds of up to $500,000 for the improvement and expansion of Warrior Drive
through the Virginia Department of Transportation "Revenue Sharing Program"; and
WHEREAS, the improvement and expansion of Warrior Drive between Fairfax Pike (Route
277) and Tasker Road (Route 642) will establish a north-south major collector roadway which will
alleviate traffic congestion and improve the Level of Service at the Interstate 81, Fairfax Pike and
Aylor Road (Route 647) interchange area; and
WHEREAS, the County of Frederick has entered into an agreement with the Virginia
Department of Transportation to expedite the design and construction of Warrior Drive, in which
the County of Frederick will apply for funding through the "Revenue Sharing Program" annually
until the project cost is achieved and will initiate the design and construction. The Virginia
Department of Transportation will provide assistance with right-of-way and utility issues, as well
as inspect the construction of Warrior Drive;
NOW, THEREFORE, BE IT ORDAINED that the Frederick County Board of
Supervisors supports the application for an additional allocation of up to $500,000 to improve and
expand Warrior Drive through the Virginia Department of Transportation "Revenue Sharing
Program. "

Dear Mr. Givens:
The County of Frederick, Virginia, indicates by this letter its official intent to participate in
the "Revenue Sharing Program" for Fiscal Year 2000-2001. The County will provide $500,000 for
this program, to be matched on a dollar-for-dollar basis from funds of the State of Virginia.
The County worked with its Resident Engineer, and developed the attached prioritized list
of eligible items of work recommended to be undertaken with these funds. The County also
understands that the program will be reduced on a pro rata basis if requests exceed available funds.
Frederick County appreciates the assistance and support provided by your department and
the Edinburg Residency regarding this matter. It is our hope that a successful application during the
"Revenue Sharing Program" for Fiscal Year 2000-200 1 will satisfy the funding requirements for this
very important road improvement project.

Frederick County has received notice of the opportunity to apply for an allocation through the
Virginia Department of Transportation (VDOT) FY 2000-2001 Revenue Sharing Program.
Frederick County has applied for Revenue Sharing Program allocations over the last three fiscal
years for the construction of Warrior Drive between Fairfax Pike (Route 277) and Tasker Road
(Route 642). To date, VDOT has awarded Revenue Sharing Program allocations in the amount of
$1,010,295 for the Warrior Drive project which would be required to be matched by Frederick
County on a dollar-for-dollar basis.
Mr. H.E. Strawsnyder, Director of Public Works, has been working with the engineering firm of
G. W. Clifford and Associates on the design documents for this project. Mr. Strawsnyder has advised
the Planning Department that the preliminary cost estimate for the design required by VDOT is
approximately $3,000,000. Therefore, staff believes that it would be prudent to apply for the
maximum allocation of$500,000 under the FY 2000-2001 Revenue Sharing Program. Included with
this memorandum is the appropriate application and resolution for the FY 2000-2001 Revenue
Sharing Program. Staffwill work with the Edinburg Residency to ensure that all required materials
are complete by the March 24, 2000 deadline.
