The Frederick County Board of Supervisors held a meeting on
Monday, March 26, 1990, at 7:00 P.M., in the Board of Super-
visor's Meeting Room, Frederick County Courthouse, Loudoun
Street Mall, Winchester, Virginia, for the purpose of holding a
public hearing on the Fiscal Year 1990 -1991 Budget.
PRESENT: Kenneth Y. Stiles, Chairman; Robert M.
Rhodes, Vice - Chairman; Dudley H. Rinker; Roger L. Crosen; W.
Harrington Smith, Jr. and Charles W. Orndoff, Sr.
CALL TO ORDER
The Chairman called the meeting to order and asked that
everyone observe a moment of silence.
PUBLIC HEARING RE: FISCAL YEAR 1990 -1991 BUDGET
Mr. Stiles explained that this was a public hearing on the
1990 -1991 Budget and that no action would be taken at this
meeting as final action is scheduled for the Board meeting of
April 11. He further stated that any request for amendments to
the budget would be taken under advisement.
Mr. Riley, County Administrator, stated that the budget had
increased from $61,000,000 to $92,000,000 and the Board is
currently looking at a 12¢ increase in real estate tax for
1990 -1991 using the current figures.
The following individuals appeared before the Board to
address the budget:
Mr. Dennis McLoughlin, Chairman of the Handley Library
Board, requested that the Board reconsider their donation and
donate the entire amount as requested by the Handley Library
Board.
Ms. Marjorie Lewis, representative on the Handley Library
Board, requested full funding from the County.
Ms. Mary Putnam, County representative on the Handley
Library Board, requested the Board reconsider and fund the full
amount as requested by the Handley Library Board.
Reverend Karl Tangeman stated that he was concerned about
the fact that the meals tax was defeated at the Election held in
November and the Board turned around and had Delegate Alson
Smith pass it through the General Assembly.

Mr. Stiles explained that a public hearing will be held on
this by the Board before it is enacted.
Mr. Roger Koontz, County resident and former Chairman of
the Frederick County Board of Supervisors, stated that he
opposed this increase and stated that he felt some control was
needed as - the cost of living in Frederick County had grown too
rapidly.
Mr. Bean, resident of Gainesboro District, stated that he
endorsed the request of the Handley Library Board for funding.
Ms. Marlene Cross, representative of Concerned Parents for
Quality Education, stated that she supported the School budget.
She urged the Board to proceed with plans for a second high
school.
Mr. John Markwood, resident of Back Creek District and the
PTO, stated that he supported the School Board budget as he felt
some of the school maintenance had been put off too long.
Mr. Joe Headley, resident of Gainesboro District and member
of the County School Board, addressed the fact of Federal and
State governments no longer contributing their fair share to
local government. He also stated that he felt the meals tax was
needed and will help to fund the needed areas within the budget.
Mrs. Mary Bassler, County resident, requested the Board to
fully fund the Handley Library Board request as this is an area
that every citizen can benefit from.
This concluded the public hearing on the 1990 -1991 Budget.
Mr. Crosen asked if the $75,000 is to be deleted for the
Emergency Services building.
The Board concurred that it was.
UPON MOTION DULY MADE, SECONDED AND PASSED UNANIMOUSLY,
IT WAS ORDERED THAT THE BOARD OF SUPERVISORS ADJOURN.
