BOARD OF SUPERVISORS
RESOLUTION
INDUSTRIAL ROAD ACCESS FUNDS - KENT STREET PROJECT
WHEREAS, the City of Winchester is interested in the use of industrial road access funds
to improve access for two of its manufacturing businesses, Rich Products Corporation and Plumly
Flooring; and
WHEREAS, these plans involve new and private manufacturing equipment investments of
approximately $3,349,494, and creates 45 new jobs; and
WHEREAS, these expansions are expected to be fully operational on or about December
31,2001; and
WHEREAS, the properties on which these facilities are located require improved access to
a public street or highway which would connect to U.S. 11, and improved public safety by
redirecting truck traffic from a residential area; and
WHEREAS, the proposed improved new public access involves a right-of-way located in
Frederick County.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors for the County
of Frederick, Virginia, hereby agrees that the new roadway so constructed will be added to and
become part of the road system of the County of Frederick Secondary System of Highways provided:
1) the Virginia Department of Transportation makes industrial road access funds available for the
improvement of this road; and 2), that the right-of-way for this new road and any utility adjustments
will be borne by others than the County of Frederick.
PASSED this 10 th day ofJanuary, 2001.

Industrial Access Funding to Improve North Kent Street
Attached please find supporting documentation and a resolution requesting approval for an
industrial road access resolution by the City of Winchester to improve North Kent Street.
This particular road project has been a long standing issue because of its private ownership.
The owner is now willing to deed same to the county and the Virginia Department ofTransportation,
thereby creating the opportunity to solve this problem. .
I would like to take this opportunity to commend city council and the board of supervisors
for cooperating on this project.

WHEREAS, Rich Products Corporation and Plumly Flooring have made
known their intended plans to expand operations at their current locations in the
City of Winchester; and
WHEREAS, these plans are expected to involve a total of new
investments in manufacturing equipment of approximately $3,349,494 and
Plumly Flooring is expected to create an additional 45 new jobs at its faciljty; and
WHEREAS, these expansions are expected to be fully operational on or
aboutDecember31,2001;and
WHEREAS, the properties on which these facilities are located require
improved access to a public street or highway which would connect to U.S. 11
and improved public safety by redirecting truck traffic from a resjdential area; and
WHEREAS, a rlght-of~way for construction of such a roadway has been
identified and the majority of this right-ot-way lies mostly jn the County of
Frederick; and
WHEREAS, no alternate improved public road currently exists: and
WHEREAS, the expanding companies have hereby guaranteed that the
necessary right-of-way for this new roadway and utility relocations or
adjustments, jf necessary, will be provided at no cost to the Virginia Department
of Transportation;
NOW, THEREFORE, LET IT BE RESOLVED THAT: The City of
Winchester hereby requests that the Commonwealth Transportation Board
provide Industrial Access Road funding to provide an adequate public road to
these manufacturing facilities: and
BElT FURTHER RESOLVED THAT: The City of Winchester hereby
agrees that it will cooperate with the County of Frederick to ensure this new
improved roadway so constructed will be added to and become a part of the
road system of the County of Frederick Secondary System of Highways.
