January 03, 1990 Special Meeting479 A Special Meeting of the Frederick County Board of Supervisors was held on January 3, 1990, at 12:30 P.M., in the Board of Supervisor's Meeting Room, Frederick County Courthouse, Loudoun Street Mall, Winchester, Virginia. PRESENT Kenneth Y. Stiles, Chairman; Robert M. Rhodes, Vice - Chairman; Dudley H. Rinker; Roger L. Crosen; W. Harrington Smith, Jr. and Charles W. Orndoff, Sr. CALL TO ORDER The Chairman called the meeting to order and asked that everyone observe a moment of silence. RESOLUTION REQUESTING VIRGINIA PUBLIC SCHOOL AUTHORITY FUNDING FOR CONSTRUCTION OF A SCHOOL ON ROUTE 522 SOUTH AND PURCHASE OF FURNITURE AND EQUIPMENT - APPROVED Mr. Thomas Malcolm, Superintendent of Frederick County Schools, addressed the Board and requested that the previous resolution approved by the Board at their meeting of December 13, 1989 be rescinded due to some amendments and approve the resolution that is being presented before them. Upon motion made by W. Harrington Smith, Jr., seconded by Robert M. Rhodes and passed unanimously, the previous resolution was rescinded. Upon motion made by W. Rhodes and passed unanimously, the following resolu- tion was approved: WHEREAS, The School Board for the County of Frederick, on the second day of January, 1990, passed a resolution and presented it to this Board, requesting a loan from the Virginia Public School Authority (VPSA) in the amount of 4.420 million dollars for the construction of a new elementary school on U.S. 522 South, Eastern Frederick I (3.920 million dollars) and an additional .5 million dollars to procure furniture and equipment for a new elementary school now planned for construction in 1991 -92. The equipment, in the interim, is to be used to reopen Gainesboro Elementary School that will operate temporarily until the new school is completed. The loan is to be paid in 20 annual installments, with the interest thereon at a rate to be determined at the sale of the bonds. RESOLVED, That the application of the County to the Virginia Public School Authority for a loan of 4.420 million dollars is hereby approved and authority hereby granted the said County School Board to borrow the said amount for the purpose set out in said application. The Board of Supervisors for said County will each year during the life of this loan, at the appropriate time, pay the loan in annual installments and the interest thereon, as required by law regulating loans from the VPSA. APPLICATION FOR LOAN FROM THE LITERARY FUND OF :! VIRGINIA - APPROVED Mr. Malcolm explained that the County would be paying the money up front and it will be paid back when it is made avail- able by the State which could be twelve to fourteen months. Mr. Crosen asked if the County was in line to get Literary Funds for the new elementary school. Mr. Malcolm replied yes they are, they are number 13 on the list for May of 1990. Upon motion made by Dudley H. Rinker, seconded by Charles W. Orndoff, Sr. and passed unanimously, the application for Literary Funding was approved. It was noted that this application is for the amount of $1,000,000.00 for the Frederick County Middle School as the building needs a new roof, new windows and a different window structure plus lifts, ramps and an elevator for the handicapped. Mr. Stiles stated that he felt at this time the School Board should proceed with plans and design for a school in the Western end of the County. Mr. Malcolm explained that the land and architect would have to be decided upon by May of 1990 in order to meet the schedule for funding. The question of this receiving Planning approval in time was discussed and Mr. Stiles is to meet with the Planning Director, Bob Watkins, in this regard.
