January 09, 1967 to February 02, 1967At the Regular Meeting of the Board of Supervisors of Frederick County, Virginia, held in the Supervisors Room on the 9th day of January , 1967. PRESENT: B. 0. BRUMBACK, Chairman; W. Hurl Himelright, Paul Luttrell and Donald Baughman. The minutes of the last meeting held on the 12th day of December, 1966 were read and approved. REPORTS: UPON MOTION duly made and seconded the reports of Harry L. McCann, Treasurer Earl S. Bailey, Commissioner of Revenue; Robert L. DeHaven, Sheriff of Frederick County, Joseph A. Massie, Jr., Commonwealth Attorney; Roberta A. James, Department of Welfare, Agnes Shirley, Home Demonstration Agent, John Wolfe, County Agent and H. C. Crowder, Road Engineer were read and approved. HUNTING RIDGE ROAD - ROUTE 608 AND ENTRANCE TO ROUTE 522 - REPAIRS Mr. Ralph Hagman appeared before the board requesting the highway department to improve and widen the entrance of Route 608.off Route 522 leading to Hunting Ridge road. Mr. R. C. King of the highway department was to look into the problem. G. GROVER TEETS - RESOLUTION Upon motion duly made and seconded, WHEREAS, on January 1, 1967, the good Lord saw fit to call Grover Teets to Him, and, WHEREAS, Grover Teets served as a loyal and dedioEted member of the Board of Supervisor s of Frederick County, from January 1, 1948, to the time of his death; and, WHEREAS, the members of the Board of Supervisor's wish to acknowledge to the public, his constituents and family their deep affection for his friendship and understanding of common problems and those of the County; Now, therefore, be it resolved: That the Board of Supervisor's of Frederick County do hereby in assembly at their regular January, 1967 meeting state emphatically that the loss of Grover Teets as a member of this Board is a deep and abiding one; the void of which will be hard to fill; that he gave untir of his time, and talents not only to the Board of Supervisor's but most importantly, I to all of the People of this County; He was not provincial in his thinking-;but thought only o chat was the best for the entire County; He served without complaint upon many committees of i 11 Board, including the Planning Commission and-Public Welfare Board. Be it further resolved that this Board cause a copy of this resolution to be sent to Mrs. Grover Teets, his widow, on behalf of his family, for the purpose of extending to her and his family our heartfelt sympathy for their loss, 'and our sincere thanks for his friend- ship, leadership and energy given freely to us all. Upon motion of Paul Luttrell and seconded by W. Hurl Himelright, B. O. was elected Chairman of the Board of Supervisor's. The above resolution was unanimously passed. WHITTIER ACRES - SECTION FIVE - APPROVAL Upon motion duly made and seconded, Be it resolved that the Final Plat of Section Five of 'rdiittier Acres, in Stonewall District, be and the same is hereby accepted on final approval subject to the approval of Chairman of the Board of Supervisor's and City Council of Winchester, Virginia; whereupon same may be recorded. ECHO VILLAGE SUBDIVISION - TRACT "A" - APPROVAL Upon motion duly made and seconded, Be it resolved, that the proposed plat and deed of re- dedication of Tract "A" Section 1 4 of Echo Village Subdivision as presented to this board and approved on September 28, 1966, 4 189 be and the same is hereby approved for purposes of recording the same as provided in the Amended Subdivision Ordinance, and that the Chairman of the Board shall affix his name t evidencing the final approval by this Board after the same has been approved by the of Highways and the Health Department,.and the Subdivision Administrator. The above resolution was passed. ROAD MEETING - DATE SET Upon motion duly made and seconded, The Road Meeting was set for March 13, 1967, at 10:30 A. M. Notice of same to be advertised once a week for two successive weeks after the February meeting. SPECIAL MEETING - BOARD OF SUPERVISORS Upon motion duly made and seconded, There will be a Special Meeting of the Supervisor's with H. B. Boynton, Architect, concerning plans for the new Court House and office space on Friday, January 13, 1967 at 7: P. M. MAP- MAKING - TAX DEPARTMENT The Clerk is ordered to correspond with Mr. Fred Foreberg and ask him to meet with the Board of Supervisor's at the February meeting to check on the progress of map - making by the tax department. ES CROW AGREEMENT - APPROVED Upon motion duly made and seconded, The Chairman of the Board of Supervisors is hereby authorized to sign an Escrow Agreement whereby the Shenandoah Valley National Bank, Winchester, Virginia, agrees to place in escrow with the First and Merchants National Bank, Richmond, Virginia, certain approved securities to secure the deposits of the County of Frederick in the Shenandoah Valley Nation Bank, Winchester, Virginia. This agreement is to replace one now in effect whereby the Shenandoah Valley National Bank, Winchester., Virginia, placed in escrow securities with the Farmers and Merchants National Bank, Winchester, Virginia. After the above Agreement is signed by all parties of interest and is in effect, the Treasurer of Frederick County, Virginia, is authorized to release the securities now held by the Farmers and.Merchants National Bank, Winchester, Virginia, to secure the monies deposited by the County of Frederick, Virginia, in the Shenandoah Valley National Bank, Winchester, Va. ZONING ORDINANCE - AMENDED - TRAILERS Upon motion duly made by Donald L. Baughman and seconded by Paul Luttrell, Be it resolved that the proposed Zoning Ordinance be amended to show 2 or more traile on Sect o 16 - 53; and Section 2�5 -1. be minimum side yard fifteen (15) feet and total wid of two (2 ) required sicb yards shall be thirty -five (35) feet or more. The above resolution was passed. I' ZONING ORDINANCE - APPROVED ON FIRST READING _ Upon motion duly made by Donald L. Baughman and seconded by Paul Luttrell, Be it resolved, that the proposed Zoning Ordinance be approved on the 1st reading and advanced to second reading at the February meeting. The above resolution was passed. COUNTY CODE - MEMBERS OF BOARD TO RECEIVE Upon motion duly made and seconded, Be it resolved,that each member of the Board of Supervisor's and the Zoning Adminis receive a free copy of the County Code. 190 EXECUTIVE SECRETARY - EMPLOYING FOR COUNTY Upon motion duly made and seconded, The board moved that the Clerk of the Board write a letter to the Executive Secretary of Loudoun County, requesting his presence at their next Board meeting for help in examining the possibility of employingASan Executive Secretary for the Board of Supervisor's. REGIONAL PARK AUTHORITY FOR THE LOWERRSHENANDOAH VALLEY Upon motion duly made and seconded,' Be it resolved, that the question on the Park Authority Ordinance with the City, be continued to the next meeting. INDUSTRIAL DEVELOPMENT AUTHORITY - COMMITTEE APPOINTED Upon motion duly made and seconded, Be it resolved, that the Chairman appoint a committee to bring in final form of Ordinance for the Industrial Development Authority. The committee appointed is as follows: Joseph A. Massie, Chairman, Donald L. Baughman, Paul L. Luttrell, W. Hurl Himelright, and B. 0. Brumback. PRECINCT MEETING Upon motion duly made and seconded, The Precinct meeting for Board of Supervisor's is set for January 30, 1967, at 7:00 P. M. The Clerk is to invite T. B. Rosenberger to appear and give his assistance. ACCOUNTS PAYABLE Accounts totaling $7,582.74 were read and approved and ordered to be paid from General County Funds by Warrants No. 2008 - 2079 inclusive: Livestock, Fowl Claims and Henry Bursey's Salary totaling $670.44 were read and ordereddto be paid from the Dog5Fund by Warrants No. 2462 to 2468.
