018-01 2002-2003 SECONDARY ROAD IMPROVEMENT PLAN WHEREAS, the Transportation Committee and Frederick County planning staffreviewed the proposed 2002-2003 Secondary Road Improvement PIan for Frederick County; and, WHEREAS, the Transportation Committee recommended unanimous approval of this plan on October 2, 200 1; and, WHEREAS, the Frederick County Planning Commission held a public hearing and recommended unanimous approval of this plan at their regular meeting on November 7,2001; and, WHEREAS, the Frederick County Board of Supervisors had previously agreed to assist in the preparation of this plan in accordance with the Vuginia Department of Transportation policies and procedures and participated in a public hearing on the proposed plan, as well as the Construction Priority List on November 14, 2001, after duly advertised so that all citizens of the County had the opportunity to participate in said hearing and to make comments and recommendations concerning the proposed plan and priority list; and, WHEREAS, Mr. JerryCopp, Residency Engineer, VrrginiaDepartment ofTransportation, appeared before the Board and recommended approval of the Six- Year Plan for Secondary Roads (for 2002-2003 through 2007-2008) and the Construction Priority List for 2002-2003 for Frederick County. WHEREAS, the Frederick County Board of Supervisors considered and approved this plan on November 14, 2001; and. NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of Supervisors as follows: The 2002-2003 Secondary Road Improvement Plan appears to be in the best interest of the Secondary Roads System in Frederick County and of the citizens residing on the Secondary Roads System; said Six- Year Plan and Construction Priority List are hereby approved as presented at the public hearing, as amended. The Frederick County Secondary Road Improvement Plan is updated annually in the talI through a public hearing process involving reviews by the Transportation Committee, the Planning Commission and the Board of Supervisors. The adopted plan is submitted to the Vttginia Department of Transportation (VDOT) Edinburg Residency who in turn develop cost estimates and advertisement dates for road improvement projects within the County. Allocations for major road improvement projects, hard surface improvement projects and incidental construction projects are provided based on priority. The Frederick County Transportation Committee considered the draft update during their October 2,2001 meeting. No citizens addressed the committee during this meeting and a recommendation was forwarded to approve the draft 2002-2003 Secondary Road Improvement Plan as presented by staff. The Frederick County Planning Commission considered the draft update during their November 7,2001 meeting. No citizens addressed the commission during this meeting; however, Commissioner Unger advised staff that a citizen had requested that the segment of Cedar Creek Grade (Route 622) between Route 37 and Laurel Grove Road (Route 629) be moved up in priority on the Major Road Improvement section of the plan. The Planning Commission recommended unanimous approval of the draft 2002-2003 Secondary Road Improvement Plan as presented by staff. Please find attached a draft update for the 2002-2003 Frederick County Secondary Road Improvement Plan. A summary of the modifications from the previous Secondary Road Improvement Plan is also included for infonnation. Staff requests that the Board of Supervisors consider this plan for final resolution.
