A joint meeting between the Frederick County Board of Supervisors and the Frederick
County Public Schools Buildings and Grounds Committee was held on Monday, May 16,2005, at
5:30 P.M., in the Board of Supervisors Meeting Room, 107 N. Kent Street, Winchester, Virginia,
to discuss outstanding questions and concerns relative to the increased construction costs for the 11 th
elementary school.

Richard C. Shickle, Chairman; Gary W. Dove, Vice-Chairman, Bill M. Ewing, and Gene E.
Fisher.
ABSENT
Gina A. Forrester; Lynda 1. Tyler; and Barbara E. Van Osten.
OTHERS PRESENT
Jim Doran, Director of Frederick County Parks & Recreation; Larry Van Hoose, Chairman
of Frederick County School Board; Stuart W olk, Chairman of Building and Grounds Committee;
Don Butler; Dr. William C. Dean, Superintendent; Al Orndorff, Superintendent for Administration;
Steve Kapocsi, Administrative Assistant to the Superintendent; Larry Rickard, Director of Buildings
and Grounds; Philip Pappas, ALA, Oliver, Webb, Pappas, & Rhudy, Inc., and members of the press:

Mr Pappas provided a brief overview of the 11 th elcmentary school project and compared it
to the size ofthe existing Red Bud Elementary. Both schools are constructed to accommodate five
classrooms per grade. He discussed where the additional square footage was located:
The gymnasium is 3,428 square feet larger. (This does not include Parks & Recreation's
space requirements.)
2,583 square feet of resource rooms. (There are 12 such rooms, which is the same
number as Orchard View.)
1,424 square feet of circulation space.
Approximately 900 square feet of gang toilets.
362 square feet of administrative space.
844 square feet of storage space. (504 square feet of this is for Parks & Recreation and
was included in the base bid.)
163 square fect of computer lab space.

- 147 square feet of server room.
These areas along with some additional spaces resulted in the proposed school being 1] ,476 square
feet larger than Red Bud Elementary School.
Mr. Pappas then reviewed the Parks and Recreation space requirements. He advised that the
gymnasium would be made 970 square feet larger, which would increase seating capacity and allow
for cross-court volleyball and basketball. Other additional space for Parks & Recreation included:
office and storage space, a multi-purpose room, space for before and after school programs; toilets,
and lobby space. The total increase is 5,598 square feet.
Mr. Pappas advised the board members present that this facility could be expanded to
accommodate 150 additional students or 1 additional classroom per grade level. He stated that the
cafeteria and library facilities have been sized to account for this potential increase in capacity.
Supervisor Fisher stated that the Board and School Board would be looking to the architect
in the future to provide more efficient school designs and materials. He cited the numerous exterior
walls and proposed skylights as areas of inefficiency with regard to heating and cooling.
School board member Don Butler stated that, with the amount of growth occurring in the
County, this might be the last school to be constructed with a program capacity under 700 students.
The group briefly discussed the additional 52 parking spaces that were proposed in the bid
alternates. It was noted that this parking would be shared by the elementary and middle school. The
spaces are in close proximity to the athletic field, which is utilized by Parks and Recreation, which
would allow their program participants to park closer to the facility without parking in the school's
area of service.
In response to a comment regarding payment of utilities, etc. for the Parks and Recreation
spaces, Director Doran noted that Parks and Recreation pays its own operational costs and utilities,
which are billed to the department by Frederick County Public Schools.
The meeting was adjourned at 6:37 P.M.
