A Special Meeting of the Frederick County Board of Supervisors and the
Winchester City Council was held on February 16, 1983, at 3:00 P.M., in the
Board of Supervisors' Meeting Room, 9 Court Square, Winchester, VA 22601
PRESENT: S. Roger Koontz, Chairman; Will L. Owings, Vice - Chairman;
David L. Smith and Kenneth Y. Stiles. Absent: William H. Baker and Rhoda
W. Maddox.
City Council: Betty B. Burkholder; Richard D. Kern; Elizabeth A.
Elinor; William M. Mote; John S. Scully, IV; Donald E. Smallwood; Dr. H.
George White; James R. Wilkins, Jr.; Jacob L. Johnson; Wendell Seldon, City
Manager and Jim Shipp, Assistant City Manger. Absent: Charles E1.
Zuckerman; H. Delmar Robinson, Jr. and William Shendow.
Mr. Koontz asked that everyone observe a moment of silence.
Mr. Koontz stated that this meeting had been called in order that
County and City Officials might be given a debriefing on the events that had
taken place in the County and City during the time period of February 11 -16,
1983, when the area was paralyzed by a snow storm at which time it was
decided to put Emergency Services into action to give assistance to citizens
in both localities.
Mr. P.1ote asked Mr. Seldon to enlighten those present concerning the
events during this time period.
Mr. Seldon gave a brief outline of how the Emergency Services was used
during this time.
E1r. Etote asked Dr. White to read the following resolution:
WHEREAS, The Frederick County Board of Supervisors and the
Winchester City Council does hereby find:
1. That due to extreme weather conditions and heavy (25" -30 ") snow
fall; and
2. That due to the snow fall, roads have become impassible restricting
the mobility of public safety (Police, Fire and Rescue) units, causing a
condition of extreme peril of life and property necessitating the proclama-
tion of the existence of an emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that an emergency
now exists throughout said County and City; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the
existence of said emergency the powers, functions and duties of the
Directors of Emergency Services and the Emergency Services Organizations of
the County of Frederick and the City of Winchester shall be those prescribed
by State law and the ordinances, resolutions and approved plans of the
County of Frederick and City of Winchester in order to mitigate the effects
of said emergency.

Upon motion made by Dr. H. George White, seconded by Mr. Richard D.
Kern and passed unanimously by City Council, the above resolution was
approved.
Upon motion made by Will L. Owings, seconded by David L. Smith and
passed unanimously by the Board of Supervisors, the above resolution was
approved.
Mr. Mote asked that the representatives of the various agencies and
organizations involved in this operation to give those present a brief
report on their activities during this emergency operation.
Upon motion made by William M. Mote, seconded by S. Roger Koontz and
passed unanimously by members of the City Council and the Board of
Supervisors, the following resolution was approved:
Winchester City Council and Frederick County Board of Supervisors
express their sincere appreciation and thanks to the numerous employees,
volunteers and citizens who assisted from Friday, February 11th through
Tuesday, February 15, 1983 throughout the emergency caused by heavy
(28 " -30 snowfall.
Some organizations are always inadvertently omitted, but the following
are recognized for their service above and beyond the call of duty.

Frederick County Sheriff's Office
Virginia State Police
Virginia National Guard
Public Works Departments
Utilities Departments
Winchester and Middletown Rescue Squads
Winchester Memorial Hospital

To any and all not specifically listed, and there are many, we convey a
sincere and heartfelt "Thanks ".
An emergency such as that of the last five (5) days has a tendency to
bring staff, communities and citizens closer together. This "Community
Spirit" was apparent when the State, four (4) adjoining communities and the
public and private sector combined efforts to struggle through a difficult
period.
In the words of a national television broadcast - "Even though May is
three (3) months away, the "Apple Blossom Spirit" prevailed ".
UPON MOTION DULY MADE, SECONDED AND PASSED UNANIMOUSLY,
IT IS ORDERED THAT THE FREDERICK COUNTY BOARD OF SUPERVISORS
AND THE WINCHESTER CITY COUNCIL DO NOW ADJOURN.
