on June 27, 1984, at 7:15 P.M., in the Board of Supervisors' Meeting Room, 9
Court Square, Winchester, Virginia.
PRESENT Kenneth Y. Stiles, Chairman; Will L. Owings, Vice - Chairman;
Robert M. Rhodes; Rhoda W. Maddox; David L. Smith and C. William Orndoff,
Jr.
CALL TO ORDER
The Chairman called the meeting to order.
INVOCATION
The invocation was delivered by the Reverend James A. Messner of the
Relief -Rites United Methodist Church.
ADOPTION OF AGENDA
Mrs. Maddox stated that she had an announcement concerning the Fourth
of July Celebration under "County Officials ".
Mr. Stiles stated that he had a number of announcements.
Mr. Riley stated that he had an item under "Old Business" with
reference to twice a year tax collection. He further stated that there was
a Public Works Committee Report that would be discussed after "Old
Business ".
APPROVAL OF MINUTES
The minutes of the Regular Meetings of May 9 and May 23, 1984 and the
Special Meeting of May 29, 1984 were approved as submitted,
CHARLES R. HOTT REAPPOINTED TO THE SCHOOL BOARD FROM
STONEWALL D ISTRICT - APPROVED
Upon motion made by C. William Orndoff, Jr., seconded by Robert M.
Rhodes and passed unanimously, Mr. Charles R. Hott from Stonewall District,
was reappointed to the School Board for a four year term, said term to
commence on July 1, 1984 and terminate on June 30, 1988.
Mr. Stiles thanked Mr. Hott for all that he had done while serving on
the School Board and stated that he felt it had been with his help that
there is better cooperation between the two Boards and that he had been a
real assest to the School Board.
Mr. Hott appeared before the Board and stated that he appreciated the
confidence that the Board and the citizens of Stonewall District had
entrusted in him and that he felt the two Boards were headed in the right
direction as far as having a better working relationship between them.
ROBERT F. GAINES, JR. APPOINTED TO THE SCHOOL BOARD
FROM BACK CREEK DISTRICT - APPROVED
Upon motion made by Robert M. Rhodes, seconded by C. William Orndoff,
Jr. and passed unanimously, Mr. Robert F. Gaines, Jr., from Back Creek
District, was appointed to the School Board for a four year term, said term
to commence on July 1, 1984 and terminate on June 30, 1988.
Mr. Stiles welcomed Mr. Gaines to the School Board and stated that the
Board of Supervisors looked forward to working with him during his tenure on
the School Board.
Mr. Gaines stated that he wanted to thank everyone for their vote of
confidence and that he would work toward the continued cooperation between
both of the Boards.
ROBERT M. RHODES AND COL. LYNN MYERS APPOINTED TO THE
DIVISION OF COURT SERVICES ADMINISTRATIVE BOARD - APPROVED
Upon motion made by Will L. Owings, seconded by C. William Orndoff, Jr.
and passed unanimously, Mr. Robert M. Rhodes was appointed as the Board
Member to serve on the newly created Court Services Administrative Board.
Upon motion made by Robert M. Rhodes, seconded by Will L. Owings and
passed unanimously, Col. Lynn Myers was appointed as a citizen member on the
newly created Court Services Administrative Board.
The two appointments will serve a one year term commencing July 1,
1984.
Mrs. Maddox stated that there were other County representatives that
had served on this Board prior to the creation on this new Board and she
felt they had contributed a lot of their time and efforts on behalf of the
County.
APPOINTMENT TO LORD FAIRFAX COMMUNITY COLLEGE BOARD TABLED
UNTIL NEXT BOARD MEETIN
Upon motion made by Will L. Owings, seconded by C. William Orndoff, Jr.
and passed unanimously, that the appointment of a County citizen to the Lord
Fairfax Community College Board be tabled until the next Board Meeting.
APPOINTMENT TO COMMUNITY CORRECTIONS RESOURCES BOARD -
TABLED
Upon motion made by David L. Smith, seconded by Will L. Owings and
passed unanimously, that the appointment to the Community Corrections
Resources Board be tabled until the next Board Meeting.
(It was noted that this was placed on the Agenda in error and the term
does not expire until 1985.)
RESOLUTIONS IN HONOR OF JAMES WOOD HIGH SCHOOL STUDENTS
AND THE FFA CHAPTER - APPROVED
Upon motion made by C. William Orndoff, Jr., seconded by Will L. Owings
and passed unanimously, the following resolutions were approved:
RESOLUTION IN HONOR OF JAMES WOOD HIGH SCHOOL FFA CHAPTER
WHEREAS, the James Wood High School FFA Chapter attended
the Future Farmers of America State Convention held in Blacksburg, Virginia
in June, 1984; and
WHEREAS, the Chapter was awarded the Top Virginia Chapter,
the Top Community Service Chapter and the Top Chapter in Safety; and
WHEREAS, this achievement has been the result of training
and hard work and has brought honor and credit to the Chapter, the School
and the community.
NOW, THEREFORE BE IT RESOLVED, that the Frederick
County Board of Supervisors does hereby express its congratulations to the
James Wood High School FFA Chapter for their outstanding achievement.

WHEREAS, Kurt Roinestad is a member of the James Wood High
School FFA Chapter; and

RESOLUTION IN HONOR OF STEVE BLACK
WHEREAS, Steve Black is a member of the James Wood High
School FFA Chapter; and
WHEREAS, he did attend the FFA State Convention held in
Blacksburg, Virginia in June, 1984 where he was the State Winner in
Agriculture Electrification Proficiency Award; and
WHEREAS, this achievement has been the result of training

Board of Supervisors
Mr. Stiles thanked the members of the FFA Chapter for their long record
of being the best within the State and for the efforts of their advisors and
the administration of the School.
JOINT CELEBRATION - CITY AND COUNTY - JULY 3RD AND 4TH
Mrs. Maddox stated that Tom Baldridge had put together, with the
assistance of other Officials, a joint celebration between the City and
County to be staged on the Mall and Courthouse lawn in celebration of
Independence Day on July 3rd and 4th.
FREDERICK COUNTY QUALIFIES AS A REDEVELOPMENT AREA UNDER
Mr. Stiles announced that Frederick County had been notified by the
Department of Commerce that the County currently qualifies as a redevelop-
ment area under Section 401 (A) (8) of the Public Works and Economic Develop-
ment Act of 1965, as amended. He further stated that this was being
referred to the proper agencies for further consideration.
THREE COUNTY DEPARTMENTS RECEIVES NACo ACHIEVEMENT AWARDS
Mr. Stiles stated that the County had been notified that the following
Departments had received Achievement Awards from NACo:
Planning and Development - Comprehensive Plans and Residential
Performance District
Information Services - In -House Computer Conversion Program, General
District Court On -Line Program
Parks and Recreation - Vehicle Maintenance Program
APPOINTMENT TO EMERGENCY MEDICAL SERVICES COUNCIL
DISCUSSED
Mr. Stiles stated that correspondence had been received from Mike
Butler, with the EMS Council, stating that Mrs. Janet Carbaugh's term
expired in
July and
that she had agreed
to serve another term. Mr. Stiles
requested
that Mr.
Riley check into how
this appointment is made and request
that the Board
be contacted first, rather
than the citizen, in order that
the Board
might be
the one to make this
appointment selection.

Mr. Riley stated that Mr. Cheely, Parks and Recreation Director, had
recently been elected as President Elect of the Virginia Recreation and
Parks Society.

PROCEDURES FOR FUTURE TWICE A YEAR TAX COLLECTION -

Collection, which have been reviewed and approved by the Treasurer, Dorothy
Keckley; Commissioner of Revenue, Esten Rudolph; Commonwealth's Attorney,
Lawrence Ambrogi; and County Administrator, John Riley, were approved as
presented, a copy of which is on file in the County Administrator's Office.
Mr. Stiles stated that this does need everyone's cooperation in order
for these procedures to work as outlined.
REPORT FROM COUNTY TREASURER, DOR
COLLECTION OF BAD CHECKS

Mrs. Keckley appeared before the Board and presented the following
report:
Balance as of April 30, 1984 ............................. $11,884.80
Additional checks returned NSF during May & June, 1984... 646.53
Checks redeposited during May & June ..................... 3,548.23
Checks which had taxes recharged during May & June....... 3,234.35
BALANCE OUTSTANDING 5,748.75
I request that the outstanding balance of $5,748.75 be charged off and
absorbed by the General Fund per auditor's request.
This balance includes checks for decals; dog tags; checks dated beyond
the statute of limitations no longer allowing us to recharge the taxes;
checks whose letters have been returned because the writer can no longer be
located; a good portion of these checks are under $50.00.
In my opinion, further pursuit in collecting or attempting to collect
these checks would be a waste of time and money.

After discussion by the Board this list was referred to the Finance
Committee for their review and recommendation.
PUBLIC WORKS COMMITTEE REPORT
Mr. C. William Orndoff, Jr., Chairman of the Public Works Committee,
presented the following report:
The Public Works Committee met on June 19 and 26, 1984, at 11:30 A.M.
All members were present. Also present were John Riley, John Horne, Paul
Rhinehart and Bob Harriman. The subject of both meetings was the problem of
used tire disposal in Frederick County, Clarke County and Winchester.
The options ranged from the County Landfill purchasing a chipper to
leaving the disposal of tires to free enterprise. Discussion of the various
options were wide and encompassed many variables. It was decided that the
best option would be to continue the present mode of operation, that is
continue to refuse tires at the Landfill.
Telephone conversations with the Division of Solid Waste Management
indicates that covering shredded tires requires a cover thickness of 2 -3
feet rather than the 6 -8 inches necessary for normal refuse.
Mr. Rhinhart indicated that the fire has been reduced to a "garden
size" area and should be out totally in a week. Within 6 to 8 weeks after
the fire is out, Mr. Rhinehart indicated that he might be ready to test his
furnace.
There was no action taken.
RESOLUTION OF APPRECIATION TO BARBARA BLACK - APPROVED
Upon motion made by C. William Orndoff, Jr., seconded by David L. Smith
and passed unanimously, the following resolution was approved:
WHEREAS, Barbara Black served as a member of the
Frederick County School Board from September 24, 1980 until June 30, 1984,
and
WHEREAS, she did faithfully serve the citizens of Frederick
County with dignity and dedication, and
WHEREAS, she possessed the highest devotion to duty as a
member of this Board and was respected and relied upon by her fellow Board
members, and
WHEREAS, the Board of Supervisors wishes to express its
appreciation to Barbara Black for her years of conscientious service to the
citizens of Frederick County as a member of the School Board.
NOW, THEREFORE BE IT RESOLVED, that the Board of
Supervisors of Frederick County does hereby express its appreciation to
Barbara Black.
BE IT FURTHER RESOLVED, that a true copy of this
resolution be presented to Mrs. Black.

WHEREAS, Richard G. Hardison served as a member of the

Frederick County Social Services Board from February 11, 1981 until May 23,
1984, and
WHEREAS, he possessed the highest devotion to duty as a
member of this Board and was respected and relied upon by his fellow Board
members, and
WHEREAS, the Board of Supervisors wishes to express its
appreciation to Richard Hardison for his years of service to the citizens of
Frederick County as a member of the Social Services Board.
NOW, THEREFORE BE IT RESOLVED, that the Board of
Supervisors of Frederick County does hereby express its appreciation to
Richard Hardison.
