A Joint Worksession between the Frederick County Board of Supervisors,
Frederick County Planning Commission and the Frederick County Sanitation
Authority was held on March 24, 1987, 7:00 P.M., in the Conference Room of
the Frederick County Courthouse, Loudoun Street Mall, Winchester,
Virginia.
PRESENT Board of Supervisors Kenneth Y. Stiles, Chairman; Will L.
Owings, Vice - Chairman; Robert M. Rhodes; Thomas B. Throckmorton and C.
William Orndoff, Jr. Rhoda W. Maddox was absent. Planning Commission
Frank Brumback, Chairman; Carl M. McDonald; Marjorie H. Copenhaver; George
L. Romine; Manuel C. De Haven; S. Blaine Wilson and Col. A. Lynn Myers.
James W. Golladay, Jr. was absent. Sanitation Authority Donald R.
Hodgson, Chairman; Allen B. Jobe, Vice - Chairman; Ryland S. Carper and
Nicholas Nerangis. George W. Borden was absent. Staff John R. Riley,
Jr., County Administrator; Wellington Jones, Engineer/ Director, Sanitation
Authority; Robert W. Watkins, Planning and Development Director and Stephen
M. Gyurisin, Deputy Director. Engineers Messrs. Maddox and Sutherland.
Mr. Owings called the meeting to order.
Mr. Jones began by briefing everyone on the State Water Control Board
consent order and what was being done to address the problems in the
Stephens Run Service Area.
Mr. Sutherland, of G. W. Clifford and Associates, then presented the
recommendations for plant construction in the Parkins Mill area. He
advised that Parkins Mill could be on line by March 1 of 1989. Capacity at
Parkins Mill would be .750 MCD. He also advised that Parkins Mill is the
best alternative and that the cross country interceptor proposal to the
Opequon Wastewater Treatment Plant was not feasible. The reason for this
is due to the treatment cost at Opequon Wastewater Treatment Plant vs.
Parkins Mill.
In discussing the matter further, Mr. Sutherland indicated that the
Parkins Mill permit would be applied for under a temporary NPDES permit.
This was being done because of the current water quality management study
requirements instituted by EPA and managed by SWCB. It was noted that it
would be feasible after the plant was constructed to apply for a permanent
NPDES permit. There is no difference in plant construction from temporary
to permanent permit requirements.

The final issue addressed was solutions to problems at the existing
plants for temporary relief alternatives while Parkins Mill is being con-
structed. It was noted by the Engineer that:
1. Stephens Run could not be feasibly expanded.
2. An ambitious infiltration/ inflow 1/1 program is now underway and
will continue.
3. A forced main could be constructed from the Fredericktowne
pump station to Lakeside. This would give the Frederick County
Sanitation Authority ability to shift overload in either
direction ( Stephens Run or Lakeside) .
4. An interim capacity expansion at the Lakeside plant from .120 MCD
to .240 MCD to accommodate construction while Parkins Mill is
being constructed.
S. When Parkins Mill built, total area capacity will be 1 MCD.

In conclusion, the Board requested that the Frederick County
Sanitation Authority seriously consider:
1. Interim upgrade of Lakeside from .120 MCD to .240 MCD.
2. Construct eight inch forced main from Fredericktowne pump
station to Lakeside.
3. Pursue 1 / 1 aggressively.
4. Amend the Frederick County Code to provide for stiff penalties
for sump pump hookups.
5. Move on Parkins Mill construction as rapidly as possible.
