A Special Meeting of the Frederick County Board of Supervisors was held
on February 15, 1984, at 7:15 P.M., in the Board of Supervisors' Meeting
Room, 9 Court Square, Winchester, Virginia for a budget worksession.
PRESENT Kenneth Y. Stiles, Chairman; Will L. Owings, Vice- Chairman;
Robert M. Rhodes; Rhoda W. Maddox and C. William Orndoff, Jr. David L.
Smith was absent.
CALL TO ORDER
The Chairman called the meeting to order.
DISCUSSION OF LORD FAIRFAX PLANNING DISTRICT WINTERIZATION
PROGRAM
The Lord Fairfax Planning Disrict Winterization Program had made a
request of the Board for a donation of $400 in this year's budget.
Following discussion by the Board it was their consenus that this item
be funded at the present level which is $400.
DISCUSSION OF SHERIFF'S DEPARTMENT BUDGET
The Board discussed the request of the Sheriffs Department and it was
their concensus that they would support the action of the Finance Department
and their recommendations concerning this budget. The Board further
authorized the updating of a Data Entry Clerk within the Sheriffs Depart-
ment, and further authorized the funding for seven new road cars and one
four -wheel drive vehicle.
DATA PROCESSING
The Board discussed the overall budget of the Data Processing Depart-
ment with Director, Mrs. Helen Locke, and was in agreement with the budget
as it was presented.
INSPECTIONS DEPARTMENT
The Board discussed the line item dealing with travel and felt that
this could be reduced by $900.
ANIMAL CONTROL
The Board discussed the line items dealing with gasoline and travel and
felt that $2,500 could be reduced from this line item and that $200 could be
deducted from the travel line item.
HEALTH DEPARTMENT
The Board discussed this budget and felt that $8,000 could be reduced
from the entire budget.
SCHOOL BOARD BUDGET

Upon motion made by Will L. Owings, seconded by Robert M. Rhodes and
passed unanimously, the Board authorized $450,000 in new monies to the
School Board provided that Middletown School is left open, and in the event
that Middletown School is closed, this amount would be reduced to $350,000.
Upon motion made by Will L. Owings, seconded by Robert M. Rhodes and
passed unanimously, a 7% overall salary increase was authorized for County
employees within the Merit System.
Mr. Riley will contact Dr. Walker concerning the School Budget.
