An Adjourned Meeting of the Frederick County Board of
Supervisors was held on May 5, 1981, at 7:00 P.M., in the Board
of Supervisors' Meeting Room, 9 Court Square, Winchester,
Virginia.
PRESENT: S. Roger Koontz, Chairman; Will L. Owings, Vice-
Chairman; William H. Baker; Rhoda W. Maddox; R. Thomas Malcolm
and Kenneth Y. Stiles.
CALL TO ORDER
The Chairman called the meeting to order and stated that
the meeting had been called for the purpose of discussing the
budget for FY81 -82.
The Recreational proposals for capital projects were
reviewed. It was decided that the fencing at the parks would be
reduced by $31,240 and it was requested that the ball fields
that needed repair would be listed according to priority.
The Board requested that an organizational chart be drawn
up for the recreation department.
The Board felt that travel in the Parks and Recreation
budget should be cut to $2,500.
It was decided that $1,014 was to be added to the
Washington Ear and that $4,200 restored to the Chapter 10 Board
under "County Donations ".
REVIEW OF SCHOOL BUDGET
The School budget is reduced by $750,000.
$42,546.80 is an additional cost for the recent increase in
Blue Cross /Blue Shield rates. The salaries are to be figured at
10 %.
Mr. Stiles inquired as to how much was unspent in gas and
oil money and if the figure was available on the total gallons
used.
It was stated that current consumption is about on schedule
and that $198,240 was spent in FY80.
Mr. Stiles stated that there had been an increase of 30
teachers since 1979 with a decrease in enrollment of 300
pupils.

It was stated that the total local increase for a five year
period had been 112% and that the enrollment had dropped by 500
with the cost per student doubling.
Mr. Stiles proposed reducing the school budget by $250,000
and leaving the salaries at the 10% level.
Mr. Baker stated that he would like to see the budget
reduced but didn't know how feasible this would be. He further
stated that he would like to see a list of all carry forward
funds as to which line items they were coming to and to which
line items they were being transferred.
BOARD RETIRES INTO EXECUTIVE SESSION
Upon motion made by Kenneth Y. Stiles, seconded by William
H. Baker and passed unanimously, the Board retired into
Executive Session in accordance with Section 2.1 -344, Subsection
(a)(1) to discuss personnel.
BOARD WITHDRAWS FROM EXECUTIVE SESSION
Upon motion made by Rhoda W. Maddox, seconded by Kenneth Y.
Stiles and passed unanimously, the Board withdrew from Executive
Session.
BOARD RECONVENES INTO REGULAR SESSION
Upon motion made by R. Thomas Malcolm, seconded by Kenneth
Y. Stiles and passed unanimously, the Board reconvened into
Regular Session.
ROBERT B. HARRIMAN HIRED AS PUBLIC WORKS DIRECTOR -
APPROVED
Upon motion made by William H. Baker and seconded by
Kenneth Y. Stiles,
BE IT RESOLVED, That the Board of Supervisors of the County
of Frederick, Virginia, does herein approve the hiring of Robert
B. Harriman as Public Works Director, at the current authorized
salary for this position.
The above resolution was passed by the following recorded
vote: Aye - S. Roger Koontz, Will L. Owings, William H. Baker,
Rhoda W. Maddox, R. Thomas Malcolm and Kenneth Y. Stiles.
