REPORTS: UPON MOTIONIDULY made and seconded the reports of Harry L. McCann, Treasurer; Earl S. Bailey, Commission of Revenue; Robert L. DeHaven, Sheriff of Frederick County, Joseph A. Massie, Jr., Commonwealth Attorney; Roberta A. James, Department I of Welfare, Agnes Shirley, Home Demonstration Agent; John Wolfe, County Agent and H. C. INC. - PROPERTY- ROUTE 11 Upon motion duly made seconded, the Board Accepted the of the Frederick County Planning Commission aslpresented: BE IT RESOLVED: That the application for a Merchants' License by Zuckerman Company, Inc., made June 15, 19 at a location 3 miles North of Winchester about 1000 feet West of U. S. Highway No. 11 in Frederick County, Virginia, be denied on the ground that it is in an area designated for Argicultural and Resident purposes, in the comprehensive plan adopted by the ordinances and resolutions I of the Board of Supervisors on July 13, 1964; E not in the best interest of the citizens of Frederick County in the area described above. FREDERICK COUNTY HEALTH DEPARTMENT - REQUEST Dr. L. 0. Fears appear I ad before appeared before the Board requesting an additional appropriation of $1,683.75 for the 1965-19 Fiscal Year. Upon motion duly made and seconded the Board approved the increase in the amount of $1,683.75. FREDERICK COUNTY DUMP - CLOSING HOURS H. L. Brooks appeared before the Board, representing Marshall Williams. He requested the board to issue a special probation permit to unload trucks at any time in the evening at Frederick County Dump. The permission for the above request was not granted by the board. A motion was made and seconded to have the closing hours of the dump changed to 7:00 A. M. to 8:00 P. M. TRAPPING OF FOXES is i Upon motion duly made and seconded the board gave Henry Bursey permission to check with State Trapper for a date to trap foxes in Frederick County. 113 �- C. D. BLUE RIDGE HEIGHTS SUBDMSION - PRELIMINARY PLATS Lee A. Ebert presented the Preliminary Plats of the Blue Ridge Heights Subdivision. Upon motion duly made and seconded they were tentatively approved for study and consideration. Robert L. DeHaven appeared before the Board requesting $40.00 for expenses to sendM. G. Marshall to Police School in Williamsburg, Va. Upon motionduly made and seconded the above request was allowed. I BANTZ BUIIDIM - PURCHASE OF LAND Upon motion of Paul Luttrell and seconded by W. Hurl Himelright, B. 0. Brumback was appointed by the board to contact the attorney for Dr. Shields and make a reasonable offer for the purchase of the property known as the "Bentz Building." SURVEY OF ROUTE NO. 7 Mr. Yeates of the State Highway Department appeared before the Board and presented a survey of Route No. 7 from Interstate 81 to Clarke County, Virginia line. ERECTION OF A CHRIST EPISCOPAL CHURCH SIGN Upon motion duly made and seconded the board accepted the Resolution of the Frederick County Planning Commission as presented: RESOLUTION BE IT RESOLVED, That the report of the Planning Commission of Frederick County, Virginia, upon petition of the Senior Warden of Christ Episcopal Church be, and the same is hereby accepted; and, BE IT FURTHER RESOLVED, That the said Christ Episcopal Church, through its proper officers, agents and employees, may erect an identification and direction sign in Zoned Area A on the south side of U. S. Highway No. 50, and, for that purpose, an exception to, and a variance of, the ordinance establishing Zoned Area A is hereby granted to Christ Episcopal Church. Upon motion duly made and seconded the board granted the Christ Episcopal Church permission to erect the sign. 114 HOSPITAL CONTRACTS- MEMORIAL HOSPITAIrMEDICA.L C OLLEGE ( UNIVERSITY OF VA. Upon motion•duly made and seconded, the Board approved and entered into a contract for the Hospitalization of Indigent Persons with the Winchester Memorial Hospii Medical College of Virginia, and University of Virginia Hospital for the term beginning on the day of July, 1965, and expiring on the 30th day of June i $30.71, and $30.71, respectively. NORTHWESTERN PYSCHIATRIC CLINIC 1966, at the rate of $ 27.09 ,- Upon motion duly made and seconded the board approved the amount of I $800.00 to the Northwestern Pyschiatric Clinic.. COURT HOUSE - REPA Upon motion duly made and seconded the board appointed Grover Teetsl George Whitacre, and Paul L. Luttrell, a committee to obtain estimates on remodeling Court Room. (Repairing floors, painting, lighting, etc.) i ROLLING FIELDS SUBDIVISION - ADDITION TO SECONDARY The following addition to the Secondary Road System of Frederick County has been approved by the Department of Highways effective March 25, 1965. i ADDITIONS LENGTH ROLLING FIELDS SUBDIVISION i Meade Drive - from Route 807 (Meade Drive, Block "A ") to 0.02 mile south of Carter Place. 0.25 Mi. Accounts totaling $8,632.12 were read and approved and ordered to be paid from the General County Funds by Warrants 258 and 330 inclusive: Livestock, Fowl Claim and Henry Bursey's Salary totaling $603.21 were read and ordered to be paid from the Dog Fund by Warrants 2310 and 2320 inclusive. Crowder, Road Engineer were read and approved. i 115 RE- ASSESSMENT OF REAL ESTATE - FREDERICK COUNTY TAXPAYER's ASSOCIATION INC. Members of the Frederick County Taxpayer's Association appeared before the Board and requested that the land in Frederick County be re- appraised, a letter to that effect, was presented and ordered to be filed. Upon motion of Grover Teets and Seconded by Donald L. Baughman that Frederick County employ the Department of Taxation to make a map of the County showing a plot of each parcel of real estate to compliment the card system before another re- assessment is made of Frederick County. Voting Aye for the above motion was Grover Teets, Byron Brumbeck and Donald Baughman; Voting Nay was Paul Luttrell and W. Hurl Himelright. The motion was carried, Upon motion of Paul Luttrell and seconded by W. Hurl Himelright that a re- assessment of FrederickCounty be started immediately and completed for the year 1966. Voting Aye for the above motion was Paul Luttrell and seconded by k W. Hurl Himelright; Voting Nay, was Donald L. Baughman, Grover Teets and Byron Brumback. The motion was rejected. PLAZA - REMARKING Upon motion duly made and seconded the board passed a resolution to remark the Plaza behind the Frederick County Court House. LOUDOUN MANOR SUBDMSION - ADDITION TO SECONDARY SYSTEM The following addition to the Secondary Road System of Frederick County has been approved by the Department of Highways effective July 29, 1965. M. in theBoard Room of the Supervisors of Frederick County, Virginia lin the County Office Building, there will be a public hearing concerning an ordinance for the purpose of adopting Article II, containing Sections 15 -779 through 15 -794.3 Title 15 of the Code of Virginia for 1950 and as amended, providing certain local requirements for Subdivisions and approved penalties for the violat: thereof. i This ordinance to replace the ordinance now in effect and which ordinance provides for penalties for the violation thereof. A copy of same is on file with the Clerk of the Board and the Clerk of the Circuit Court of Frederick County, Vir ginis. I Upon motion duly made, and seconded the Board approved the printing of one hundred copies of the proposed Subdivision Ordinance. Mr. Joseph Massie was to obt the copies of said Ordinance. SPECIAL MEETING - SUPERVISORS - PLANNING COMMISSION There will be a joint meeting of the Board of Supervisors and membe of the Planning Commission on Wednesday, Augusit 25, 1965 at 8:00 P. M. The purpose of the Meeting will be to discuss the passage of the Frederick County Subdivision Ordinance, and discussion of the Zoning Ordinance of Frederick i County. • . • .� TAX ES - REAL AND PERSO The County Treasurer,iHarry L. McCann, presented to the Board a list of Delinquent Personal Property Tax for the year of 1964 as of June 30, 1965 in the amount of $20,817.70; and also the Deliquent Real Estate Tax for the July 1, 1964 year to June 30, 1965, in the amount and $19,027.18 the total being $39,844. Upon motion duly made and seconded it was unanimously approved as presented.
