BOARD OF SUPERVISORS
RAIL PRESERVATION APPLICATION
WINCHESTER & WESTERN RAILROAD
RESOLUTION
WHEREAS, the WINCHESTER & WESTERN RR desires to file an application with
the VIRGINIA DEPARTMENT OF RAIL AND PUBLIC TRANSPORTATION for safety
and improvement projects; and
and
WHEREAS, the identified improvement projects are estimated to cost $7,231,653.00;
WHEREAS, the 2002 General Assembly has approved funding for the acquisition, lease
or improvement of railways within the Rail Preservation Program budget; and
WHEREAS, the WINCHESTER & WESTERN RR is an important element of the
WINCHESTER/FREDERICK COUNTY transportation system; and
WHEREAS, the WINCHESTER & WESTERN RR is instrumental in the economic
development of the WINCHESTER/FREDERICK COUNTY area, and provides relief to the
highway system by transporting freight, and provides an alternate means of transporting
commodities; and
WHEREAS, FREDERICK COUNTY supports the project and the retention of rail
service; and
WHEREAS, the COMMONWEALTH TRANSPORTATION BOARD has
established procedures for all allocation and distribution of the funds approved by the 2002
General Assembly.
NOW, THEREFORE, BE IT RESOLVED that FREDERICK COUNTY does hereby
request the VIRGINIA DEPARTMENT OF RAIL AND PUBLIC TRANSPORTATION to
give priority consideration to the projects proposed by the WINCHESTER & WESTERN RR
totaling $7,231,653.00 in FREDERICK COUNTY and THE CITY OF WINCHESTER.
At a Regular Meeting of the Board of Supervisors for the County of Frederick, Virginia,
held on February 27, 2002, upon motion made by W. Harrington Smith, Jr. and seconded by
Sidney A. Reyes, the above resolution was approved by the following recorded vote:

Dear Mr. Bevon:
The purpose of this letter is to forward and respectfully request favorable consideration for our
application for financial assistance utilizing Rail Preservation Program funds, which are available for the
2003 fiscal year. The proposed scope of work is as set forth in the attached pages. This work continues
the program designed to upgrade the Winchester & Western Railroad Company Virginia Division to
Class I standards: therefore, the previous justification and evaluation documents remain in effect.
The W&W, which employs 17 people on the Virginia Division, handled more than 4090 carloads of
freight over our shortline in 200 1. We expect to maintain that rate in 2002, with an increase in printing
paper shipped via rail to compensate for the downturn in the general economy.
I hereby certify that the Winchester & Western Railroad Company (W&W) is a Common Carrier; that
the W&W provides continuous maintenance, and assumes liability for the tracks and facilities involved;
and that the W&W guarantees the right-of-way for the projects identified.
Resolutions of support, to be included in this application, are on the agenda of the Common Council of
the City of Winchester for their 12 February meeting and the agenda of the Board of Supervisors of
Frederick County for their February 27meeting. Approved resolutions will be forwarded to your office
promptly upon receipt from these local government bodies.
