Aylor, Huyett G. Light, and Robert IM. Muse representing the Frederick County School Board appeared before the board and requested (permission for the School Board to borrow $150,000 from the Virginia Supplemental Retirement System to finance additions to the Stonewall and Gore Schools. The Stonewall addition is to consist of three classrooms, a library, and a cafeteria and kitchen unit with supplementary toilets and service rooms; and the Gore addition is to consist of a modernized cafeteria unit. The request was approved. M COURT HOUSE AND OFFICE BUILDING A Resolution of the Committee of the Farm Bureau of Frederick County in regard to the Building or Remodeling of the County Court House o Building of a County Office Building was presented to the Board for their consideration. Gaulden, appeared before the Board and discusses Industri access policies adopted by the State Highway Commission, after due consideration the follow ing Resolution was passed: NOW, THEREFORE BE IT RESOLVED: That the Virginia Department of Highways be requested to utilize Industrial (Access Funds to construct an access road to the ' proposed plant of the Harris- Intertype Corporation to be located in the Winchester - Frederick County Industrial Park, north of Route 652. ALSO, BE IT RESOLVED: That upon completion of said road, same be accepted into the Secondary System of Highways for maintenance. The resolution of the County School Board, a copy of which is attached hereto and marked Exhibit A. be and the same is hereby approved, and the County Sch Board is authorized to endeavor to negotiate an agreement with the Board of Trustees of the Virginia Supplemental Retirement System for the borrowing from said System of Eight Hundred Fifty Thousand Dollars ($850,000) and the issuance of bonds in the name of Frederick County to evidence such borrowing. 2. This resolution shall take effect immediately. ! � 0 1 100 FREDERICK COUNTY PLANNING COMMISSION The following resolution and notice was presented by the Planning Commission to the Board to -wit: WHEREAS, the Frederick County Planning Commission, at the direction of the Frederick County Board of Supervisors dated December 11, 1961, has made and caused to be made, with the assistance of the Division of Industrial Development and Planning of the ' Commonwealth of Virginia, a comprehensive study and has developed as a result a comprehensive plan for the physical land development within its ,jurisdiction; and, WHEREAS, nine of the study reports have been made and a land use report and map have been made as a result of said studies, together with plats, charts and ' descriptive matter; and, WHEREAS, said studies and plan include the designation of areas for various types of public and private development and use, such as different kinds of residentia commercial, industrial, agricultural, conservation, recreation and public service areas; and the designation of a comprehensive system of transportation facilities such as streets, roads highways, parkways, railroads, bridges, airports and other facilities; and the designation of a system of community service facilities, such as schools, libraries, medical services, water and sewer systems and fire stations; and, WHEREAS, the ninth report and map for future land use has been made and filed with the Planning Commission on March 23 1964 and, WHEREAS, the Frederick County Planning Commission has reviewed all nine of said reports with their accompanying charts, plats, maps and descriptive matter and the future land use map; NOW, THEREFORE, BE IT RESOLVED, that the Frederick County Planning Commission does hereby ratify, approve and adopt the said nine reports and their accompanying charts, plats, maps and descriptive matter as the comprehensive plan for the future develop- ment of the County of Frederick, Virginia, subject to a public hearing; And be it further resolved that the said Planning Commission does it hereby set the 26th day of May, 1964 as the time and the Frederick County Court House as the place for a public hearing on the said plan prior to recommendation to the Frederick County Board of Supervisors as required by law. The Clerk is ordered to have said ' ordinance advertised in the Winchester Evening Star that the public hearing will be heard on the 3rd day of June, 1964 between the hours of 8:00 and 9:00 o'clock P. M. day light savings time. - All dealers in second hand articles (Except regularly licensed dealers in motor vehicles) junk dealers, community auction sale operators, commission auction sale operators, consignment sale operators and pawn brokers, shall make a report to the sheriff of i the County of Frederick on blanks to be furnished by him covering transactions of the prevous week, on or before Wednesday of each week, showing a list or description of all articles, bougl or sold by said operators of sales or on which money has been loaned by said pawn brokers or other thing of value, and description of the person from whom received, his or her place of residence and license number of the vehicle that transported the article or articles and other place of sale or loan. If there be no such property received, he shall report thatfact, and ' the word "none" shall —tie sufficient for that purpose. Any such purchaser, seller, dealer or pawn broker who shall fail to comply with the provisions of this ordinance shall be fined not less than $50.00 dollars nor more than $100.00 for the first such offense, and not less than $100.00 nor more than $500.00 and confinement in jail for a period not exceeding 12 months for any second or subsequent such offense within 12 months. SPECIAL MEETING Upon motion it is ordered that a Special Meeting be held in the Supervisor 3rd day of June, 1964 between the hours of 8:00 and 9:00 P.M. for a public hearing by the Board of Supervisors on persons interested in the adoption of an Ordinance Dealers in second hand articles (except regularly licensed dealers'in motor vehicles) junk dealers, community auction sale operators, commission auction sale operators, consignment sale operators and pawn brokers. HEALTH UNIT Mr. Al Smith, appeared before the Board, requesting the Board to re- consider the employing of one additional man for the Winchester- Frederick County Health Unit and upon motion duly made and seconded the said grant was not allowed. 52 U GAINESBORO ROAD & GARBAGE DUMP Upon request of Paul Luttrell to have several loads of crushed stone applied to on the road from Gainesboro Railroad Station to the Gainesboro Garbage_Dump and further to'have a Bulldozer to condition said Dump. Said request was duly authorized. 1 WINCHESTER- FREDERICK COUNTY HEALTH UNIT Dr. Fears of the Winchester- Frederick County Health Unit appeared before the Board and requested that his total allowance for the 1964 and 1965 Budget be increased an additional •$388.•88 which would make his total allowance $8,881.42 and -on motion duly made and seconded the said amount was not allowed. ' OPEQUON CREEK DAM The Potomac River Basin Plan on Opequon Creek in Frederick County, Virginia as planned by the United States Governor is unanimously opposed by this Board and Upon motion duly made and seconded the following resolution was unanimously adopted: 1•1HEREAS: The United States Government through its agencies has proposed the Construction of a dam on Opequon Creek which will flood lands in Frederick County, Virginia; and WHEREAS The Board of Supervisors of.Frederick County.. Virginia, has made inquiry conserving this Dam and flooding of land by the Federal Government and has also received reports from the Potomac River Commission appointed by the several States involved; ' NOW, THEREFORE, BE IT RESOLVED: That the Board of Supervisors of Frederick County, Virginia, does hereby declare its opposition to the construction of this proposed Dam on the Opequon Creek and the consequent flooding of lands in Frederick County, and that it also opposes the method of control and the rules and regulations of the operation of the Dam and the impounded waters. DeHaven, Sheriff requested that theBoard allow him an allowance of $32.00 for expenses for him or one of his Deputies to attend an Arson Investigat on I Seminary to be held at William and Mary College, July 27 -31 at Williamsburg. M. for - purpose of a conference of the Board with Mr. H. B. Boynton on remodeling Frederick County Court House and on the building of an office building. Hurl Himelright the ' following resolution was resolved: That whereas it has become necessary to improve the County Court House and also to erect a County Office Building for county officers adjacent to the present Court House, it is ordered by the Board of Supervisors that they proceed to get the prelimin ' plans, as shown on the preliminary design. - Scheme (A) which was designed by Smithey and Boynton, Roanoke, Virginia, to be re -drawn by Smithey and Boynton with the necessary changes and be presented to the Board.
