A Special Meeting of the Frederick County Board of Supervisors was held
on July 21, 1986, at 8:30 A.M., in the Board of Supervisor's Meeting Room,
Frederick County Courthouse, Winchester, Virginia.
PRESENT Kenneth Y. Stiles, Chairman; Will L. Owings, Vice - Chairman;
Robert M. Rhodes; Rhoda W. Maddox; Thomas B. Throckmorton and C. William
Orndoff, Jr.
CALL TO ORDER
Mr. Owings called the meeting to order.

RESOLUTION
Dr. DeOms stated that the livestock and crops were the hardest hit thus
far and at the present time the fruit industry seemed to be okay. He
further stated that the Governor had requested that all drought requests be
presented together, thus the need for this special meeting. Dr. DeOms
further stated that a report from this area to the State had been sent by
the ASCS Office.
Upon motion made by Thomas B. Throckmorton, seconded by Robert M.
Rhodes,
WHEREAS, Frederick County has suffered from severe
drought, and
WHEREAS, this condition in this agricultural area has
caused major damage to corn, hay, pasture, fruit and other crops, and
WHEREAS, estimated losses in agricultural crops may
exceed $4,419,218, (does not include estimates on apple crop since it is too
early to calculate or estimate on livestock weight associated with drought)
and
WHEREAS, crop damages continue to increase daily due to
the need for water, and
WHEREAS, there is a critical need to assist the farmers
as a result of the extreme weather conditions.
NOW, THEREFORE, BE IT RESOLVED, that the Frederick
County Board of Supervisors declared a state of emergency in Frederick
County on July 18, 1986 and the Honorable Gerald L. Baliles, Governor of the
Commonwealth, is petitioned by the Board of Supervisors to declare that an
emergency exists in Frederick County and the Governor is further petitioned
to request the President of the United States or the Secretary of
Agriculture to recognize the County emergency situation and make the Federal
Farmer Emergency Programs available to those who need them in Frederick
County.
The above resolution was approved by the following recorded vote: Aye
- Will L. Owings, Robert M. Rhodes and Thomas B. Throckmorton. Kenneth Y.
Stiles, C. William Orndoff, Jr. and Rhoda W. Maddox abstained.

Upon motion made by C. William Orndoff, Jr., seconded by Will L. Owings
and passed unanimously, Mr. Riley will request a meeting with City Officials
on the possibilities of the County Landfill becoming a part of the
Frederick- Winchester Service Authority.
Mr. Orndoff and Mr. Owings will meet with City Officials and report
back to the Board on their findings.

Upon motion made by Will L. Owings, seconded by Robert M. Rhodes and
passed unanimously, that County funds are to be withheld from Chapter 10
until such time as the current investigation by State Auditors has been
completed.
UPON MOTION DULY MADE, SECONDED AND PASSED UNANIMOUSLY,
IT WAS ORDERED THAT THE BOARD OF SUPERVISORS ADJOURN.
