COMMUNITIES THAT CARE WEEK
WHEREAS, the Communities That Care (CTC) operating system helps communities mobilize and engage all members of
the community who have a stake in healthy futures for children and youth to include key elected leaders, youth, parents, law
enforcement, schools, local youth and family serving agencies and organizations, the faith community, the business community, the
business community, and residents;
WHEREAS, for each child born without the protective advantages of a positive social orientation and without a resilient
temperament, extra effort must be made to provide opportunities for involvement and attachment;
WHEREAS, CTC recognizes our youth's social, cognitive, emotional, and behavioral skills; and provides corrective
feedback when performance is not up to standards;
WHEREAS, CTC prevents the adolescent problem behaviors that get in the way of positive development, including substance
abuse, delinquency, teen pregnancy, school dropout, and violence;
WHEREAS, CTC establishes a shared vision, a common language, and a collaborative planning structure to integrate
(['(verse community efforts addressing youth and family issues; and priorities for action based on a data-based profile of community
strengths and challenges;
WHEREAS, CTC defines clear and measurable outcomes that can be tracked over time to show progress and ensure
accountability; provides protective bonds by providing opportunities for young people to be involved in meaningful ways;
communicates healthy beliefs and clear standards for behavior that help young people develop into healthy, productive citizens and
avoid problem behaviors; and develops strong bonds to youth and their families, schools, and communities to help them become more
invested in following the beliefs and standards held by family, school, and the community;
WHEREAS, CLEAN. Inc., is the Winchester-Frederick-Clarke Office on Youth and Families' sponsor for the CTC process
in our community and is proactive to ensure healthy, safe, and drug free youth.
NOW, THEREFORE, WE, RICHARD C. SHICKLE, A. R. DUNNING, AND LARRY T. OMPS. do hereby proclaim the
week afOctober 23,2000, as Communities That Care Week, in Frederick and Clarke counties, and the City afWinchester and call
upon the officials of the municipalities and all citizens thereof to render their support and engage in a community wide approach in
protecting our youth.
