031-01 BOARD OF SUPERVISORS RESOLUTION FISCAL YEAR 2000-2001 BUDGET AMENDMENT WHEREAS, the Frederick County Board of Supervisors, meeting in regular session held on February 13,2001, took the following action: NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors that the FY 2000-2001 Budget be Amended to Reflect: Landfill Supplemental Appropriation in the Amount of $1,120,000 for Land Acquisition. Landfill Supplemental Appropriation in the Amount of $960,000 for the Construction of MSW - Phase II - Cell A. Landfill Supplemental Appropriation in the Amount of $260,000 for Real Estate Improvements. Landfill Supplemental Appropriation in the Amount of $260,000 for Professional Services. The Total Supplemental Appropriation is $2,600,000 and will be Appropriated from the Landfill Fund Balance. ADOPTED this 13th day of February, 2001. Upon motion made by Charles W. Supplemental Appropriation - Landfill Fund The Director of Public Works presented a request for supplemental appropriations to the current landfill budget. A summary of these supplemental requests is presented in the attached memorandum dated December 27, 2000. The following action was taken: Item A: Land Acquisition: A motion was made by W. Harrington Smith, Jr. and seconded by Tom Offutt to appropriate $1,120,000 from the landfill reserve account for the completion of the purchase of the Peter Paul Riley farm. The motion was unanimously approved by the committee. Item B.l: Construction of Municipal Solid Waste (MSW) Landfill- Phase II, Cell A: A motion was made by W. Harrington Smith, Jr. and seconded by George Ludwig to appropriate $960,000 from the landfill reserve accuunt to fund the construction of the MSW - Phase II, Cell A. The motion was unanimously approved. The funds will be placed in line item 12-4204-7900-00 - Improvements Other Than. Item B.2: Improvements to Riley Farm: A motion was made by George Ludwig and seconded by Jim Vickers to approve the appropriation of $260,000 for improvements to the Riley farm contingent upon the completion of the real estate transaction for the subject property. The motion was unanimously approved. Item C: ProCessional Services: A motion to approve an appropriation of $260,000 for professional services was made by Tom Offutt and seconded by George Ludwig. Of this amount, $60,000 was subject to the final real estate closure of the Riley property. The motion was unanimously approved 107 North Kent Street. Request for Environmental Inspector Position The Director of Public Works presented a request for a new position titled environmental inspector. (See attachment 2) A motion was made by W. Harrington Smith, Jr. and seconded by Tom Offutt to approve the request. The motion was unanimously approved. The request will be forwarded to the Personnel Committee for their review and action. 2. Closed Session A closed session was held to discuss legal and personnel issues. 3. FROM: SUBJECT: Request for Supplemental Appropriations - Frederick County Landfill DATE: December 27, 2000 We are requesting supplemental appropriations to complete various projects at the Frederick County Landfill in the current fiscal year. The following is a summary of the subject projects, the amount requested and the justifications: -:- A 12-4204-7700-00 - Land Acquisition Additional funding is requested to complete the purchase of the Peter Paul Riley farm in Clarke County as a clay borrow source for the landfill. The farm was purchased at an auction on December 2, 1999 for SI,230,000.00. We have paid the required deposit of 10%. Therefore, we are requesting a supplemental appropriation in the amount of $1,120,000.00 to complete the purchase of the property. B. 12-4204-7900-00 - Improvements Other Than 1. Construction of Municipal Solid Waste (M.S.W.) Landfill- Phase n, Cell A - Due to increased waste tonnage, we have commenced the development of the subject cell in conjunction with the Construction! Demolition Debris (C.D.D.) Landfill- Area L Phase II, Cell I development. We have commenced the rough grading portion of the project to take advantage of the lower winter season construction costs and the hauling of 40,000 tons of material for the leachate collection layer. Since we have combined the two cell development projects, additional funding is required so that liner construction can commence in April 2001. Therefore, we are requesting a supplemental appropriation of$960,000.00 (8 acre cell @ SI20,000.00/acre) for the development of the M.S.W. cell. The funds needed for the C.D.D. landfill cell have been requested in the proposed 2001-2002 budget. ~.. 2. Development of Peter Paul Riley farm - To obtain clay from the Riley farm, Frederick 107 North Kent Street . Winchester, Virginia 22601-5000 Public Works Committee Memorandum December 27, 2000 Page 2 County must perform site improvements on the farm to-comply with the Special Use Permit requirements imposed by Clarke County. The following'is summary of the subject requirements and the estimated cost: a. Plant tree buffer along portions of property - $70,000.00 (1,000 trees @S70.00/tree). b. Construct fence along portions of property - $30,000.00. c. Construct private haul road frpm clay borrow area to landfill property and stormwaterl BMP ponds. (mcludes Opequon Creek low water bridge, construction of 1200 feet of road, and three (3) ponds) - 5160,000.00. SUBTOTAL: 5260,000.00. We are requesting a supplemental appropriation in this line item of$I,220,000.00. C. 12-4204-3002-00 - Professional Services The following is a summary of the required projects where professional services will be required: 1. Design M.S.W. and C.D.D. cell, prepare construction documents and plans, provide engineering support during construction - $60,000.00. (See attached estimate). 2. Perform Q.A/Q.C. services, testing and inspections during construction ofM.S.W. and C.D.D. cells - $35,000.00. 3. Surveying services during construction of cells, boundary survey of Riley farm and aerial mapping services - $25,000.00. 4. Groundwater monitoring at landfill and development of wells at Riley farm- $35,000.00. 5. M.S.W. landfill major permit amendment - To complete the design of raising our top elevation of our landfill to expand our landfill life 15 - 20 years - $85,000.00. (See attached estimate). 6. Title V - air permit amendment and engineering support for methane gas shop heater installation - $20,000.00.
