A Worksession of the Frederick County Board of Supervisors and Stephens City Town
Council was held on May 13,2003, at 5:30 P.M., in the Board of Supervisors' Meeting Room,
County Administration Building, 107 North Kent Street, Winchester, Virginia.
PRESENT
Chairman Richard C. Shickle; Vice Chairman W. Harrington Smith, Jr.; Robert M. Sager;
Margaret B. Douglas; Sidney A. Reyes; Gina A. Forrester; and Lynda J. Tyler.
Stephens City Town Council- Mayor Ray Ewing; Butch Fravel; Bill Ewing; Mike Grim and
Town Manager Mike Kehoe.
Staff-County Administrator Riley, Assistant Tierney; Planning Director Eric Lawrence; and
Deputy Clerk Carol T. Bayliss.
CALL TO ORDER
Chairman Shickle called the worksession to order.
Administrator Riley asked Assistant County Administrator Kris Tierney and Town Manager
Mike Kehoe to walk everyone through the plan that is currently in draft form, and hopefully
following this discussion, a public hearing on this matter can be scheduled.
Assistant Tierney referred to a revised land use map for the proposed annexation area around
Stephens City, along with a brief text description. He advised that the land use map has been
amended slightly to reflect the Board's stated desire to have a collector road serving the Chadwell
Property. Approximate acreages have also been added to the legend at the Board's request.
Assistant Tierney referred to the map on display advising it was developed by county staff
working with the Stephens City Town Manager. The foundation of the map is both the County's
Route 11 Corridor Plan contained within the County's Comprehensive Policy Plan and the Town's
2001-2021 Comprehensive Plan. He further advised the proposed annexation area is made up oftwo
phases. Phase I consist of a northern and southern portion comprising of a total of approximately
360 acres. Both Phase I areas are shown in green hatching on the map. The northern area of Phase
I is adjacent to the Town's northern boundary and extends west from 1-81, across the railroad. The
southern portion of this phase is situated at the Town's southwestern boundary, surrounding the
Lime Kiln. Phase II ofthe proposed annexation area is also located south of the town. It comprises
an area of roughly 350 acres lying between 1-81 and the railroad and extending south to Family

Drive. The Phase II is bounded by a black dashed line on the map. Overall, the general concept of
the land use plan is to allow for growth around the existing town which is compatible with the
existing scale and style of Stephens City. Industrial areas are sited to make use ofthe rail lines while
being buffered from view of Route 11 and existing or proposed residential areas.
Assistant Tierney further advised that a major collector road is shown running west oftown
that would function as a bypass, drawing through traffic from Route 11, and thereby out of the center
of town. The "bypass" is intended to assist in reducing congestion at the Route 11 Fairfax Pike
intersection. The collector road ties in with a relocated Route 277/Interstate 81 interchange, to the
south ofthe present location, and to a new overpass ofl-81 at an extended Tasker Road to the north.
This major collector road would be fed by other new, minor collector roads as well as the existing
street system.
Manager Kehoe referred back to 1995 and the endorsement of Stephens City at that time
of the plan. He further advised that the Town has suffered frorn the quarry operations for many
years. The Council has felt, for the future ofthe Town, moving to the north would be in their best
interest. The Town is currently out of residential growth areas.
Supervisor Reyes referred to the Chadwell property and asked Manager Kehoe ifhe would
expand on this.
Manager Kehoe advised that his feelings are that there has been a misunderstanding about
this particular property. He further advised that the feelings of some that Stephen City wanted "no
growth" has been misunderstood.
Councilman Fravel advised that the City feels some industrial would also be good.
Supervisor Reyes asked about water to the Chadwell property, he understood the promise
was rnade.
Manager Kehoe advised that water is available, but it was not promised, that he is aware of;
however, water and sewer can be provided.
Phoebe Kilby addressed those present advising of her involvement with the Town of
Stephens City and her assistance to them with their Comprehensive Plan.
Assistant Tierney advised that staff did not try and get involved with the Land Use Plan for
the Town.

Councilman Fravel advised that he felt the bypass was good, and that the 2020 Plan is
showing this bypass.
Supervisor Sager stated that this process started a long time ago, some eleven or twelve years
ago. He feels this is a good plan, and he would like to hear what the public has to say about it.
Supervisor Douglas advised that she too believes it is time, and that the plan is good.
Chairman Shickle referred to the W A TS Plan, and whether it is shown on the map.
Administrator Riley addressed this question.
Chairman Shickle asked for the definition of Well Head Protection Plan.
Manager Kehoe advised that it is pretty much the drainage area based on geology and
distance.
Chairman Shickle asked about the water and sewer service area, and how this would get
established.
Manager Kehoe advised this would be done by working with Director Jones ofthe Sanitation
Authority.
Councilman Fravel advised that some additional housing is needed, but they do not want all
houses.
Chairman Shickle advised that he feels Chadwell and Costello are willing to work with
Stephens City and the County on this issue. He feels the effort needs to be made.
Administrator Riley suggested that Assistant Tierney and Manager Kehoe work together on
information that has been shared tonight and get any pertinent questions and answers back to both
bodies prior to the public hearing. He suggested an evening meeting, perhaps at one of the churches
in Stephens City.
Supervisor Reyes asked how this could affect revenues for the County?
Administrator Riley advised it could be a win, win situation for both localities.
Assistant Tierney advised the Commissioner ofthe Revenue explained it would be minimal.
Councilman Fravel advised what Beverly Shoemaker has done in the area ofthe quarry, all
being very positive, has done a great job of cleaning up and it is a good sign.
Mayor Ewing stated that he would like for this to go through the process as soon as possible,
given the amount of time already spent on it, and the fact that there could be four new members on

the Board of Supervisors come January I, 2004. He would like to see this completed as soon as
possible.
Administrator Riley advised that once the public hearings are held and the directive is given
from the two bodies, staff will take it from there, and the final legal papers will be processed as
quickly as possible.
