A Special Meeting of the Frederick County Board of Supervisors was held
:)n August 2, 1982, at 6:00 P.M., in the Board of Supervisors' Meeting Room,
Court Square, Winchester, Virginia.
PRESENT S. Roger Koontz, Chairman; Will L. Owings, Vice- Chairman;
Nilliam H. Baker; Rhoda W. Maddox and David L. Smith. Mr. Stiles arrived at
i:55 P.M. while the Board was in Executive Session.
CALL TO ORDER
The Chairman called the meeting to order and asked that everyone
observe a moment of silence.
COUNTY ADMINISTRATOR'S OFFICE
Board of Supervisors to meet with City of Winchester and
Frederick- Winchester Service Authority on August 24, 1982
The Board had received a request from the Frederick - Winchester Service
Authority for a joint meeting with the City of Winchester on August 24,
1982, at 7:00 P.M. The purpose of the meeting will be for an up to date
report on the Optimization Study.
The Board concurred with the request of the Frederick - Winchester
Service Authority.
FINANCE DEPARTMENT
Mr. Boyd, Finance Director, requested the following appropriation
transfers and they were approved by the Board as follows:
Upon motion made by William H. Baker, seconded by David L. Smith and
gassed unanimously, to transfer $1,500.00 from 2118 - 7001 -00 (Work Release -
:1achinery and Equipment) to 2118 - 7002 -00 (Work Release - Furniture and
Fixtures) . This transfer is necessary to correct coding error during budget
preparation.
Upon motion made by William H. Baker, seconded by David L. Smith and
Dassed unanimously, to transfer $8.00 from 3102 - 5413 -00 (Law Enforcement and
Traffic Control - Other Operating Supplies) to 3102 - 7008 -00 (Law Enforcement
and Traffic Control - Capital Leases). Insufficient funds were requested
in budget request due to a miscalculation.
Upon motion made by William H. Baker, seconded by David L. Smith and
passed unanimously, to transfer $219.88 from 9301- 5899 -00 (Capital Transfers
- Contingency) to 3301 - 7002 -00 (Correction and Detention - Furniture and
Fixtures).
PLANNING AND DEVELOPMENT

John Horne discussed with the Board the possibilities of using a
"County Logo" that had been drafted by his department and reviewed by the
various Department Heads. This logo would be used on department stationery
and by the Parks and Recreation Department on their uniforms.
Discussion followed as to whether or not an official County Seal had
ever been adopted by the Board. Some of the Board felt if the County had a
seal that this should be used rather than the County logo.
The Board will take this under advisement.
BOARD RETIRES IN TO EXECUTIVE SESSION
Upon motion made by William H. Baker, seconded by Will L. Owings and
passed unanimously, the Board retired into Executive Session in accordance
with Section 2.1 -344 (4) and (6) to discuss the acquisition of an industrial
site.
BOARD WITHDRAWS FROM EXECUTIVE SESSION
Upon motion made by Rhoda W. Maddox, seconded by David L. Smith and
passed unanimously, the Board withdrew from Executive Session.
BOARD RECONVENES INTO REGULAR SESSION
Upon motion made by Rhoda W. Maddox, seconded by David L. Smith and
passed unanimously, the Board reconvened into Regular Session.
GATES AT CLEARBROOK PARK DUMPSTER SITE WILL BE CLOSED IN
THE EVENING WHEN THE PARK IS CLOSED
Mr. Stiles stated that the condition of the dumpster site at Clearbrook
Park had gotten completely out of hand and that corrective measures needed
to be taken.
The Board discussed with Mr. Cheely the status of the bids for the
fencing at the dumpster site.
Mr. Cheely stated that it was his understanding that Mr. Harriman was
in charge of securing these bids.
Upon motion made by Kenneth Y. Stiles, seconded by William H. Baker and
passed unanimously, that the gates of the dumpster site at Clearbrook Park
will be closed after the last ball game during ball season and after the
last event during the remainder of the year. Mr. Carter, who looks after
the dumpster site, will see that the gates are closed.
UPON MOTION DULY MADE, SECONDED AND PASSED UNANIMOUSLY,
IT IS ORDERED THAT THE BOARD OF SUPERVISORS DO NOW ADJOURN.
