REPORTS: UPON MOTION duly made and seconded the reports of Harry L. McCann,
Treasurer; Esten 0. Rudolph, Commissioner of Revenue, Lacy H. Anderson, Sheriff of Frederick
County, E. Eugene Gunter, Commonwealth Attorney; Roberta A. James, Department of Welfare,
Agnes Shirley, Home Administration Agent, John Wolfe, County Agent and H. C. Crowder, Road
Engineer were read and approved.

PSYCHIATRIC CLINIC
Dr. Bruce Gray appeared before the Board and explained the work of the Clinic.

A petition of Fred L. Glaize, III and E. E. Bayliss, Jr., presented by attorney

JOSEPH HUGHES LAND - HEARING SET

HIGHWAY BUDGET - PRESENTED
1968 -1969 Frederick County Highway Budget was presented for study and considerati
JUVENILE AND DOMESTIC RELATIONS COURT - OFFICE EXPENSES
Upon motion duly made and seconded,
Be it Resolved, that the Board approve their share of Office Expenses for the
appointed office of Juvenile and Domestic Relations Court.

EXECUTIVE SECRETARY - INTERVIEWS
On September 23, 1968, at 1:00 P.M., the Board will interview applicants for thel
position of Executive Secretary.
Any interested persons should be present at this meeting.
ACCOUNTS PAYABLE
Accounts totaling $23,074.70 were read and approved and ordered to be paid from
the General County Funds by Warrants 3783 and 3876 inclusive: Livestock, Fowl Claim and
Henry Bursey's Salary totaling $692.67 were read and ordered to be paid from the Dog Fund
Warrants 123 and 131 inclusive.
UPON MOTION DULY MADE AND SECONDED, IT IS ORDERED THAT THE BOARD DO NOW ADJOURN.

Upon motion duly made and seconded,
Be it Resolved, that the Board rescind the motion passed at the August 12th
meeting as to interviewing applicants for the Executive Secretary.

TRAILER ORDINANCE - ADOPTED ON FIRST & SECOND READING
Upon motion duly made and seconded,
Be it Resolved, that the proposed Trailer Ordinance be adopted on the first and
second reading, and set for Public Hearing at second meeting on September 23, 1968 at
9:00 P.M.
The above resolution was passed.
DOG ORDINANCE - ADOPTED ON FIRST AND SECOND READING
Upon motion duly made and seconded,
Be it Resolved, that the proposed Dog Ordinance be adopted on the first and
second reading and set for Public Hearing at second meeting September-23., 1968, at
8:00 P.M.

DOG LICENSE
The Board of Supervisor's reviewed the proposed amendment to provide the same
license fee for male dogs as for female dogs.
John Pickerel reported on the Community College, voiced a complaint concerning
inconvenience of construction on State Route No. 627, and also urged action on the rat
problem in Frederick County.
RATS - CONTROL BY CITY OF WINCHESTER
Upon motion duly made and seconded,
Be it Resolved, that the Board request the City of Winchester to follow upon
exterminating of rats and report periodically to the Board on the progress.
The above resolution was passed.

DUMP - CLOSED - ON SIX LEGAL HOLIDAYS
Upon motion duly made and seconded,
Be it Resolved, that the Frederick County Dump be closed on the following legal
Holidays: May 30, July 4, December 25, Thanksgiving Day, Labor Day, and January 1.
The above resolution was passed.
The Board approved the estimate of Donald Athey to refinish the floors of the
Board Room and Hallway.
HIGHWAY SAFETY WEEK - RESOLUTION
Upon motion dulylmade and seconded,
Be it Resolved, that the Frederick County Board of Supervisors recognize
August 27, 1968 through September 2, 1968, as Highway Safety Week.
The above resolution was passed.
RAT CONTROL - RESOLUTION
At a regularly scheduled meeting of the Frederick County Board of Supervisors
held in the Board Room of the Frederick County Office Building, Winchester, Virginia, on
Monday, August 26, 1968 at 7:30 p.m.the following resolution was unanimously passed:
BE IT RESOLVED, that a request be made to the City of Winchester protesting
the rat infestation.of Frederick County as a result of the closing of the City Dump without
adequately exterminating the rat population.
BE IT FURTHER RESOLVED, that the City of Winchester be requested to submit a de-
tailed plan to the Frederick County Board of Supervisors concernitg the extermination of the
rats and the follow up on the extermination of the rats for the future and that the City be
requested to provide the Frederick County Board of Supervisors with a monthly report each
month for the next six months on the said rat extermination program.
BE IT FURTHER RESOLVED, that the Commonwealth Attorney of Frederick County
direct a fully executed copy of this resolution to Wendell L. Seldon, City Manager of the
City of Winchester, Virginia , to be presented to the City Council and any other pertinent
segment of the City government.
