RESOLUTION ON THE VIRGINIA JUVENILE COMMUNITY
CRIME CONTROL ACT
"
WHEREAS, the Virginia General Assembly enacted the Virginia Juvenile Community Crime Control Act
with an effective date of January 1, 1996; and
WHEREAS, it is a requirement of this Act that local plans be developed that provide for the delivery of
services to juveniles who come before the court as children in need 0 f services, children in need 0 f supervision, and
. inquent children, and that those plans be endorsed by a resolution of the governing body; and
WHEREAS, it is the desire of the County of Frederick. the City of Winchester, and the County of Clarke
to act as a combined region in the provision of services to said juveniles; and that Frederick County will serve as
fiscal agent;
NOW, THEREFORE BE IT RESOLVED, that the local plan for the County of Frederick, the City of
Winchester, and the County of Clarke, Virginia, as required by the Virginia Juvenile Community Crime Control
Act be approved and endorsed on the dates herein mentioned.

The accceptance of "NO MATCH" VJCCCA money and the combining of the plans affords free
money for the Court to access services which otherwise would be requested from the Comprehensive
Services Act Budgets which requires a considerable match.

The Chief Administrative Officer submitting this local plan certifies that the participating jurisdiction:
A. Will not contribute less funding for the impiementation of this local plan than the amount required in
~ 16.1-309.6 of the Code of Virginia;
B. Will not utilize funds provided by this Act to supplant funds established as the state pool of funds under
~2.1-757 in compliance with ~16.1-309.3 C of the Code of Virginia;
C. Will expend local maintenance of effort funds prior to expending state VJCCCA funding;
D. Will compiy with all provisions of ~16.1-309.9 of the Code of Virginia which gives the Board of Juvenile
Justice the authority to establish and enforce standards and to review the expenditures and services
established by the local plan;
E. Consulted with the judge(s) of the Juvenile and Domestic Relations District Court. the Director(s) of
Court Service Units of the participating jurisdiction(s), the community policy and management team(s)
established under ~2.1-751 of the Code of Virginia and, the director of any Office on Youth (established
pursuant to 966.26), if such office serves the jurisdiction(s); and
F. Will submit routine reports and any other information to the Director of the Department of Juvenile
Justice for each program or service funded by the Act in compliance with ~ 16.1-309.3 E and ~16.1-
309.10 of the Code of Virginia and all applicable Departmental procedures.

Following please fmd the Virginia Juvenile Community Crime Control Act
(VJCCCA) combined biennium proposed budget and the related joint resolution for your
respective boards/council.
The budget and resolution represent the intent of Frederick, Winchester, and Clarke
to combine our VJCCCA monies so as to provide services to juveniles who come before the
courts under one joint program. Currently we run three separate programs.
It is intended that through combining our monies awarded by the state that we will
fully utilize all funds to meet the service needs for court-involved at-risk youth. The budget
included with the attached information describes what services are planned.
