REPORTS: Upon motion duly made and seconded the reports of Harry
L. McCann, Treasurer; Earl S. Bailey, Commission of Revenue; Robert L. DeHaven, Sheriff of
Frederick County, Joseph A. Massie, Jr., Commonwealth Attorney; Roberta A. James, Department
of Welfare, Agnes Shirley, Home Demonstration Agent; John Wolfe, County Agent and H. C..
Crowder, Road Engineer were read and approved.
SALE OF HUNTING AND FISHING LICENSE
Archie Manuel and William Lawrence appeared before the Board as
representatives of Chamber of Commerce Board in regard to other locations in Frederick County
Virginia, for sale of Hunting and Fishing Licenses.
The board asked them to check with persons who would know the possibilijties
of selling licenses in other places in Frederick County. No action was taken by the board
at this time.

David Fahnestock appeared before the board on behalf of the Isaac
Walton League requesting a spring season on turkey gobblers.

Moore obtain the passage of a statute permitting the hunting and killing of foxes the year
around in Frederick County, Virginia.
The above resolution was passed, and copies of the resolution ordered
mailed to each of the above persons. •
SPECIAL MEETING - BUDGET
A Special Meeting of the Frederick County Board of Supervisors and
the Frederick County School Board was called for March 10, 1966 at 10:00 A. M.

Upon motion duly made by Donald Baughman and seconded by Grover Teets I
Be it resolved,
Resolution
Because of the increasing complexity of problems facing Frederick County,
and because of the need to handle the business affairs of said county in a more expeditious
manne be it hereby resolved that we, the Frederick County Board of Supervisors, do agree
to appoint a committee to investigate the advantages and feasibility of a county manager form
of government. Be it further resolved thatthis committee be appointed this date by the

Chairman of the Board, and that said committee be insturcted to report its findings to the
Board of Supervisors not later than April 11, 1966 at the regularly scheduled meeting of the

to purchase materials for construction of dog houses and pens to house stray dogs, until
disposed of.
DOWNTOWN DEVELOPMENT COMMITTEE - CONSTRUCTION OF MALI,
Mr. Tack Davis, appeared before the Board representing the Downtown Develo
' ment Committee and expressed the views of the Committee concerning the Rouss Avenue Mall and
agreed to not press reconsideration.of the Board's decision at previous meeting.

FREDERICK HEIGHTS SUBDIVISION - SECTION E - Lot No. 2- 19- 22 -35. Lot No. 36- Section D
Upon motion duly made and seconded the preliminary plat—of Heigh
Subdivision, Section E, Lot No. 2 -19, 22 -35, Lot No 36, Section D, was accepted by the Board
for study and consideration.
CONSTRUCTION OF JUNIOR HIGH SCHOOL NEAR STEPHENS CITY, VA.
A resolution signed by members of the common concil of Stephens City,
Virginia, James L. Bowman, et ux, and Frances Hollis, Attorney in fact for Clarabelle Vincent
was presented to the board asking them to consider selecting a site for a Junior Hlgh School
' on the Vincent tract, just West of U. S. HIghway NO. 11 at the North end of Stephens City,
Virginia.
No action was taken by the board.
BOY SCOUT PROPERTY - ASSESSMENT OF TAX
' Upon motion duly made and seconded,
Be it resolved, that all property in Frederick County, Virginia owned by
the Boy Scouts of America must be taxed. This resolution is.in agreement with a ruling made
by the Tax Commission.
Earl S. Bailey was asked to present a complete list of properties owned by
the organization, and the total taxes it will pay, at the next meeting.

MEN'S RESTROOM - OPENED
The public men's restroom in the Frederick County Court house basement
was re- opened as of February 12, 1966.
The restroom was repaired and repainted at a cost of $149.00.
CHAMBER OF COMMERCE - REQUEST
Mr. Willis Fisk and Mr. C. G..Follensbee appeared before the board for
the Chamber of Commerce on behalf of the Highway Sign Project Committee in connection with
placing signs on HIghways to channel traffic into Frederick County, and Winchester, Virginia.
They also requested an allocation of $1,000.00 for 1966 and 1967 budget
and $1,500.00 for 1967 -1968 budget, this to be paid to Shenandoah Valley Travel Promotion
Fund.
No action was taken.

LOITERING ON COURT HOUSE PROPERTY - ORDINANCE
Upon motion duly made and seconded, -
Be it resolved,
It shall be unlawful for any person or persons to congregate or assemble
in any public place, sidewalk, street, alley, or any other public way or place in such manner
as to obstruct or likely to obstruct the use thereof by other persons; and any such person
or persons so congregating or assembling shall move on or separate when so required to do so.

Accounts totaling $10,628.86 were read and approved and ordered to be paid from the
General County Funds by Warrants 1023 and 1080 inclusive: Livestock, Fowl Claim and Henry
Bursey's Salary totaling $484.69 were read and ordered to be paid from the Dog Fund by
Warrants 2370 and 2374 inclusive.
