A Special Meeting of the Frederick County Board of Super-
visors was held on March 30, 1988, 12 noon, in the Board of
Supervisor's Meeting Room, Frederick County Courthouse, Loudoun
Street Mall, Winchester, Virginia.
PRESENT Kenneth Y. Stiles, Chairman; Dudley H. Rinker;
Roger L. Crosen; L. A. Putnam and Charles W. Orndoff, Sr.
Robert M. Rhodes was absent.
CALL TO ORDER
The Chairman called the meeting to order.
APPROPRIATION FOR GAS FURNACE FOR COURTHOUSE (LOUDOUN
STREET MALL) - APPROVED
Mr. Riley stated that a few months ago the Board approved
the installation of a gas furnace for the County Courthouse,
however the appropriate line items for this expenditure were not
included in this approval, therefore it is being requested that
this be approved at this time.
Upon motion made by Dudley H. Rinker, seconded by L. A.
Putnam and passed unanimously, an appropriation transfer in the
amount of $15,390 from capital contingency to 10- 4304 - 7011 -00
for payment of this invoice was approved.
BOARD DISCUSSED ROAD PROJECTS FOR THE COUNTY
Mr. Stiles stated that he had called this meeting in order
that the Board might discuss the various road projects planned
for the County as well as the priority list that will be going
to the preallocation hearing in Staunton on April 8.
The Board discussed having Route 37 going all the way
around the entire loop, where now it only goes half way around,
from the Stephenson exit to the Kernstown exit.
Mr. Riley asked the Board where they wanted this project onj
the priority list.
Mr. Gyurisin asked if the 522 North project was to remain
number 1 and this would be number 2.
Mr. Stiles replied that 522 South is already in the plan.
It was felt that there would be no point in doing the road
from Kernstown to 522 unless Route 522 to Double Tollgate was
improved.
Greenwood Road and Valley Mill Road were discussed and the
great need for improvement on Greenwood Road was once again ex-
pressed.
Upon motion made by L. A. Putnam, seconded by Dudley H.
Rinker and passed unanimously, the following list of road im-
provements will be forwarded to the preallocation hearing on
April 8:
1. Route 522 North (West of Winchester)
2. Route 522 South (East of Winchester)
3. Eastern By- Pass /Loop
A. Route 37 (South of Winchester) to Route 522 South
B. Route 37 (East of Winchester) to Route 7 East
C. Route 37 (East of Winchester) to Route 50 East
D. Route 37 (East of Winchester) Between Routes 50 and
522.
4. Improve Major Intersections
5. Route 277 (East of Stephens City)
6. Route 11 (North and South of Winchester)
A. Route 11 South
B. Route 11 North
7. I -81 (East of Winchester)
Mr. Stiles passed on to the Board an idea he had concerning the
construction of Route 37 and the possibility of the work being
done sooner if the County would pay for the consultant to do the
work rather than to wait for a consultant from the Highway
Department. He stated that this would be handled as an advance
of funds for design of this project which would be reimbursed
back to the County by the Highway Department.
Mr. Crosen stated that he did have some reservations as he
did not feel the County should be doing something that the State
is charged with doing, and further should the administration
change in Richmond, what affect would this have on a situation
such as this.
Mr. Putnam stated that he felt this needed to be explored
and if it is determined to be feasible, then the County should
proceed in that direction.
The Board concurred with this statement.

IT WAS ORDERED THAT THE BOARD OF SUPERVISORS ADJOURN.
