BOARD OF SUPERVISORS
RESOLUTION
WHEREAS, Frederick County was successful in receiving a National Park Service
American Battlefield Protection Program Grant to assist with the acquisition of the Grim property
in the amount of $420,000; and
WHEREAS, no local funds are needed;
NOW, THEREFORE, BE IT RESOLVED, that the Frederick County Board of
Supervisors does hereby approve a general fund supplemental appropriation in the amount of
$420,000 to be dispersed to the Kernstown Battlefield Association following the receipt of funds
from the National Park Service.

The board recently agreed to act as the fiscal agent/applicant for a NPS, American Battlefield
Protection Program (ABPP) grant on behalf of the Kemstown Battlefield Association (KBA) to help
secure portions of the Kemstown battlefield property. The county applied for and received an ABPP
grant in the amount of $420,000 to assist with payment on the Grim property.
ABPP grants require a two-thirds non federal match. The KBA grant requires a non federal match
which has already been accounted for through other sources and, therefore, no county money is
required.
Attached is a resolution for the board's consideration which authorizes a general fund supplemental
appropriation in the amount of $420,000 for the KBA grant. These funds would be dispersed upon
their receipt from the NPS.
Again, no local money is required.
