A Budget Worksession of the Frederick County Board of Supervisors was
held with the Finance Committee on February 10, 1986, at 7:00 A.M., in the
Frederick County Courthouse Conference Room, Winchester, Virginia.
PRESENT Kenneth Y. Stiles, Chairman; Will L. Owings, Vice - Chairman;
Robert M. Rhodes; Rhoda W. Maddox; Thomas B. Throckmorton and C. William
Orndoff, Jr. Finance Committee Members Richard Shickle and Carl Fryling
were present.
CALL TO ORDER
The Chairman called the meeting to order and asked that everyone
observe a moment of silence.
SCHOOL BOARD
Mr. Stiles advised the School Board that present level was requested
and the directive was not followed.
A very lengthy discussion followed which debated what was required by
the State and the locality to fund 10% increases in teachers raises. The
County's position was $58,000 in local money and the School Board's position
was $418,000 to fund the State mandate.
The School Board was requested to go back and prepare their Budget at
present level.
PARKS AND RECREATION
The Board met with Parks and Recreation. Mr. Cheely was present.
Motion was made by Thomas B. Throckmorton and Robert M. Rhodes to fund
at $675,000 net operating budget.
The above motion was denied.
Upon motion made by Thomas B. Throckmorton, seconded by Robert M.
Rhodes and passed unanimously, to fund Parks and Recreation at $650,000 by
cutting $63,200 in Capital and the remaining in Other Operating. To keep
the Sherando Festival and to charge for the festival, to keep the Bluemont
Concert Series. Recover administrative cost on programs operated to remain
totally fee sustaining.
The County Administrator was directed to:
1. Find appraised value of Fruit Research Lab.
2. Request meeting with property owners for sewer to the Airport.
3. Direct School Board to prepare another Capital needs study.
UPON MOTION DULY MADE, SECONDED AND PASSED UNANIMOUSLY,
IT WAS ORDERED THAT THE BOARD OF SUPERVISORS ADJOURN.
