The minutes of the last meeting held on the 20th day of January,
read and approved.
REPORTS: Upon motion duly made and seconded the reports of Harry
McCann, Treasurer; Earl S. Bailey, Commissioner of Revenue; Robert L. DeHaven, Sheriff of
County of Frederick; Joseph A.-Massie, Jr., Commonwealth Attorney; Roberta A. James,
of Welfare; Agnes Shirley, Home Demonstration Agent; John Wolfe, County Agent and
H. Gaulden, Road Engineer were read and approved.
Upon motion duly made and seconded the following Resolution
passed:
RESOLUTION
WHEREAS: Section of Rt. 698 from 0.0444 mile west Intersection
Virginia Rt. 6, to 1.298 miles east of Intersection Virginia Route 734 has been altered
a new road has been constructed and approved by the State Highway Commissioner, which
road serves the same citizens as the road so altered and,
WHEREAS: Certain sections of this new road follow new locations,
e being shown on the attached sketch titled, Changes in Secondary System Due to Relocation
Construction on Route 698, Project 0698-034 -108, C501, C502, dated at Richmond, Virginia,

NOW, THEREFORE,, BE IT RESOLVED: That the Sections of old loca

0.23 mile, be and the same hereby is, abandoned as a public road pursuant to Section 33 -76.

BY -PASS WEST SIDE OF WINCHESTER - RESOLUTION
Upon motion of Donald Baughman and seconded by Grover Teets the
following resolution was passed:
RESOLUTION

WHEREAS, there is a great need for a limited access by -pass of
lWinchester around the western side of the City; and,
WHEREAS, the Board of Supervisors of Frederick County has endorsed
the project because of its great need and still continues to do so; and..
WHEREAS, the preliminary location of said by -pass has been revoalPd
and there is considerable objection to the by -pass being located too close to the City of
lWinchester and going through an area of high potential tax revenue, both industrial and
residential; and,
WHEREAS, consideration must be given to the development of this
area and of the County for some considerable time in the future, and the closer location of
the by -pass to Winchester inhibits this growth;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of
Frederick County, Virginia, by this instrument, does hereby recommend to the Department of
Highways, and does hereby also request said Department, to restudy the location of said by -pas
for the purpose of placing the same further west, and for lack of better description, placing
it northwest of Sunnyside, crossing U. S. Highway No. 522:at or west of its intersection with
Secondary Highway No 739 West of the Farmers Livestock Exchange on U. S. Highway No. 50 and
west of the residents of J. Kenneth Robinson, Dr. Jesse N. Clore and Robert Burkholder, and
the farmhouses of Stewart Bell on Secondary Road No. 622, with consideration being given not
only to costs, distance and time factors, but also to the potential industrial and residential
development of this area.
BE IT FURTHER RESOLVED, that the by -pass commence as presently
vindicated on the plans at the intersection of Interstate Route 81 and U. S. Route 11 north of
Winchester and end at the presently planned location at the interchange at the Intersection
of Interstate Route 81 and U. S. Route 11 south of Kernstown.

Upon motion duly made and seconded the following resolution was
RESOLVED that the following Ordinance be adopted by title on first

of Mobile Homes, Trailer Camps, Trailer Lots in Frederick County, the levy, assessment and
collection of a License Tax thereon, to promote the health, safety, morals and general welfare
of the County in conformity with Title 35 Chapter 6 of the Code of Virginia for 1950 as
amended was passed.

Cards shall be delivered to the Commissioner of the Revenue and shall be retained in his
office.
Upon motion of Paul Luttrell and seconded by W. Hurl Himelright
the following resolution was passed:
BE IT RESOLVED That the State Senator Harry F. Byrd,,-Jr. and
Delegate E. Blackburn Moore obtain the passage of a statute permitting the hunting and
of foxes year round in Frederick County.
ASSESSMENT OF REAL ESTATE - FARM BUREAU FREDERICK COUNTY
Mr. J. J. Pickeral of the Farm Bureau of Frederick County
before the Board and presented the following copy of a resolution passed by the Board of
Directors at their monthly meeting February 5, 1964•
Be it resolved that the Board of Directors of Farm Bureau of
Frederick County urge the Board of Supervisors of Frederick County to require the assessors
to furnish a reasonable description of all real estate assessed and that the assessors notify
the property owners when they intend to visit their property.

BUDGET - SPECIAL MEETING
Upon motion duly made and seconded, it is ordered that a Special
(Meeting on the preparation of the 1964 and 1965 Budget, be held on the 4th day of March, 1964
lat 10:00 A. M.
The Frederick County School Board will meet with the Board of
ISupervisors.in the evening of March, 1964 to discuss different items in their Budget.
( SHAWNEE LAND - DEED OF DEDICATIO
Upon motion duly made and seconded the following resolution was

Be it resolved that the Final Plat and Deed of Dedication of
IMarjec, Inc. for Shawnee Land Lots 7 & 8 Section DD, Lots 58A and 59 Section 3, and Lots 15
land 16 in Section 1 dated October 29, 1963 be and the same is hereby accepted for recordation
and the,Chairman of the Board of Supervisors is hereby authorized to so accept the same by
signing the same after approval by the Health Department.

The School Board appeared and requested permission to construct

a roadway from the end of Frederick County Maintenance�to the South West corner of school lot,
and on a fifty -fifty basis with J. Kenneth Robinson from South West corner of school lot to
Caroline Street. This being the road leading to the Frederick County Junior High School.
The Board authorized the School Board to construct roadway and
use funds from Building Fund account.

It is further ordered that they report to the County Clerk's
Office on the 22nd day of April, 1964, at 10:00 A. M. to be qualified and view certain roads.
Mrs. Mary C. Worsley and Mr. Roger Koontz appeared before
Board and requested that the School Teachers of Frederick County be allocated for the year
of 1964 an increase of their salaries of $300.00 per year.
SECTION 3 - WHITTIER ACRES - RIDGE AVENUE
The preliminary plat Whittier Acres, Section 3 Stonewall
District was tentatively approved, subject however, to the approval of the same by the

The Welfare Budget for Frederick County for the year 1964 and 1965

IRAN OAK SUBDIVISION - OPEQUON DISTRICT
The Deed of Dedication and Plat of Loan Oak Subdivision dedicated
by Arthur J. Webster and Virginia C. Webster was tentatively approved, subject however to
the approval of the Department of Highways.
BRIDGE - ROUTE 600 - BACK CREEK
ROUTE 657 - SENSENY ROAD
Upon motion duly made and seconded the following resolution was
passed:
' WHEREAS, after due consideration and upon the recommendations of the
said Resident,Engineer, it is the concensus of this Board that the existing 10 Ton Bridge
located on Route 600 over Back Creek, 0.70 mile north of Gainesboro, is inadequate for the
present day traffic and is the most needed project on the Secondary System in this County
after the construction of those projects previously selected.
NOW, THEREFORE, be it resolved that this Board of Supervisors request
the Department of Highways to take the necessary steps to have the project, as described
above, constructed and /or reconstructed as a Federal Aid Secondary Project from funds accrue
and /or accruing to Frederick County, as soon as is financially feasible after the financing
of those projects previously selected.
WHEREAS, after due consideration and upon the recommendations of the
said Resident Engineer, it is the consensus of this Board that Route 557, between Route 81
and the Intersection of Route 656, is inadequate for the present day traffic and is the most
' needed project on the Secondary System in this County after the construction of those project
previously selected.
NOW, THEREFORE, be it resolved that this Board of Supervisors request
the Department of Highways to take the necessary steps to have the project, as described
' above, constructed.and/or reconstructed as a Federal Aid Secondary Project from funds accrued
and /or accruing to Frederick County, as soon as is financially feasible after the financing
of those projects previously selected.

said Resident,Engineer, it is the concensus of this Board that the existing 10 Ton Bridge
located on Route 600 over Back Creek, 0.70 mile north of Gainesboro, is inadequate for the
present day traffic and is the most needed project on the Secondary System in this County
after the construction of those projects previously selected.
NOW, THEREFORE, be it resolved that this Board of Supervisors request
the Department of Highways to take the necessary steps to have the project, as described
above, constructed and /or reconstructed as a Federal Aid Secondary Project from funds accrue
and /or accruing to Frederick County, as soon as is financially feasible after the financing
of those projects previously selected.
WHEREAS, after due consideration and upon the recommendations of the
said Resident Engineer, it is the consensus of this Board that Route 557, between Route 81
and the Intersection of Route 656, is inadequate for the present day traffic and is the most

PETITION TO THE BOARD OF SUPERVISORS AND THE
VIRGINIA DEPARTMENT OF HIGHWAYS
' We, the undersigned, property owners and residents of Frederick
County, Virginia, owning real estate and residing along Virginia Secondary Highway No. 616
between its intersection with 608 at Armel's Hill and its intersection again with 608 at Pud
Sibert's, do hereby petition the Board of Supervisors to appoint road viewers and do what-
ever is necessary together with the Highway Department in straightening, widening and grading
this section of Virginia Secondary Road No. 616.
The reason for this request 1s that it is used by the school buses
many residents of Frederick County and is also used by the United States postal authorities
that 'the road is in terrible condition, not properly maintained and in bad weather it is
impassable.
An emergency now exists in regard to this matter, and we urge an
immediate solution to the same.

new Route 50 at Station 568 X 00 southerly 0.69 mile to the new location at Station 589 X 06 .
