A Joint Summit of the Frederick County Board of Supervisors and the Winchester City
Council was held on Thursday, March 25, 2004, at 5:30 P.M., in the Board of Supervisors' Meeting
Room, County Administration Building, 107 North Kent Street, Winchester, Virginia.
PRESENT
Chairman Richard C. Shickle; Vice Chairman Barbara E. Van Osten; Gary W. Dove; W.
Harrington Smith, Jr.; and Lynda J. Tyler.
ABSENT
Bill M. Ewing and Gina A. Forrester.
Chairman Shickle welcomed everyone and stated that the purpose ofthis summit was to get
to know one another and to discuss topics of mutual interest andjoint projects between the City and
the County.
City Council President Charley Gaynor stated that it was good for the City and the County
to get together and "we are making drastic progress". He distributed copies of an editorial by
Delegate Athey concerning the State Budget Impasse. Council President Gaynor recounted his
conversation with Delegate Athey. He then reviewed state revenue figures for the City of
Winchester. He stated that the actual increase in state revenue is 6.63% and not the 11.48%
mentioned by the local delegates.
Chairman Shickle stated that it was disturbing that the picture laid out by the State is not
what local government is seeing and that the citizens need to be informed about these issues. He
concluded by saying that he wished the State would get its act together and balance the budget.
Dr. William C. Dean, Superintendent of Frederick County Public Schools, reviewed the FY
2005 House budget figures, which provided an increase of $1.73 million in new dollars. He stated
that the schools were happy with the Senate's proposed budget because it provided $5.6 million in
new dollars.
Dennis Kellison, Superintendent of Winchester Public Schools, reviewed House and Senate
Budget figures for FY 2005 for Winchester City Schools. He advised that the Senate version would
provide an increase of $1.5 million for Winchester Schools.
Chairman Shickle stated that he believed that the House has no interest in the plight of
localities, but the Senate has interest although he does not agree with their revenue methods. He
went on to say that the prevalent thought in Richmond was that there is not a lot of confidence in

local fiscal responsibility.
Following the conclusion ofthe state budget discussions, the group heard a presentation from
Patrick Barker, Economic Development Commission Director, concerning the EDC branding name.
Director Barker gave a brief introduction and background of the Economic Development
Commission and the branding/marketing strategy.
The proposed branding strategy for the Winchester-Frederick County EDC is "Your move.
Our commitment."
Director Barker advised that a target audience would be developed once the branding is
adopted.
Following the presentation and prior to adjournment, Chairman Shickle and Council
President Gaynor distributed questionnaires to the Board and Council members to be completed and
returned to them. The answers could be used to develop topics for future joint meetings.
The summit adjourned at 7:20 P.M.
