A Worksession of the Frederick County Board of Supervisors was held on May 20, 2003 at
12:00 noon, in the Board of Supervisors' Meeting Room, County Administration Building, 107
North Kent Street, Winchester, Virginia.
PRESENT
Chairman Richard C. Shickle; Vice Chairman W. Harrington Smith, Jr.; Robert M. Sager;
Margaret B. Douglas; Sidney A. Reyes; Gina A. Forrester; and Lynda J. Tyler.
ST AFF
County Administrator John R. Riley, Jr.; Assistant County Administrator Kris Tierney;
Deputy Clerk Carol T. Bayliss; County Attorney Larry Ambrogi.
CALL TO ORDER
Chairman Shickle called the worksession to order.
Administrator Riley advised the suggestion ofthe Board of Supervisors implementing Rules
of Procedure/By Laws was discussed last year at the Board Retreat. He further advised, based on
what was discussed at that time, along with information received since that time from various Board
Members, he has assembled a packet containing this information which has been presented to the
Board Members for their review and comments.
Administrator Riley and Chairman Shickle started with item number I and proceeded through
the information packet receiving comments as well as suggestions for some changes.
Chairman Shickle asked Board Members if they were in agreement to have this revised
information presented to them in draft form at the next Board Meeting on May 28?
Board Members were in agreement with this.
