027-01 BOARD OF SUPERVISORS RESOLUTION IN SUPPORT OF AN APPLICATION FOR A VIRGINIA DEPARTMENT OF TRANSPORTATION TEA -21 GRANT WHEREAS, the Shenandoah Valley Battlefield Foundation intends to submit an application for Virgina Department of Transportation TEA-2l Grant monies to develop a "graphic image program" to establish a graphic identity for, and begin marketing the Shenandoah Valley Battlefields National Historic District; and, WHEREAS, Frederick County lies within the district and desires to promote and protect the numerous battlefields and many of the other historically significant sites within its boundaries; and, WHEREAS, the identification and recognition of the district through the design and placement of the proposed signage would be of great benefit to the county's tourism efforts and to efforts to protect our historic resources; NOW, THEREFORE, BE IT RESOLVED that the Frederick County Board of Supervisors wishes to express its support of this grant application Passed this 24th day of January, 2001 by the following recorded vote: Richard C. If approved, the grant funds would be used to develop a graphic image for the district as well as place signs at all the major entrance routes to the district. The Foundation has requested the board issue a resolution of support which is attached. A prospectus that describes the proposal in greater detail is also attached. Prospectus for a TEA-21 Grant Application to the Vir- ginia Department of Transportation From the Shenandoah Valley Battlefields Foundation Summary The Shenandoah Valley Battlefields Foundation (Foundation) proposes to submit an ap- plication to the Virginia Department of Transportation (V DOT) for a TEA-21 grant of $175,000. These funds would be used develop the first phase of a "graphic image pro- gram" to establish a graphic identity for and begin marketing the Shenandoah Valley Bat- tlefields National Historic District. This project will include the design, fabrication, and installation of identification signs at 17 major highway entrances into the District. Background In 1996 Congress created the eight-county Valley Battlefields National Historic District. It also created the Shenandoah Valley Battlefields National Historic District Commission and gave it a three-year mandate to develop a plan to preserve, interpret, promote, and manage ten Civil War battlefields in the eight-county National Historic District. Devel- opment of the plan was to be based a "bottom-up" or grassroots approach to preserving these resources. The Commission was also charged with developing partnerships be- tween the Commonwealth of Virginia, local governments, community groups, the private sector, and the federal government. The Management Plan was completed and received the approval of the U.S. Secretary of the Interior on 25 October 2000. His approval was the final step in its development. The plan also has received widespread support from the local governments and the private sector throughout the National Historic District as well as from the Commonwealth. Also in October the U.S. Congress and the President appropriated $1,400,000 to begin the Shenandoah Valley Civil War program. Of this, $1 million is earmarked for battle- field preservation and $400,000 to initiate interpretive and educational programs, provide grants to partnering organizations, and fund operations of the new Shenandoah Valley Battlefields Foundation - the successor to the Battlefields Commission. The Foundation has been charged by Congress to raise matching funds to its federal appropriation. First Priorities: Entrance Sign Project Preservation and interpretation of the Valley's battlefields and related Civil War sites are the Battlefields Foundation's top two priorities. (Funding for these will come from the federal appropriation.) However, it must also begin establish the identity of the Shenan- doah Valley as a destination for Civil War visitation, interpretation, and exploration. A Budget Request for the Shenandoah Valley Battlefields Page I of2 marketing program will be launched within the first few years to draw tourists to the Dis- trict's battlefields and the sites and extend their stay in the Valley. The Commission's economic consultants project that when a reasonable portion of the Civil War sites are open and marketed, they will draw approximately 520,000 tourists to the Valley. One of the initial tasks in establishing an identity for the National Historic District is the design of a logo for it and the new Foundation, and to erect entrance signs announcing the District and using this logo. In addition to the signs, the logo would be used on Vir- ginia Civil War Trails markers, brochures, maps, and other components of the marketing program. The TEA-21 grant would be used to design this logo, and then to fabricate and install signs using this logo at the major highway entrances into the District. The Foundation proposes to submit this proposal to VDOT for its 31 January 200 I round of grants.
