037-02 BOARD OF SUPERVISORS RESOLUTION 2002 PRIMARY ROAD IMPROVEMENT PLAN WHEREAS, the Frederick County Planning Commission reviewed the proposed 2002 Primary Road Improvement Plan for Frederick County on March 6, 2002; and, WHEREAS, the Frederick County Planning Commission recommended unanimous approval ofthis plan at their regular meeting on March 6, 2002; and, WHEREAS, the Frederick County Board of Supervisors considered this plan during their regular meeting on March 13,2002; and, WHEREAS, the Frederick County Board of Supervisors support the priorities of the primary road improvement projects for programing by the Commonwealth Transportation Board and the Virginia Department of Transportation; NOW, THEREFORE, BE IT ORDAINED by the Frederick County Board of Supervisors as follows: The Frederick County Board of Supervisors hereby approves the 2002 Primary Road Improvement Plan for Frederick County, Virginia. Box 2751 Staunton, VA 24402-2751 Dear Ms. Welsh: The Frederick County Board of Supervisors, meeting in regular session on March 13,2002, denied, by a majority vote, the proposed 2002 Frederick County Primary Road Improvement Plan which was to be presented to the Commonwealth Transportation Board for funding priorities at the pre-allocation hearing on April 5, 2002. No Frederick County representative will be present at that hearing. In subsequent action, the board directed, by a majority vote, that the Route 37 project be removed from the Six Year Improvement Program. Wyatt, Planning Director 9u 2002 Primary Road Improvement Plan RE: DATE: March 7, 2002 "'."'.'. .hj", Please find attached the 2002 Frederick County Primary Road Improvement Plan for review and [mal resolution. The purpose of this plan is to advise the Commonwealth Transportation Board of the funding priorities for the Primary Road System in Frederick County. Frederick County representatives will be attending the 2002 Pre-allocation Hearing on April 5, 2002 to present this plan to the Secretary of Transportation, our Commonwealth Transportation Board representative, and other members of the State panel. The 2002 Frederick County Primary Road Improvement Plan maintains the same priorities that were recommended and adopted during the 2001 Primary Road Improvement Plan process. One minor modification has been made to the description for the first phase of Route 37 to include the northern segment located on the west side of Interstate 81 to connect with existing Route 37. This development of this segment would provide an immediate benefit to the community by allowing commercial and industrial traffic within the Stonewall Industrial Park and other immediate areas to directly access Route 37 without going through the Welltown Road (Route 661) and Martinsburg Pike (Route 11) intersection. Furthermore, this segment would provide for a logical detour to facilitate traffic flow during the Interstate 81 construction project. The Frederick County Planning Commission considered this plan during their meeting on march 6,2002. The commission felt that the priorities were appropriate and concurred with the staff proposal to incorporate the western segment of Route 37 into the description for the highest priority on the plan. The Planning Commission recommended unanimous approval of the plan with one commissioner abstaining. Staff requests the Board of Supervisor consideration of this plan for final resolution. Winchester, Virginia 22601-5000 2002 PRIMARY ROAD IMPROVEMENT PLAN for FREDERICK COUNTY Adopted on by the Frederick County Board of Supervisors Presented to the Commonwealth Transportation Board on April 5, 2002 PREFACE The 2002 Primary Road Improvement Plan for Frederick County, Virginia continues to focus on the right-of-way acquisition and construction of the Route 37 Eastern Bypass and improvements to existing major and minor arterial systems within the county's Urban Development Area. The improvements recommended in this plan remain consistent with the Winchester Area Transportation Study (WATS) and the Interstate 81 Improvement Study and are intended to manage the traffic demands in Frederick County and the City of Winchester into the foreseeable future. These projects are listed in order of priority and will continue to appear on subsequent plans until funding has been secured for their completion. 2002 PRIMARY ROAD IMPROVEMENT PLAN 1) Route 37 Eastern Bypass (Alternative C) A) Initiate final engineering and design, acquire right-of-way, and establish a construction phase schedule for the southern segment from Interstate 81 to Route 522 South and the northern segment from Interstate 81 to Route 37. Footnote: It is intended that the first phase of Route 277 as identified under item #2 be programmed for construction following the completion of Route 37 - Phase 1. This project is identified as IB on the 2002 Primary Road Improvement Plan Map. C) Initiate final engineering and design, acquire right-of-way, and establish a construction phase schedule for the preferred alternative between Route 522 South and Interstate 81 to the north of Exit 317. 2) Route 277 (East of Stephens City) From: To: 1-81/277/647 Intersection (East of Stephens City) Route 340/522 South Intersection (East of Double Toll Gate) Phase I: From the 1-81/277 Interchange to Route 636 (As indicated under footnotefor project IB) Phase II: From Route 636 to Route 340/522 A) County staff to work with site developers to acquire dedicated right-of-way and achieve grading, drainage, and construction improvernents in conjunction with development projects which occur along the corridor until such time that funding is available for construction. B) Establish a construction schedule for the phased improvement of Route 277. C) Program funding for the completion of right-of-way acquisition and construction of each phase as described above. .~-.- 3) Route 11 (North and South of Winchester) A. Establish an Urban Four Lane System from the southern limits of the City of Winchester to the intersection of Route 37. B. Establish an Urban Four Lane System from the northern limits of the City of Winchester to the intersection of Route 761. 4) 1-81 (East of Winchester) From: To: West Virginia line Warren County line Provide additional travel lanes on the main line, collector-distributor lanes adjacent to the main line, modifications to existing interchange areas, and develop new interchange areas and bridge crossings of the main line as recommended by the Interstate 81 Study and the Winchester Area Transportation Study (W ATS). A) Priority One - Route 669 Bridge Reconstruction B) Priority Two - Route 277, Exit 307, to Route 37 North C) Priority Three - Remainder ofI-81 in Frederick County 5) Route 50/17 - Spot Safety Improvement Program funds to initiate engineering and design, right-of-way acquisition, and construction involving the relocation of the existing entrance to Carper's Valley Golf Club to align with the major collectorroad entering the Ravens Subdivision; to construct anew crossover at this intersection location with turn lanes on Route 50/17; and to eliminate the existing crossover serving Carper's Valley Golf Club. This spot safety improvement will ensure conformance with the Winchester Area Transportation Study (W A TS) and the Frederick County Comprehensive Policy Plan's Eastern Road Plan. 6) Commuter Park and Ride Lots Establish a new park and ride facility along the Berryville Pike (Route 7) corridor.
