October 28, 2004 City/County Summit 184 A Joint Summit of the Frederick County Board of Supervisors and the Winchester City Council was held on Thursday, October 28,2004, at 5:30 P.M., in the Winchester City Council Chambers, Rouss City Hall, 15 North Cameron Street, Winchester, Virginia. PRESENT Chairman Richard C. Shickle; Vice Chairman Barbara E. Van Osten, Gary W. Dove; Bill M. Ewing; Gene E. Fisher; Gina A. Forrester; and Lynda J. Tyler. Chairman Shickle and Council President Charlie Gaynor welcomed everyone. The first item on the agenda was a brainstorming session concerning possible revenue sharing ventures for the City and County. After the initial list was compiled, Chairman Shickle asked the members of both groups to prioritize their top five items. The lists were tallied and the top five choices for both groups were: I. Sales Tax 2. Economic Development 3. Special Tax Districts 4. Tools and Machinery Taxes 5. Meals Tax The Board and Council agreed to meet again in January to discuss items 1,2, and 3. The second agenda item was a discussion of the possible appointment of a committee to study consolidation of City/County Governments. This topic was the second most chosen item of interest on the questionnaires distributed at the last City/County Summit. The Board and Council were asked whether or not there was interest in appointing a committee to study consolidation of City/County Governments. The proposed make up of the committee would be: Chairman of the Board of Supervisors President of the City Council Two members of the Board of Supervisors Two members of the City Council Six citizens (three appointed by the City and three appointed by the County) If more than 50% of the Council and the Board approved the idea of appointing a committee, then the issue would be taken up by both bodies and discussed in further detail. The groups were polled and a majority of the members on both the City Council and Board of Supervisors favored appointing this committee to study consolidation. The final agenda item was a presentation by County Administrator John R. Riley, Jr. and City Manager Edwin C. Daley regarding the Joint Projects that were memorialized by Minute Book Number 30 Board of Supervisors Summit with City of Winchester on 10/28/04 185 Memorandums of Understanding. The presentations focused on membership and funding formulas. The projects included: Joint Judicial Center Regional Landfill Economic Development Commission Frederick-Winchester Service Authority Winchester Regional Airport CFFW Regional Jail Winchester-Frederick Convention and Visitors Bureau Handley Regional Library Board Fire & Rescue Assistance Agreements Detox Staff also reviewed some proposed areas in which joint agreements might be a possibility. These included Fire and Rescue, Parks and Recreation, and Social Services. Administrator Riley stated that these joint projects are not talked about a lot, but stressed that both bodies and the public should realize the value of what the County and City do together.
