Virginia, held in the Supervisors Room on the 14th day of March, 1966.

The minutes of the -last meeting held on the 14th day of February 1966 were
read and approved.
REPORTS: Upon motion duly made and seconded the reports of Harry L.
Treasurer; Earl S. Bailey, Commissioner of Revenue; Robert L. DeHaven, Sheriff of Frederick
County; Joseph A. Massie, Jr., Commonwealth Attorney; Roberta A. James, Department of Welfare,
Agnes Shirley, Home Demonstration Agent; John Wolfe, County Agent and H. C. Crowder, Road
Engineer were read and approved.
APPLE BLOSSOM COMMITTEE - PLAZA
Upon request of Alson Smith of the Apple Blossom Committee that they be
granted permission to use the plaza for Amusements, Thursday April 28, 1966 and Friday,
April 29, 1966, to be used as in former years. All equipment to be removed by early Se
morning.
Upon motion duly made and seconded, it was unanimo decided to grant
above requested permission; subject however, to the following restrictions; that no bricks
damaged, all damage to meters to be paid, no stakes to be driven, no wires to be used; and
further it is not to be used for living quarters. Bond is to be posted if declared
by said Board.
Upon motion of Grover Teets and seconded by W. Hurl Himelright the Clerk
is ordered to purchase a new typewriter (IBM Standard Electric) for the use of the Clerk's
office for a Total cost of $ 478.00.
WISECARVER'S PRINT SHOP - LEASE OF PORTION OF BANTZ BLDG.
Upon motion duly made and seconded,
Be it resolved, that lease of Wisecarver's Print Shop in the Bantz
terminate at anytime they would vacate before expiration of lease in May 1967.
APPLE BLOSSOM COMMITTEE - CONTRIBUTION
. Alson Smith appeared before the board and requested $1,000.00 contribution
for the Apple Blossom Committee to help defray expenses.
No a ction was taken, and the request was continued to budget meeting for
the fiscal year of 1966 -1967.
WAR MEMORIAL PARK - REQUEST
Gladys Brumback, and a delegation of Alfred Snapp and Nelson Carpenter
appeared before the board requesting them to make a contribution to the maintenance of the
War Memorial Park.
The above request was continued to the next meeting.
DOG WARDEN - COMPENSATION OF EXTRA HELP
Henry Bursey, Frederick County Dog Warden appeared before the board
asking for compensation his wife for receiving telephone messages in the work of the Dog
The request was continued to the Special Budget Meeting.

FOXES - KILLING YEAR AROUND
Upon motion duly made and seconded,
Be it resolved, that State Senator J. Kenneth Robinson obtain the passage
of a statute permitting the hunting and killing of foxes the year around in Frederick County,
Virginia.
The above resolution was passed, and a copy of the resolution ordered

STATE PARK ON CEDAR CREEK
Ben H. Bolen, State Commissioner of Parks appeared before the board
lexpla g possibilities of a survey of the County, for possible location of a State Park in
or partly in Frederick County, Virginia.
The Board continued action to the April meeting.
ROUTE 661 and 665 - ADDED TO SECONDARY SYSTEM - ABANDONED AND NEW LOCATION
Upon motion duly made and seconded, the following resolution was adopted:
WHEREAS, Route 81 from the Intersection of Route 11 North of Winchester
Ito the West Virginia State Line has been constructed and approved by the State Highway
Commission, which new road required alteration of the Secondary Highway System of Frederick
County and,
WHEREAS, certain sections of this altered Secondary System follows new
locations, these being shown on the attached sketch titled, Changes in Primary and Secondary
Systems Due to Relocation and Construction on Route 81, Project 0081 -034 -001, P403 dated at
(Richmond, Virginia December 21, 1965•
NOW, THEREFORE, BE IT RESOLVED: That the portions of Secondary Routes
661, 663 and 665, i.e., Sections 1, 2, 3 and 4 shown in green on the sketch titled Changes
in Primary and Secondary Systems Due to Relocation and Construction on Route 81, Project
0081- 034- OO1,P403 dated at Richmond, Virginia December 21, 1965 a total distance of .43
Mile be, and hereby is, abandoned as a public road, pursuant to Section 33 -76.12 of the Code
of Vbginia of 1950 as amended.
And further, that the sections of new location of Routes 661 and 665

Be it resolved, that the Board approved the 1965 -1966 Final Secondary
Road Budget for Frederick County, Virginia, as submitted by R. C. King, Resident Engineer.
This approval is given with the understanding that this budget is
subject to review and possible changes by the State Secondary Road Engineer.

Mr. Yates explained the advanced planning and dual construction of
Route 50 East from Interstate 81 to Clarke County, Virginia Line
The Preliminary Plat is filed in the Clerk's Office.
COUNTY AGENT & HOME DEMONSTATION AGENT - INCREASE IN SALARY
Mr. G. H. Clark appeared before the Board on behalf of the County
Agents and Fomse Demonstration Agent requesting that their Salaries, the portion paid by the
County be increased as follows:
John T. Wolfe, $2,800.00, Carl J. Gerken, $1,800.00 and Agnes V.
Shirley, $2,800.00 and on motion of the board the request was continued to the Budget Meeting.
F. C. Forbert, Director, Division of Real Estate appraised & mapping
appeared before the board and explained the use of the real estate identification map and the
re- assessment of real estate of Frederick County, Virginia at an estimated cost of $34,900.00.
No action was taken at this meeting and it was deferred to Special
Budget Meeting.
( TEACHER'S SALARIES - INCREASE
Wm. R. Wright, President of the James Wood P. T. A. appeared before

BE IT ORDAINED, pursuant to Section 58 -829.1 of the Code of Virginia for
1950, as amended, that the following listed personal property shall be exempt in whole from
taxation as tangible personal property provided that said property is owned, used or kept
by an individual at his residence or by a family or household incident to maintaining an
to -wit:
1. Bicycles.
2. Household and kitchen furniture, including gold and silver plates,
plated ware, watches and clocks, sewing machines, refrigerators, automatic refrigerating
machinery of any type, vacuum cleaners and all other household machinery, books, firearms
and weapons of all kinds.
3. Pianos, organs, phonographs and records players, and records to be
used therewith and all other musical instruments of whatever kind, radio and television
instruments and equipment.
4. Oil paintings, picutres, statuary, curios, articles of virtue and
works of art.
5. Diamonds, cameos or other precious stones and all precious metals
as ornaments of ,jewelry.
6. Sporting and photographic equipment.
7. Clothing and objects of apparel.
' 8. All other tangible personal property used by an individual or a
family or household incident to maintaining an abode.
BOY SCOUT PROPERTY - ASSESSMENT OF TAX

The Board of Supervisor's passed a resolution at the February meeting to
assess a tax on the property owned by the Boy Scouts of America; this resolution is hereby
rescinded.

The Board approved the request of Robert L. DeHaven, Sheriff to send

DESTRUCTION OF SCHOOL BONDS '(
WHEREAS, Chapter 564 of the Acts of Assembly of 1960 provides that fiscal
agents of any county of the Commonwealth of Virginia may, by agreement with its governing
body, destroy the bonds and bond coupons of the county after payment by them and certify the
facts of such payment and destruction to the treasurer, or director of finance, of the county
as the case may be; and
Wh:EREAS, the County of Frederick has agreed with the State Planters
Bank of Commerce and Trust of Richmond, Virginia that it shall act as fiscal agent for the
payment of bonds described as 2 -1 -64 and 8 -1 -64 - 3.10 Frederick County School Bonds and
3 1/89 Frederick County School Bonds in t}:e original amount of $600,000 and $850,000maturing
'
from 1 to 600 and 1 to 850 years after date, and attached interest coupons; and
WHEREAS, the agreement did not provide for the destruction by the fiscal
agent to the bonds and coupons so paid or for the Treasurer Harry L. McCann to be allowed
credit in his accounts for bonds and coupons so certified as paid and destroyed.

NOW THEREFORE BE IT RESOLVED that the aforementioned agreement be
amended to provide for the fiscal agent to destroy any and all such bonds and coupons so paid
and to furnish the County Treasurer Harry L. McCann with certifications in duplicate at such
times as mny be agreed upon (one copy for the auditor making the annual county audit) in such
form as prescribed by tho Auditor of Public Accounts of the Commonwealth of Virginia as to
the farts of their payment and destruction; and that the County Treasurer Harry L. McCann
be allowed credit in his accounts for all such bonds and coupons so certified as having been
paid and destroyed and that one copy of the certificate be retained as a permanent record of

his office; and
BE IT FURTHER RESOLVED that the fiscal agent be allowed for his
services the amount of 4¢ -3X for each bond and 3¢ -2¢ for each coupon so certified as paid
and destroyed; and that this amendment be executed by the chairman and the clerk of the
Frederick County Board of Supervisors. Bonds: $1000 or smaller denomination -39( per bond. $5000

That the above named people and they hereby are granted permission
for a display of fireworks at approximately 8:00 P. M. Frederick County, Virginia under their
control and discretion, and by their employees only and provided further that their customers
and guest be no closer than 200 feet to said display of fireworks.
And be it further resolved that the Chairman of the Board of Supervisor
by signing a copy of this resolution may grant the required permit.
ABANDONMENT AND DISCONTINUANCE OF AUFERATIONS TO THE SECONDARY SYSTEM OF FREDERICK CO. VA
Upon motion duly made and seconded, the following resolution was adopt
'
WHEREAS, Route 81 from the Warren County Line to 1.02 Mi. South of the
Intersection of Route 277 at Stephens.City has been constructed and approved by the State
Highway Commission, which new road required alteration of the.Secondary Highway System of
Frederick County, �nd,
WHEREAS, certain sections of this altered Secondary System follow new
locations, these being shown on the attached sketch titled, Changes in Primary and Secondary
Systems Due to Relocation and Construction on Route 81, Projects 0061- 034- OO1,P404, P407 dated
at Richmond, Virginia December 31, 1965.
NOW, THEREFORE, BE IT RESOLVED; That the sections of old locations of
Rts. 626, 625 627, 634, 633 and 735, 1. e., Sections 1, 2, 3, 4 A, 5, 11 and 12 shown in green
on the attached sketch titled Changes in Primary and Secondary Systems Due to Relocation and
Construction on Route 81, Projects 0081- 034- 001,P404, P407, dated at Richmond, Virginia
December 31, 1965 a total distance of 1.34 miles be, and hereby is, abandoned as a public
road, pursuant to Section 33 -76.12 of the 1950 Code of Virginia as amended;
And further, that the sections of new location of Routes 626, 625, 627
634 735 1. e., Sections I - A, 7, 8 9, and 10 shown in brown on the afore mentioned sketch,
a total distance of 2.88 miles be, and hereby is, added to the Secondary System, pursuant to
Section 33-141 of the 1950 Code of Virginia as amended.
And further, that the section of old location of Route 634 and Route
735, i. e., Sections 4 and 6 shown in yellow on the afore - mentioned sketch, a total distance
.47 mile be discontinued pursuant to Section 33 -76.7 of the 1950 Code of Virginia as
And further, that the section of old location of Route 735, i.e.,
13 shown in red on the afore - mentioned sketch, a total distance of .22 Mile be retained in
the Secondary System.
ROAD VIEWERS - REPORT
The report of the Road Viewers, who®ere appointed by the Board of
Supervisor's on the 14th.day of March, 1966 to examine roads or routes_
set forth be and the aims First N.C. L. Winchester to Rt. 783 Kent Street -
' 20 Mile - Cost $10,000. Renders greater service to public. Right of Way to be same as Kent
Street.
2. Second Priority- Section of Road leading off Route 50 to Bridge over
Back Creek 12 houses - 5 trailers. Cost $12,000.00
3. Third Priority- Section of Road from Rt. 620 to .50 mile South.
dwellings. Cost $12,000.00.
4. Fourth Priority - From Rt. 608 to 612 .15 Mile - 1 dwelling -
$5,000.00.

" in public right of way or Easement" and public hearing at regular June Meeting.

WELFARE DEPARTMENT - ADDITIONAL APPROPRIATION '
Upon motion duly made and seconded,
Be it resolved, the Board passed a resolution to appropriate an
additional $5,000.00 to supplement the 1965 -1966 Frederick County Welfare Budget.
RUFUSE DISPOSAL REPORT
Upon motion duly made and seconded the letter from State Health
sioner, concerning the Refuse Disposal Report was referred to the Frederick County
ACCOUNTS PAYABLE
Accounts totaling $13,383•48 were read and approved and ordered to be
paid from the General County Funds by Warrants 1225 and 1296 inclusive: Livestock, Fowl Cla
and Henry Bursey's Salary totaling $791.87 were read and ordered to be paid from theDog Fund
by Warrants 2390 and 2399 inclusive.
