VA 2260/ (540) 665-5666 FAX: (540) 667-0370 RESOLUTION ON THE VIRGINIA JUVENILE COMMUNITY CRIME CONTROL ACT " WHEREAS, the Virginia General Assembly enacted the Virginia Juvenile Community Crime Control Act with an effective date of January 1, 1996; and WHEREAS, it is a requirement of this Act that local plans be developed that provide for the delivery of services to juveniles who come before the court as children in need 0 f services, children in need 0 f supervision, and . inquent children, and that those plans be endorsed by a resolution of the governing body; and WHEREAS, it is the desire of the County of Frederick. the City of Winchester, and the County of Clarke to act as a combined region in the provision of services to said juveniles; and that Frederick County will serve as fiscal agent; NOW, THEREFORE BE IT RESOLVED, that the local plan for the County of Frederick, the City of Winchester, and the County of Clarke, Virginia, as required by the Virginia Juvenile Community Crime Control Act be approved and endorsed on the dates herein mentioned. To provide after-school programs to $116,111/$111,081 Court-ordered youth by providing law related educational programs and services to approximately 200 juveniles and their families each year. Place youth in facilities to remove physical $93,600/$93,600 and psychological dependence on sub- stances. Eight youth can be served each year in this capacity. Purchase specialized counseling services for $32,200/$34,400 youth who cannot be served by other VJCCCA Programs. Provide administrative duties necessary to $40,212/$42,289 implement the VJCCCA Plan. The accceptance of "NO MATCH" VJCCCA money and the combining of the plans affords free money for the Court to access services which otherwise would be requested from the Comprehensive Services Act Budgets which requires a considerable match. Will not utilize funds provided by this Act to supplant funds established as the state pool of funds under ~2.1-757 in compliance with ~16.1-309.3 C of the Code of Virginia; C. Will expend local maintenance of effort funds prior to expending state VJCCCA funding; D. Will compiy with all provisions of ~16.1-309.9 of the Code of Virginia which gives the Board of Juvenile Justice the authority to establish and enforce standards and to review the expenditures and services established by the local plan; E. The budget and resolution represent the intent of Frederick, Winchester, and Clarke to combine our VJCCCA monies so as to provide services to juveniles who come before the courts under one joint program. Currently we run three separate programs. It is intended that through combining our monies awarded by the state that we will fully utilize all funds to meet the service needs for court-involved at-risk youth.
