' REPORTS: UPON MOTION duly made and seconded the reports of Harry L. McCann, Treasurer; Earl S. Bailey, Commissioner of Revenue; Robert L. DeHaven, Sheriff of Frederick County, Joseph A. Massie, Jr., Commonwealth Attorney; Roberta A. James, Department of Welfare, Agnes Shirley, HomeDW9nstration Agent; John Wolfe, County Agent and H. C. Crowder Road ' Engineer were read and approved. REASSESSMENT OF COUNTY PROPERTY Upon motion duly made and seconded, Be it resolved, that the County shall have a reassessment for the year 1968, and that the State Department of Taxation be notified now and that the County mapping service be commenced by the proper authorities, and that the Board of Supervisors does hereby request the State Department of Taxation to assist the County in this matter starting now. The Clerk is ordered to send a registered letter including the above resolution. EXECUTIVE SECRETARY Charles F. Turner, Executive Secretary of Loudoun County explained the work involved in the employment of an executive secretary for Frederick County. No action was taken by the Board on this matter. COMPREHENSIVE PLAN FOR WATER AND SEWER J. David Headley appeared before the Board explaining the purpose of the Water and Sewer Comprehensive Plan for Frederick County. Upon motion duly made by Donald L. Baughman and seconded by Paul Luttrell to approve the survey of the needs of Frederick County for a Comprehensive Plan for Water and Sewer. WHEREAS, the Frederick County Board of Supervisors by resolution dated April 10, 1950, recorded in Minute Book 8, Page 380, created a Planning Commission for Frederick County of Virginia, which is voted with the authorities and powers granted by Title 15.1, Chapter 11, Code of Virginia 1950; and WHEREAS, the Frederick County Planning Commission by resolution dated February, 1967, has determined that official comprehensive plans for the future development of water' ' and sewer systems in Frederick County, Virginia should be prepared and desires to contract with the firm of John McNair and Associates for the preparation of such a plan; and WHEREAS, there are no county funds available for use by the Planning Commission or the Board of Supervisors for the cost of the preparation of such a plan and the Board of Supervisors has been negotiating with the Farmers Home Administration, U. S. Department of Agriculture, for a grant of funds to be used for this purpose. NOW, THEREFORE, BE IT RESOLVED: 1. That the County of Frederick requests the Farmers Home Administration to make a grant of ;118,500.00 dollars to the county to be used to pay the costs of the comprehena water and sewer plans. 2. That the County of Frederick enter into a Grant Agreement with the Farmers Home Administration on the form required by that Agency and that the Chairman of the Board of Sup6rvisors is hereby authorized and directed to execute such Agreement for and on behalf of the Board. That the Chairman of the Board of Supervisors is authorized to execute Forms FHA 400 -1, 40o -4 and any other forms Farmers Home Administration requires in connection with the Grant Agreement. ROLLING FIELDS - SECTION C Upon Motion duly made and seconded the following resolution was passed: Be it resdved, that the plats and Deed of Dedication of Rolling Fields Subdivis Section C, be and the same are hereby approved for recording. Whereupon, the Chairman of the Board of Supervisors is ordered and authorized to execute the approval of his Board and the Clerk to record the same. ECHO VILLAGE "TRACT A" - FINAL APPROVAL Upon motion duly made and seconded the following resolution was passed: Be it resolved, that the plat and Deed of Dedication of Echo Village "Tract A ", be and the same are hereby approved for recording. Whereupon the Chairman of the Board of Supervisors is ordered and authorized to execute the approval of his Board and the Clerk then to record the same. COMPULSORY SCHOOL ATTENDANCE Upon motion duly made and second the Supervisors accepted the resolution of the School Board as follows: The Frederick County School Board hereby requests the Frederick County Board of Supervisors to amend the local Compulsory Attendance Ordinance adopted by the Supervisors on August 10, 1959, to comply in every detail with Section 22 -275.1 through Section 22- 275.25 of the Virginia School Laws. This will make the Com- pulsory Attendance Law apply to children who have reached their seventh birthday and have not passed their sixteenth birthday. The Board passed the Ordinance on the first reading. The second and third readings to be held March and April meetings, respectively. FREDERICK COUNTY SANITATION AUTHORITY - PUBLIC HEARING Upon motion duly made and seconded, Be it resolved, that the Board of Supervisors on the first and second reading does hereby adopt an Ordinance for the creation of Frederick County Sanitation Authority and direct that the Clerk of this Board cause notice of a public hearing to be held on March 13, 1967, at 3:00 P. M. in the Board of Supervisors Room, County Office Building, Winchester, Va. SCHOOL BUDGET - ADOPTION OF TOTAL BUDGET Frederick County Council of Parents and Teachers, by Mrs. Grace Voight, Pres recommended the adoption of the Total of the School Budget as presented. A delegation of 13 citizens of Frederick County were present and in agreement with the opinion voiced by Mrs. Voight. MIDDLETOWN PROPERTY TRANSFER Upon motion duly made and seconded, Be it resolved that the Board of Supervisors does hereby ask the Mayor of Middletown to give to the Commissioner of Revenue within the next 25 days or before the next regular meeting of the Board of Supervisors a complete list of property owners and property description suitable for purposes of transferring the same on the land books of Frederick County. MIDDLETOWN - ANNEXATION - POPULATION INCREASE Upon motion duly made and seconded, WHEREAS, by decree of the Circuit Court of Frederick County, Virginia, effecti December 31, 1966, the Town of Middletown annexed certain areas adjacent to its then existing boundaries; and, J 1 WHEREAS, as a result of said annexation the population of the Town of 193 N was increased from its 1960 census of 378 to 585. THEREFORE, Be It Resolved, by the Board of Supervisors of Frederick County, Virginia, that they hereby agree'to accept the figures of 585 as the number of persons resid within the new corporate limits of the Town of Middletown. W. E. EDWARDS, - OFFICE SPACE - RENTED Upon motion duly made and seconded, Be it resolved that the County sub -lease from L. B. Sirbaugh, his office space on Rouss Avenue for the sum of $125.00 per month for the balance of-his lease with the owners or until no longer needed, and that partition walls be erected to make two rooms out of the space. ZONING ORDINANCE - PUBLIC HEARING Upon motion duly made and seconded, Be it resolved, that the proposed zoning ordinance be and the same is hereby passed on the second reading and be it further resolved that a public% hearing shall be held at 2:00 P.M., March 13, 1967, in the Board Room, and that the Clerk cause a notice to be duly published before the said hearing. APPLE BLOSSOM - AMUSEMENTS - BLEACHERS Upon motion duly made and seconded, Be it resolved, that the Apple Blossom Festival be allowed to use the Plaza for Amusement park, from 12:00 Noon May 3, 1967, to 8:00 A. M. May 6, 1967. Permission was granted to put up Bleachers in front of County Court House for I I the Apple Blossom Festival. THISTLE ORDINANCE - DEFEATED On motion duly made the proposed Thistle Ordinance came up for third and final reading, there having been a publiclihearing on December 12,'1966. Upon a vote duly taken the said ordinance was defeated. Be it resolved, that the Board of Supervisors urge all farmers and land owners to voluntarily use whatever help there is available to control the problems of thistles. The above resolutions were passed. Upon motion duly made and seconded, The Salary expense account for the year beginning on the lst day of January, 1967, of the Treasurer, Salary $6,800.00, Deputies, office assistants, $9,520.00 and other expenses, $787.50; :extra help, $500.00. Total $17,607.50. The salary and expense account of the Commissioner of Revenue $7,180.00, deput and extra help, $10,080.00, other expenses, $1,090.00:, Total $18,350.00. The salary of Commonwealth Attorney, $7,000.00, Secretary and assistant, $6,000. n Total $13,000.00. The salary of Sheriff $7,200.00, Full -time Dnployees $29,300.00, other expenses $1,111.50. Total $37,611.50. The above was approved as fixed by the compensation board. SPECIAL MEETING - BUDGET Upon motion duly made and seconded, The Board of Supervisors will hold a Special Meeting on the Frederick County Budget, Thursday, February 23, 1967 at 7:00 P. M. JUNIOR COMMUNT'TY COLLEGE - APPROPRIATION Upon motion duly made and seconded, Be it resolved, that the board set up..in the budget for 1967 -1968, their proportion of expenses for the sight for a Junior Community College. SERVICE ROAD - ROUTE-81 from Routef:642 Interchange Upon motion duly made and seconded, WHEREAS. the State Highway Commission at its meeting on February 16, 1967 allocated funds for the improvement of 0.40 miles of access road which is now a service road of Route 81 from the Route 642 Interchange to .40 miles north. BE IT RESOLVED that we, the members of the James Wood High School Parent- Teacher Association do support the entire 1967 -68 Budget presented by the Frederick County School Board to the Frederi ck County Board of Supervisors.
